Food and Drug Administration (FDA)
Statement of Work (SOW)
Dark Fiber Circuits FY21
Attachment #1
1. Background
The U.S. Food and Drug Administration (FDA) impacts the lives of Americans every day. The FDA’s information technology investments are closely aligned with the mission and goals of the FDA to ensure the safety, efficacy, and security of human and veterinary drugs, biological products, medical devices, our nation’s food supply, cosmetics, and products that emit radiation.
The FDA currently leases dark fiber circuits from Zayo which are being used within the FDA’s DC Metro Area Network. Zayo brings fiber into the FDA buildings and terminates it on a fiber patch panel which is Zayo’s demarc.
Zayo does not have any other equipment at FDA facilities. The FDA connects GFE (network router or switches) into Zayo fiber patch panel. Circuit speed is controlled by the FDA and is dependent upon on the fiber transceiver plugged into the GFE router or switch. These fiber circuits are used as the backbone of the FDA’s network and critical to all functions of our datacenters and office buildings.

The Contractor shall ensure that the total uptime for the dark fiber infrastructure is no less than 99.99% for two diverse pairs, with diverse entrances between two buildings. The Contractor shall provide that the total uptime for the dark fiber infrastructure is no less than 99.99% for single segment with no diverse pair operational.
The Contractor shall provide FDA with notification not later than 72-hours prior to any Contractor-planned service disruption. The Contractor shall provide regular progress updates on the status of service restoration efforts until the service is restored.
The Contractor shall be available 24/7 in order to accept or place calls of reported outages in the leased infrastructure and to ensure continuity of services.
The Contractor shall provide on-call restoration services to restore fiber links that fail to maintain light transmission, providing full data bandwidth as part of this requirement. Response to line related problems shall be made within four (4) hours of the report of a problem. Actual repair to non-redundant links shall be completed within four (4) hours of a problem being reported to the help desk. In the event that the Contractor cannot repair or switch to the available backup pairs within four (4) hours, the Contracting Officer and COR shall be notified, via email, within 30 minutes of the determination that the repair will not accomplished in a timely manner and the Contractor shall invoke the company escalation plan.

13. Definitions
Dark Fiber Service – "Dark fiber service" is leased monthly by FDA from local exchange carriers (LECs) for the provision of optical fiber transmission capacity between customer locations in which the light for the fiber is provided by the customer rather than the LEC.
Dark Fiber – Dark fiber is optical fiber infrastructure that is installed by the Contractor but is not currently being used. Optical fiber conveys information in the form of light pulses so the "dark" means no light pulses are being sent. For example, some electric utilities installed optical fiber cable where they already had power lines in the expectation that they could lease the infrastructure to telephone or cable TV companies or use it to interconnect their own offices. To the extent that these installations are unused, they are described as dark.
Leased Fiber Segment – A fiber segment running between two FDA facilities’ fiber termination panels owned and maintained by the LEC Contractor and leased by the FDA for the sole use of the FDA. The fiber termination panels are provided by the LEC. The LEC is responsible for all maintenance of the fiber in adherence with operational standards for dark fiber and for ensuring that there is always a continuous path with no interruptions of service.
Installation of fiber pairs is a minimum of six (6) fibers terminated. Two (2) are be activated and all six (6) are scoped for acceptable loss.
Activation of Fiber – For fiber installed and owned by the LEC Contractor that is NOT leased by FDA: Under the direction of new task orders the LEC may pre-activate fiber segment for use by the FDA, who will pay an activation fee plus monthly lease fees throughout the terms of the contract.
Deactivation of Fiber – Deactivating activated fiber so that no light pulses are sent, thus converting it into Dark Fiber.
Reactivation of Fiber – Reactivating dark fiber which was at one time installed by the LEC Contractor and leased by FDA and allowing light pulses to be sent. FDA provided equipment is installed to the fiber pair, thus allowing light pulses to be transmitted.
Segments – End-to-end transmission paths specified by FDA for fiber optic cabling infrastructure within the Metropolitan Area Network (MAN) Team. This infrastructure will consist of single mode fiber optic cables, with a specific pair count dedicated to each FDA building in the scope.
Diverse Path – Having different Fiber Routes to each destination. FDA secure data can take different routes depending on current existing Leased Fiber Segments.
Fiber Tenant Space
Fiber Optic Cable – Fiber optic cable consists of specified pair counts of single mode fiber. No active electronics repeat light signals or provide network services. The minimum strand count for this project is six for each path. In a typical installation, only a single pair is leased and - activated for each path.
Terminations – Fiber optic cabling is terminated using a Light interface unit (LIU) installed in an area identified by a site survey in order to protect connections from physical damage and moisture. Fiber connector (FC) connectors terminate each fiber.
