About this file
This is a Conflict of Interest Affidavit required by the State Highway Administration (MDOT SHA) in Maryland for the Roadside Mowing, Trimming and Litter Pickup solicitation (D732MOW29SB). The affidavit, effective July 2024, must be submitted with all bid proposals and requires offerors, contractors, consultants, subcontractors, and their employees or agents with supervisory authority to warrant that no conflicts of interest exist that would impair their ability to render impartial assistance to the State or provide them with unfair competitive advantage. The solicitation was issued July 13, 2026, with a pre-bid conference scheduled for July 22, 2026, at 11:00 AM at the State Highway Administration office in Westminster, Maryland. Questions regarding the solicitation are due by July 24, 2026, at 2:00 PM local time, with bids due July 28, 2026, at 12:00 PM local time, followed by a public bid opening at 2:00 PM the same day. The contract is a fixed-price agreement with a twenty-four-month term or until contract funds are depleted, whichever occurs first, with primary performance on roadside areas of MD 32 and MD 91 in Carroll County.
The affidavit requires full disclosure of any facts or circumstances that give rise to or could give rise to conflicts of interest, with offerors obligated to immediately notify the procurement officer in writing if actual or potential conflicts arise after the affidavit date, including proposed actions to avoid, mitigate, or neutralize such conflicts. Bids must be submitted through emma.maryland.gov, and bidders are required to register on the platform in advance. The procurement establishes zero percent Minority Business Enterprise (MBE), Disadvantaged Business Enterprise (DBE), and Veteran-Owned Small Business Enterprise (VSBE) subcontracting participation goals. Multiple or alternate bids are not accepted, and the contract will be awarded under the Competitive Sealed Bidding method in accordance with COMAR 21.05.02. Procurement Officer Tyler Zimmerman can be contacted at TZimmerman@mdot.maryland.gov or 410-848-6565.
