About this file
This document includes an attachment to a solicitation for a definition-phase study of an atmospheric composition instrument for a proposed geostationary satellite program. The attachment requests offerors to propose any technology development or risk mitigation efforts to advance critical technologies with low technical readiness or address high-risk activities. Examples provided include efforts to study an innovative concept, demonstrate a proof of concept, prototype a solution, or develop a new modeling approach. Offerors may only receive evaluation credit for technology development proposals that are clearly defined in terms of objectives, activities, products, analyses, tests, or reports in the attachment. The related federal contract opportunity seeks proposals for a definition-phase study of a GeoXO Atmospheric Composition instrument to fly on NOAA's planned GeoXO series of geostationary satellites launching beginning in 2035, issued by NASA's Goddard Space Flight Center.

ATTACHMENT F
CONTRACTOR-PROPOSED
TECHNOLOGY DEVELOPMENT AND RISK MITIGATION EFFORTS
Pursuant to section L.11(c)A.5, GSFC 52.215-210 Mission Suitability Volume Instructions
(Competitive). (Nov 2017), Mission Suitability Instructions, any Technology Development and/or Risk Mitigation Efforts proposed under Statement of Work 2.3.1 and 2.4.1 shall be documented in Attachment F of the model contract. The technology development effort is intended to mitigate schedule risk associated with low TRL items and High Risks activities.
Technology Development or Risk Mitigation Efforts are not necessarily required under the contract and will not be construed as a weakness if not proposed. However, the Offeror may only receive credit in the mission suitability evaluation for the proposed efforts to the extent of its description in Attachment F, and the associated benefits explained in its Mission Suitability
Volume.
The contractor shall clearly define what activities are to be accomplished as well as any
Products, analyses, tests or reports that will be produced.
Samples
1. Efforts needed to help advance the technology readiness of the concept developed in the study
2. Proof of concept for an innovative test method
3. Building a prototype to address a challenging engineering problem
4. Development of a new modeling approach that supports assessing or reducing a risk posture
5. Etc.
