About this file

This is a Firm Fixed Price (FFP) and Indefinite Delivery/Indefinite Quantity (IDIQ) pricing schedule for landscape maintenance services solicited by George Mason University through RFP GMU-KS0811-26. The contract will cover comprehensive landscape maintenance across six George Mason University campuses and facilities: Fairfax, Arlington, Science and Technology (Prince William), Point of View, Potomac Science Center, and Smithsonian Mason School of Conservation. The contract base term runs for 12 months from March 1, 2027, through February 29, 2028, with Potomac Science Center and SMSC having a nine-month contract period. The Fairfax Campus encompasses multiple areas including Johnson Center, recreation facilities, housing areas, and several off-campus properties. Offerors must submit complete proposals for entire campuses; partial campus offerings will not be accepted. All questions and proposals must be submitted electronically through Bonfire.

The pricing structure requires contractors to submit a monthly FFP cost that automatically calculates to an annual total for the base scope services. Additionally, contractors must provide IDIQ/T&M labor rates for 14 specified landscape maintenance positions ranging from landscape laborers to certified arborists. An optional Tab 3 addresses snow removal services on a T&M basis, covering 22 equipment and labor categories including various trucks, loaders, snow blowers, materials, and crew positions. Contractors may submit "No Bid" responses for categories they cannot provide or propose additional services in blank cells. Material, equipment, and parts for T&M services will be billed at actual cost with supporting invoices required. All additional services require a University purchase order prior to performance, except in emergency situations. The pricing schedule notes that numbers round to the nearest penny and references Virginia Code 40.1-28.10 regarding minimum wage requirements.
