About this file

This is a Security Assessment Questionnaire attachment for Portland Public Schools School District 1J in Multnomah County, Oregon, issued as part of Request for Proposal No. 2026-037 for a Student Transportation Routing and Operations Platform. The questionnaire serves as a vendor evaluation tool to assess the security capabilities and practices of solution providers bidding on the contract. Vendors are required to provide detailed responses addressing 26 comprehensive security-related questions, with instructions to attach additional pages or documents as necessary and cross-reference answers to specific questions. The assessment covers critical areas including safeguards for government information protection, employee and subcontractor access controls, disaster recovery and business continuity planning, and employee vetting procedures.

The questionnaire requires vendors to detail their security infrastructure across multiple dimensions: data segregation practices, software quality assurance and penetration testing protocols, physical security measures for data centers, encryption standards for data at rest and in transit, authentication capabilities including single sign-on and multi-factor authentication integration, privileged access management, security monitoring and incident response procedures, and compliance with relevant standards such as FERPA, COPPA, PCI, and HIPAA. Additionally, vendors must address specific operational scenarios such as multiple users accessing timekeeping systems from shared workstations, denial-of-service attack mitigation, and information security risk assessment processes. All responses must be signed by an authorized vendor representative certifying the accuracy of the information provided, ensuring vendor accountability for stated security capabilities and commitments.
