About this file

This certification document from the South Carolina Department of Transportation (SCDOT) establishes conflict-of-interest compliance requirements for contractors and consultants entering into agreements with the agency. The certification applies to the Pavement Data Collection project and requires that authorized representatives of contractors and consultants verify compliance with Section 57-1-350(G) of the South Carolina Code of Laws. The document outlines two primary provisions: no SCDOT Commission member may hold a direct or indirect interest in the proposal or bid during their term of appointment and for one year thereafter, and no Commission member may maintain any interest in contracts, franchises, privileges, or other benefits granted by the Department related to the project through any subcontractors, consultants, vendors, or suppliers during their appointment and for one year after termination. The certification requirement remains an ongoing obligation throughout the entire contract period.

The document requires the contractor or consultant to certify compliance on behalf of itself and all affiliated entities, including consultants, sub-consultants, contractors, vendors, suppliers, employees, and agents. The certification must be signed by an authorized representative with the signatory's printed name, date, and title. This certification serves as a condition precedent to contract execution and establishes a binding commitment to maintain compliance with the specified conflict-of-interest restrictions throughout the contract term.
