About this file

This document is Attachment E to Contract 1-19-58-69, specifically addressing device installation procedures for telemetry devices. The contract involves the California Air Resources Board (CARB) and an unnamed contractor, with the document detailing two approved installation methods for a telemetry device referred to as the "GO device" that will be installed in vehicles.

The attachment outlines a primary and secondary installation method for the telemetry device, with the secondary method serving as a temporary approach until the primary method receives approval from CARB under California Vehicle Code sections 27156 and 38391. The contractor is authorized to use the secondary installation method temporarily, with an obligation to re-install devices using the primary method once CARB approval is obtained. All re-installations must be completed within 30 business days at no cost to the state, with potential flexibility in the re-installation schedule subject to approval from the DGS-PD Contract Administrator. The document specifies detailed step-by-step installation procedures for both the primary and secondary methods, including specific hardware components like Y harnesses, OBDII connectors, and cable ties.

Attachment E – Device Installation Contract 1-19-58-69, Device Installation

1. Scope The purpose of this appendix is to include an additional installation method for the telemetry devices provided under Contract 1-19-58-69. It does not alter any current contract requirements, terms, or conditions. The information contained herein defines the two (2) approved methods of installation for the telemetry device, the steps required for each method, and when each method may be utilized.

The first installation method is referred to as the primary method. The primary method of installation is the original installation method identified under Contract 1-19-58-69.

The second installation method is referred to as the secondary method. The secondary method is the alternate method of installation that must be utilized until the primary installation method is approved by CARB in accordance with California Vehicle Code sections 27156 and 38391.

2. Primary Installation Method The steps below reflect the installation process for the primary method of installation.

a. Remove the in-vehicle OBDII connector from its slot.

b. Attach the female universal core connector (short end) of the Y harness to the appropriate adapter matching the required installation.

c. Secure the adapter in place using the provided metal clips.

d. Fasten the female universal core connector (short end) of the Y harness to the vehicle’s OBDII slot and secure in place using either screws or the plastic clips on the adapters.

e. Connect the GO device to the female universal core connector (long end) of the Y harness.

f. Connect the male OBDII harness connector to the vehicle's OBDII connector removed in Step 1.

3. Secondary Installation Method The steps below reflect the installation process for the secondary method of installation.

a. Identify the location of the in-vehicle diagnostic connector.

b. Fasten the female universal 16-pin connector (short end) of the Y harness to the vehicle’s OBDII slot.

c. Connect the GO device to the female universal 16-pin connector (long end) of the Y harness.

d. Securely mount the GO Device to the vehicle away from any obstructions using cable tie.

e. In order to utilize the HRN-GS16K2 Y harness as a straight harness, cable tie the Core connector to the main cable thus eliminating the need to relocate the factory/OEM OBD II port.

f. OPTIONAL: If applicable, connect additional aftermarket equipment to the auxiliary female universal 16-pin connector (short end).

4. Method Utilization This Appendix authorizes the use of the secondary method until the Contractor receives approval from the California Air Resources Board (CARB) for the primary installation method. All installations, whether primary or secondary, shall be performed by the Contractor unless the ordering agency elects to self-install.

Once CARB approval is obtained, the Contractor shall immediately resume all installations utilizing the primary method. All devices installed using the secondary method shall be re-installed using the primary method. The re-installation shall be performed by the Contractor at no cost to the State.

If requested, Contractor shall complete re-installation within thirty (30) business days after receipt of re-installation request. The thirty (30) day re-installation schedule may be modified upon approval from the DGS-PD Contract Administrator. Re-installations will be performed statewide to the location address provided when the request for re-install is submitted.

All other terms and conditions remain the same.
