About this file

This document is Attachment E - Cooperative Purchasing for RFx #3000024612, involving the Emergency Management Assistance Compact (EMAC) and Louisiana's state emergency response framework. The attachment outlines a cooperative purchasing mechanism that allows the Contractor to provide assistance to other states through EMAC, with Louisiana's State Health Officer having sole discretion to determine the feasibility of EMAC activation based on event scope, available resources, and potential impacts.

The document specifies that when the Contractor is activated to assist another state via EMAC, a Louisiana State Emergency Declaration will not be required, which differs from the protocol when responding to Louisiana-specific disasters. The agreement ensures that the same contractual requirements apply when the Contractor provides interstate assistance, creating a flexible framework for emergency response and resource sharing across state boundaries.

Attachment E— Cooperative Purchasing

Upon mutual agreement between the Contractor and EMAC, the Contractor may be requested to provide assistance to other states via the Emergency Management Assistance Compact (EMAC).

Louisiana's State Health Officer will have sole discretion to determine if EMAC Activation is feasible based upon review of the scope and scale of an event, available resources, and potential impacts. The same contractual requirement herein will apply if the Contractor is required to provide assistance via the EMAC.

If the determination is made to activate the Contractor to assist another state via the EMAC, a Louisiana State Emergency Declaration will not be required. The mandatory requirement for the issuance of a Louisiana state emergency declaration is only required when the Contractor is responding to Louisiana disasters.
