About this file
This is a Controlled Unclassified Information (CUI) Guide for the Defense Advanced Research Projects Agency (DARPA) Expeditionary Power- and Energy-Dense Implementations (ExPEDitions) program, dated April 24, 2026. The document establishes security protocols and information protection requirements for all personnel and contractors involved in the ExPEDitions effort. The program focuses on developing safe, electrically rechargeable batteries with significantly higher energy and power density than current systems, building upon previous work from the ExCURSion program that demonstrated 5-10x improvements in energy density through carbon-air battery technology. The resulting high-energy batteries are intended to extend operational range for unmanned aerial vehicles, ground vehicles, and heavy equipment while mitigating logistics challenges associated with fuel transportation in contested environments.
The guide identifies five CUI categories applicable to ExPEDitions information: Defense (Controlled Technical Information), Export Controlled Research, Proprietary Business Information, Operations Security, and Budget. All ExPEDitions CUI must be stored and processed in accordance with DoD Instruction 5200.48 and NIST 800-171 standards as specified in DFARS 252.204-7012. Sensitive technical information including detailed drawings, battery component designs, test data, and performance characteristics are marked with Distribution Statement C and subject to International Traffic in Arms Regulation (ITAR) restrictions. Unclassified elements include discussions of underlying scientific processes, computational models, and simulation results. Program planning documentation is restricted to Federal Employees and Contractors Only (FEDCON). All unauthorized disclosures, security incidents, and data breaches involving ExPEDitions CUI must be immediately reported to the Program Security Officer at DSO_Security@darpa.mil and to the DARPA contracting officer. Program Manager Keith Whitener and Program Security Officer Darrell Shelton oversee compliance with this guide.

FOREWORD
1. DESCRIPTION
The ExPEDitions program aims to develop safe, electrically rechargeable batteries that deliver power at much greater energy and power density than current batteries. Current rechargeable batteries, plagued by inherent safety risks and low energy density, are unsuitable for high endurance and long-range mission sets. The Defense Advanced Research Project Agency (DARPA) Expeditionary Carbon Utilization for Energy Resilience and Stabilization (ExCURSion) program demonstrated a pathway toward a 5-10x improvement in energy density of a rechargeable electric power source in the form of a carbon-air battery. The ExPEDitions program will focus on improving the power and recharging capabilities of these systems, which are the main hurdles to their practical use. The ExPEDitions program will yield high-energy batteries for extended operational range of a wide range of assets, including unmanned aerial vehicles, ground vehicles, and heavy equipment. These capabilities could potentially mitigate or eliminate issues that arise from the current requirements for transporting and delivering fuel in contested spaces.
2. AUTHORITY
CUI elements referenced in this guide are under the authority of Executive Order 13556, Controlled Unclassified Information, November 4, 2010 (as amended) and in accordance with DoDI 5200.48, “Controlled Unclassified Information,” March 6, 2020.
3. Distribution:
Distribution Statement A. Approved for public release: distribution is unlimited.
Approved for Public Release: Distribution Unlimited
1. PURPOSE
a. The purpose of this CUI guide is to ensure the protection of ExPEDitions information in accordance with (IAW) DoDI 5200.48. ExPEDitions information must be controlled and stored consistent with DFARS 252.204-7012 requirements as detailed in National Institute for Standards and Technology (NIST) 800-171.
b. This guide is not for classified national security information as defined in
Executive Order 13526, but identifies specific elements of sensitive information that are unclassified but require additional protection.
2. APPLICABILITY AND SCOPE: This guide applies information, material and processes generated by ExPEDitions This guide is the basis for identifying, protecting and marking of information and material designated as a type of CUI associated with ExPEDitions. This guide is used in conjunction with related guidance (security classification guides, Department of Defense (DoD) Policy, etc) associated with the overall effort of ExPEDitions. The scope of this guide is based on ExPEDitions as planned at the date of this guide and may change over the course of ExPEDitions.
3. OFFICE OF PRIMARY RESPONSIBILITY (OPR): This CUI guide is issued by DARPA. All inquiries concerning content, interpretations, and clarification of this document should be addressed to DARPA at DSO_Security@darpa.mil.
4. CONTROLLED UNCLASSIFIED INFORMATION (CUI) CHALLENGES: CUI Challenges are directed to the OPR. Information is protected in accordance with this guide until the challenge is resolved.
5. CUI Categories. The following CUI Categories are used to protect ExPEDitions:
a. Defense: Controlled Technical Information (CTI). CTI means technical information with military or space application that is subject to controls on the access, use, reproduction, modification, performance, display, release, disclosure, or dissemination. CTI is to be marked with one of the distribution statements B through F, in accordance with DoD Instruction 5230.24, "Distribution Statements of Technical Documents." The term does not include information that is lawfully publicly available without restrictions. "Technical Information" means technical data or computer software, as those terms are defined in DFARS clause 252.227-7013, "Rights in Technical Data - Noncommercial Items" (48 CFR 252.227-7013). Examples of technical information include research and engineering data, engineering drawings, and associated lists, specifications, standards, process sheets, manuals, technical reports, technical orders, catalog-item identifications, data sets, studies and analyses and related information, and computer software executable code and source code.

This CUI guide does not relieve any program participant from export control requirements.
7. DISCLOSURE of CUI.
a. Public Disclosure. Public Disclosure of any ExPEDitions information must follow the Distribution Statement A Request (DISTAR) process. Please contact the ExPEDitions OPR and Public_Release_Center@darpa.mil for additional guidance.
b. Freedom of Information Act (FOIA) Requests. All FOIA requests are directed to the DARPA FOIA Office.
c. Foreign Disclosure. CUI controlled by DARPA may be shared with foreign nationals if access to such information would accomplish a lawful government purpose and would not be detrimental to national security.
mailto:Public_Release_Center@darpa.mil
8. CUI PROTECTION REQUIREMENTS: ExPEDitions CUI must be stored in accordance with DODI 5200.48. Processing of CUI is only authorized on systems compliant with DFARS 252.204-7012 as detailed in NIST 800-171.
9. UNAUTHORIZED DISCLOSURE
a. Personnel must immediately report all unauthorized disclosures or suspected and known security incidents, and suspicious activities involving CUI to the ExPEDitions PSO and PSR at DSO_Security@darpa.mil.
b. Data breaches of Defense Industrial Base (DIB) networks and systems involving
ExPEDitions CUI material must be reported IAW DFARS 252.204-7012 requirements. In addition, all breaches must be reported to the DARPA Project contracting officer and Program Security Officer (PSO) upon discovery.
