About this file
This is an abstract submission template and instructions document for DARPA solicitation DARPA-PS-26-118, the Expeditionary Power- and Energy-Dense Implementations (ExPEDitions) program. Abstracts are mandatory for all proposers and must follow the specified format, which includes Attachment A (Abstract Summary Slide Template). All submissions must be unclassified or Controlled Unclassified Information (CUI) level, written in English, formatted for 8.5 by 11-inch paper with 1-inch margins and minimum 12-point font (8 or 10-point acceptable for figures and tables), and limited to 5 pages maximum. The cover sheet must include the proposer organization, technical and administrative points of contact, estimated total cost, period of performance, and identification of any other solicitations receiving the same concept.
The abstract must address five core sections: Goals and Impact (describing innovative aspects and potential use-cases with justification), Technical Approach (including state-of-the-art analysis, preliminary battery performance specifications with baseline and other performance metrics, technical challenges and solutions, and measurable milestones), Capabilities/Management Plan (team expertise and principal investigator identification), Cost and Schedule (resource estimates broken down by contractor fiscal year), and an optional Bibliography (maximum 2 pages). DARPA will respond to all conforming abstracts within thirty calendar days with either an invitation to submit a full proposal or notification of non-selection. Abstracts must be submitted through DARPA's Broad Agency Announcement Tool (BAAT) by the deadline specified in the solicitation overview, with late submissions not reviewed. This template serves as instructional guidance rather than substantive requirements documentation.

DARPA-PS-26-118: Expeditionary Power- and Energy-Dense Implementations (ExPEDitions) Abstract Instructions and Template
Abstracts are mandatory for this program. Use of this template is mandatory for all abstract submissions to this PS. Proposers must also include Attachment A (Abstract Summary Slide Template) to constitute a full abstract submission. This document must include all components described herein and must be submitted in PDF or Microsoft Word formats. All submissions must be written in English, and all pages shall be formatted for printing on 8-1/2 by 11-inch paper with 1-inch margins and font size no smaller than 12-point. Font sizes of 8 or 10-point may be used for figures, tables, and charts.
Maximum page count for abstracts is 5 pages. Material provided in excess of 5 pages will be discarded and not evaluated. Abstracts must be at the UNCLASSIFIED or Controlled Unclassified Information (CUI) level. Abstracts containing information which the submitter acknowledges is classified may be deemed non-conforming and removed from consideration. All proprietary data and information should be appropriately marked.

Proposers are required to submit an abstract before submitting a full proposal. DARPA will respond to abstracts with one of the following:
a. An invitation to submit a full proposal and accompanying proposal instructions.
b. A letter informing the submitter that DARPA is not inviting them to submit a full proposal at this time.
DARPA will review all conforming abstracts using the evaluation criteria published in the solicitation. Proposers should note that an invitation to submit a full proposal is not a guarantee that the proposal will ultimately be selected for award negotiation. It is DARPA policy to attempt to reply to abstracts within thirty calendar days. These official notifications will be sent via email to the Technical POC and/or Administrative POC identified on the abstract coversheet.
Abstracts must be submitted per the instructions outlined herein and received by DARPA no later than the due date and time listed in the Overview Information section. Abstracts received after this time and date may not be reviewed. Please visit Proposer Instructions and General Terms and Conditions for instructions on how to submit your abstract through DARPA’s Broad Agency Announcement Tool (BAAT).

Goals and Impact [Describe what is being proposed and what difference it will make (qualitatively and quantitatively) if successful. Describe the innovative aspects of the project in the context of existing capabilities and approaches, clearly delineating the relationship of this work to any other projects from the past and present.]
· Identify one or more potential use-cases for the proposed battery technology and provide a clear justification for each.
Technical Approach [Provide answers to the following questions:
· What is the proposed work attempting to accomplish or do?
· What is the preliminary technical rationale of how the proposed solution can achieve the program goals and metrics?
· How is the work performed today (what is the state of the art or practice), and what are the limitations?
· What is new in your approach, and why do you think it will be successful?
· How would the DoD testing community implement the proposed approach/work?
· How much will it cost (rough order of magnitude), and how long will it take?
· Outline preliminary battery performance specifications, to include:
· Baseline Performance: Benchmark “starting point” energy and power density assuming no future technological improvements.
· Other performance specifications: including but not limited to operating temperature, pressure, or other relevant features that will affect considerations for end use.
Outline and address technical challenges inherent in the approach and possible solutions for overcoming potential problems. Provide appropriate measurable milestones (quantitative if possible) at intermediate stages of the project to demonstrate progress and a plan for achieving the milestones. Include basic details on what Fundamental Defense Research Talent Award (FDRTA) and Industry Immersion Program (IIP) options would entail if planning to propose them.] Provide the following technical details and plans:
Capabilities/Management Plan [Provide a brief summary of the expertise of the team, including subawardees and key personnel. While teaming arrangements do not need to be finalized at the time of abstract submission, mention of potential teaming/collaboration arrangements is highly encouraged. Identify a principal investigator for the project and include a description of the team’s organization, including roles and responsibilities.] Cost and Schedule [Provide a cost estimate for resources (e.g. labor, materials) and any subawardees over the entire program (base + options), broken down by Contractor Fiscal Year. Include costs for FRDTA and IIP options here if planning to propose them.] Bibliography (Optional) [A brief (no more than 2 pages) bibliography maybe be provided with links to relevant papers, references, reports, etc.]
