About this file

This is a Qualified Product Policy document issued by the South Carolina Department of Transportation (SCDOT) establishing requirements and approved materials for spray-on and brush-on surface coatings for concrete finish on transportation projects. The policy specifies that only materials appearing on SCDOT's qualified product list may be used on SCDOT projects. Manufacturers seeking qualification must submit certified test results from independent laboratories, product data sheets, material safety data sheets, and application procedure brochures. Spray materials must meet specific color requirements (Federal Shade No. 37778), smooth texture specifications, and pass testing in accordance with ASTM G 153, ASTM B 117, and ASTM E 96 standards, with all requirements detailed in SCDOT Standard Specifications Subsection 702.4.11. After qualification, manufacturers must provide materials certification with each shipment containing brand name, production lot numbers, application rates, project file numbers, shipping dates, and recipient information, along with material safety data sheets and materials data sheets.

The qualified product list includes spray-on and brush-on coating options across multiple categories: non-cementitious solventborne spray coatings (including vinyl toluene acrylate copolymers from manufacturers such as Textured Coatings of America, Proko Industries, Sherwin-Williams, and VEXCOM Chemicals); waterborne spray-on coatings (100% pure acrylic copolymer emulsions from BASF Corporation, The Euclid Chemical Company, ProSpec America, and others); and cementitious brush-on coatings (from BASF Corporation, ProSpec American, Clemons Concrete Coatings, and others). Concrete curing requirements vary by product type, ranging from immediate application to minimum 28-day curing periods before coating application. Requests for product qualification should be directed to Caleb Gunter, P.E., Structural Materials Engineer, SCDOT Office of Materials & Research at (803) 737-6694 or guntercb@scdot.org.
