About this file
This is a Technical Specifications document for a state and local construction contract opportunity issued by the Department of Public Safety and Standards Training (Owner) in Oregon, with design services provided by Systems West Engineers, Inc. The project involves the replacement of existing natural draft domestic hot water boilers in Building E that have exceeded their expected service life with new domestic water boilers, along with necessary modifications to the domestic hot water system configuration to meet current plumbing code. Associated changes to existing HVAC, electrical, and fire protection systems will be provided as needed to support the new hot water system and equipment. The work includes one pricing alternate for replacing existing domestic hot water storage tanks. Work is scheduled to occur over a standard five-day work week from 6:00 AM to 5:00 PM, Monday through Friday, except on state-observed holidays, with potential approval for work outside regular business hours or on weekends with advance owner authorization. The project will be phased to maintain Owner occupancy throughout construction, with a requirement to keep all existing systems operational in non-construction areas and to maintain public restroom access within one floor of building occupants at all times.
The specifications establish comprehensive administrative, quality control, and documentation requirements for the contractor, including submittal procedures using PDF format, a detailed construction schedule with activities no longer than 20 days, monthly progress reports, daily construction reports, and photographic documentation. All contractor and subcontractor employees require criminal record checks processed by the Department of Public Safety Standards and Training at no cost to the contractor, with normal processing time of five business days. The Owner will retain an independent testing agency to perform all required quality control testing at Owner expense, though the contractor is responsible for coordinating and scheduling these services. Payment procedures follow AIA Document G702 and G703 standards with monthly applications due by the fifth of each month, covering work completed in the previous month. The contractor must provide performance and payment bonds, certificates of insurance, building permits for plumbing, fire sprinkler systems, HVAC, electrical work, low-voltage communications, and design-build items, with permit fees reimbursable without markup by change order.

A Construction Change Directive will be followed by a Change Order.
1.5 PROJECT COORDINATOR
A. Coordinate construction operations specified in different Sections to ensure efficient and orderly installation of each part of the Work. Coordinate portions of work that depend on each other for proper installation, connection, and operation.
B. The written agreement, drawings, specifications and any addenda comprise the contract for this project. They shall be treated as one entity, equally, without priority. Items, elements, fixtures, systems and equipment shown shall be furnished and installed even though typically shown elsewhere. Therefore, it is the responsibility of the contractor to read and comprehend these documents in order to complete the work. If a contractor chooses to not thoroughly review the entire set of contract documents, they do so at their own risk and agree to furnish and install items noted above at no additional cost or delay to the Owner.
C. In the event of an inconsistency in the Drawings or between the Drawings and the Specifications, unless otherwise ordered in writing by the Architect/Engineer, the Contractor shall provide the greater quantity and/or better quality of work.
D. A reasonable amount of time is being provided for bidders to determine if there are, in fact, any such inconsistencies. If inconsistencies are found, request an appropriate clarification by Addendum. Inconsistencies not reported during the time of bid shall be deemed finally acceptable by the Contractor and will not result in extensions of time or additional compensation.
E. Coordinate scheduling, submittals, and Work of various sections of the Project Manual to ensure efficient and orderly sequence of installation of interdependent construction elements, with provisions for accommodating items installed later.
F. Verify utility requirements and characteristics of operating equipment are compatible with building utilities. Coordinate work of various sections having interdependent responsibilities for installing, connecting to, and placing in service, operating equipment.
SWE#250024.01 013000 - 3 Administrative Requirements
G. Coordinate space requirements, supports, and installation of mechanical and electrical Work indicated diagrammatically on Drawings. Follow routing shown for pipes, ducts, and conduit, as closely as practicable; place runs parallel with lines of building. Utilize spaces efficiently to maximize accessibility for other installations, for maintenance, and for repairs.
H. Coordination Drawings: Prepare Coordination Drawings if limited space availability necessitates maximum utilization of space for efficient installation of different components or if coordination is required for installation of products and materials fabricated by separate entities.
1. Content: Project-specific information, drawn accurately to scale. Do not base
Coordination Drawings on reproductions of the Contract Documents or standard printed data. Include the following information, as applicable:
a. Indicate functional and spatial relationships of components of architectural, structural, civil, mechanical, and electrical systems.
b. Indicate required installation sequences.
c. Indicate dimensions shown on the Contract Drawings and make specific note of dimensions that appear to be in conflict with submitted equipment and minimum clearance requirements. Provide alternate sketches to Architect/Engineer for resolution of such conflicts. Minor dimension changes and difficult installations will not be considered changes to the Contract.

E. Architect/Engineer's Duties:
1. Review submittals with reasonable promptness for design concept of project and information given in Contract Documents. Review of separate item does not constitute review of an assembly in which item functions.
2. Architect/Engineer will affix stamp and initials or signature certifying to review of submittal and return submittal to Contractor for distribution.
F. Architect/Engineers’ Digital Data Files: Electronic digital data files of the Contract Drawings will be provided by Architect/Engineer for Contractor's use in preparing submittals.
