| AST | 1037 | Automated Safety Incident Surveillance | Health Care Administration | The Automated Safety Incident Surveillance Tracking System (ASISTS) has three major goals: 1) Better tracking of employee injuries and illnesses. ASISTS computerizes the Report of Accident (VA FORM 2162) as well as the OWCP CA-1 and CA-2 forms. These reports help improve the ability to trend and analyze accidental injuries and illnesses, thus helping to prevent future incidents from occurring; 2) Reduce exposures to bloodborne pathogens from needlesticks, sharps, or body fluids. The ASISTS instantly notifies Occupational Health and other medical personnel when the employee reports an incident involving a blood borne pathogen exposure, so that proper tests and treatment can be initiated. The data concerning exposure to bloodborne pathogens will be collected in a national database to identify national trends, training needs and best practices for the benefit of all employees at every VA medical center; 3) Reduce worker compensation costs. ASISTS facilitates a case management approach to preventing future accidents and will provide better management of workers' compensation claims. Through automation, the CA-1 and the CA-2 forms will be more accurate and be processed in a more timely fashion. |
| FEE | 1085 | FEE Basis Treatment | Health Financial | FEE Basis Treatment/Central Fee System authorizes and pays private physicians, hospitals (in-patient) and pharmacists for products and services dispersed to approved Veterans for non-VA care. This system also reimburses Veterans for medical care and travel. Also known as Central Fee. |
This is the centralized receiving point for the VistA Fee Basis application. It provides money management for all payments. Central FEE maintains a complex bi-directional interface with FMS, including direct access to vendor and payment information.
Vista Fee (weekdays) Via DMI 100k + records Payment data, Veteran and Vendor adds and update information.
FMS transmits payment, treasury vendor file information messages to Central FEE
Central FEE transmits pharmacy and medical vendor records to FMS.

| CCR | 1113 | Clinical Case Registries | Medical Research, Education, and Population Health | Clinical Case Registries (CCR) provides a local VISTA system program for population management. As of April 2016, twenty-nine populations have been made available for local champions to query for various access to care, quality and safety initiatives. A national database exists for two of the populations – hepatitis C and HIV. The national data are used by the HIV, Hepatitis, and Public Health Pathogens program office for the development, assessment, and improve of national policy. The Allocation Resource Center (ARC) uses quarterly extracts of the national data for VERA modeling and other program office and VHA leadership benefit from analyses conducted in the national database for these two conditions |
| CHR | 1115 | Clinical Health Data Repository | Health Care Administration | The Department of Defense (DoD) and the Department of Veterans Affairs (VA) in partnership, designed and implemented a Clinical Data Repository/Health Data Repository (CHDR) system that generates standards-based, computable, electronic health records that can be exchanged between the two agencies healthcare systems for patients marked as Active Dual Consumers (ADC). At DoD, medical records and patient health care histories are stored in the Clinical Data Repository (CDR), a component of the Armed Forces Health Longitudinal Technology Application (AHLTA). Similarly, the VA Health Data Repository (HDR) stores data from CHDR and the transactional clinical data from all 128 VistA applications for select clinical domains. CHDR is the link between the two repositories and once the patient is marked “active data exchange can begin. Data exchange does not occur until ADC activation. CHDR facilitates the sharing of a Virtual Lifetime Electronic Record (VLER) between DoD and the VA for our nation’s Veterans. This enables the VA/VHA to provide a comprehensive integrated medical record that is compliant with the Health Insurance Portability and Accountability Act (HIPAA) and other privacy regulations, and to facilitate a seamless transition from military to Veteran status. CHDR works in the background to deliver improved information sharing between the DoD and VA of medical records for Active Dual Consumers (ADC) patients. The interoperability provides clinical users at DoD and VA medical facilities with bidirectional, real-time exchange of medical records that will include, at a minimum, the exchange of outpatient pharmacy and drug allergies (limited only to drug allergies) to enable drug/drug and drug/allergy order checks. The integrated clinical data between the DoD and the VA (outpatient pharmacy and drug allergy data) can be viewed in VistAWeb or CPRS Remote Data Views (RDV). |
| CIRTS | 1135 | Compliance Inquiry Reporting and Tracking System | Health Financial | The Compliance Inquiry Reporting and Tracking System (CIRTS) is a tool used by VHA CBI Officers to track, trend, evaluate, and monitor allegations of non-compliance with VA business practices. CIRTS is a mechanism for employees to raise questions and report concerns about business and operational matters in an effort to resolve the concerns at the earliest stages and provide standardized solutions that can be utilized VA wide. The CIRTS TRIM software tracks all calls, including call-backs made to the CBI Helpline. In addition, CBI officers are expected to utilize CIRTS to log, track, and trend compliance inquiries and incidents at their medical centers. The CIRTS module maintains information regarding the type of inquiry, specific actions, status and other event identifiers. Various reports can also be generated on the types and frequency of calls. |
| CCP | 1139 | Consolidated Co-Payment Processing Center | Health Financial | The Consolidated Copayment Processing Center (CCPC) System contains Veteran patient contact and billing information in order to support the printing and mailing of patient billing statements. The CCPC Lockbox system is designed to handle first-party medical debt billing information. First-party billing is defined as a patient debt for which the patient is responsible for payment (normally co-payment) for health care treatment. This differs from third-party billing where a third party (e.g., insurance company, Health Maintenance Organization (HMO)) is primarily responsible for repaying the VA. CCPC does not handle third-party billing information. The Veterans Health Information Systems and Technology Architecture Accounts Receivable (AR) module collects information for CCPC at every Veterans Affairs Medical Center (VAMC). A daily batch process is used to collect and transmit the information to the VA Austin Information Technology Center. All collected patient and billing information is kept active on CCPC for a period of one month. A master list containing six months activity is archived for reference should historical information be needed. The users of this database include the VAMCs, Veterans Health Administration Chief Business Office, and the patients who receive billing statements. |
