About this file

This Schedule of Values is an attachment to a state and local contract opportunity for geotechnical ground improvements and surcharges at Candlestick Point in California. The project requests pricing for eight primary service categories: construction water trucks with operators (3,800-gallon capacity), street sweepers with operators, site security guards, temporary sanitary facilities and hand wash stations, construction hauling with drivers (double bottom dump trucks, 10-wheeler dump trucks, Super 10 dump trucks, and semi-end dump trucks), storm drain video inspection services, hydroseeding and tack and mulch application, and temporary construction fencing and gates. The hydroseeding scope includes four distinct areas totaling approximately 943,380 square feet across drainage swales, slopes, flat areas, and surcharge areas, with pricing requested per square foot and per mobilization. Temporary fencing pricing is requested for 13,000 linear feet of 6-foot-high chain link fence and six double swing gates. The project is a multi-year, ongoing construction site requiring services on an as-needed basis. A pre-bid meeting is scheduled for October 5, 2026, with a written questions deadline of October 9, 2026, and proposal submissions due by October 22, 2026, at 5:00 pm.

All pricing is requested on an hourly basis for labor-intensive services, monthly basis for temporary facilities rental, per-square-foot basis for hydroseeding work, per-each basis for mobilization costs, and per-linear-foot or per-each basis for fencing installation. Bidders must provide the quantity of equipment and vehicles available for each service category and confirm their ability to meet or exceed subcontractor insurance requirements. The solicitation encourages participation from Local Business Enterprises (LBE) and Small Business Enterprises (SBE), requiring certification documentation from San Francisco LBE or SBE-certified firms. All plans, specifications, insurance requirements, and project documents are available through a provided Dropbox link, and inquiries should be directed to Bob Kluball at bkluball@desilvagates.com or (925) 361-1457.
