All contractors and subcontractors must comply with OCII's Small Business Enterprise (SBE) Program with a 50% SBE participation goal, Construction Workforce Hiring goals requiring 50% local hire from San Francisco residents with first consideration to Project Area Residents, and Prevailing Wage Policy compliance including California state prevailing wages. Preference for SBE participation is given in the following order: SF-based SBEs in zip codes 94124, 94107, and 94134; San Francisco-based SBEs; and non-San Francisco-based SBEs only if San Francisco-based options are unavailable or unqualified. OCII recognizes firms certified by the City and County of San Francisco as Local Disadvantaged Business Enterprises (LBEs) and certifications from the State of California and federal agencies. Prevailing wage compliance and local hiring outcomes are monitored through certified payroll submissions via LCP Tracker. Proposers must clarify if they are certified San Francisco LBE or SBE and provide certification copies with their proposals.
