About this file

This document is a California State Bid Specification for Red Fusees (emergency highway traffic warning signals), specifically identified as Bid Specification #1390-5106, Revision 0, dated January 15, 2020. The specification is developed by the State of California and involves the procurement of emergency highway warning devices, with involvement from the California Department of Transportation and the Office of the State Fire Marshal.

The bid specification details technical requirements for red fusees without spikes, available in 15, 20, and 30-minute rated burn times. Key requirements include UL 912 compliance, approval by the California State Fire Marshal, mandatory anti-rolling features, no metal parts, and prohibition of potassium perchlorate. The fusees must pass specific testing protocols, including an anti-roll test on a concrete or asphalt surface with a 10-degree incline, where the device must not roll or slide more than 24 inches upon impact. Manufacturers must submit third-party testing reports verifying compliance with these stringent specifications, and each fusee must be clearly marked with manufacture date, usage instructions, and the state fire marshal's approval seal.
