RFQ: N6824624Q0091
Title: Unmanned Patrol Squadron-19 (VUP-19) DET Guam Ethernet Services
Quoter / Offeror shall submit the following in order to be considered for award:
(1) Factor 1 – Price: Completed Attachment (a) Quotation Sheet or a Quote submission in sufficient detail to determine how the fixed, firm price was developed.
(2) Factor 2 – Technical Capability:
The Contractor shall submit a technical capability statement and/or other supporting documentation that best supports the contractor’s capability to provide the required services and devices as stated in the statement of work.
(3) Factor 3 - Past Performance:
The Government will evaluate the past performance record of the proposed Contractor. The Contractor shall submit up to three (3) past performance that are recent and relevant to the requirement. If CPARS is not available, submit a summary of the work performed and verifiable contact information of the organization for which you performed the work. Include at a minimum, summary of work your firm performed, the dollar value of the contract or work performed, the name, title, phone number, and email address of the organization for which you performed the work.
For purposes of past performance, “Recent” is defined as a contract that is currently being performed or completed performance within a five year period ending on the date of issuance of this solicitation;
“Relevant” is defined as being similar in size, scope, and complexity to the current requirement.
(4) Small business joint ventures only (if applicable): In addition to being registered in SAM, small business joint ventures must submit the joint venture representations at paragraph (c) of Federal Acquisition Regulation (FAR) solicitation provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, and paragraph (c) of FAR solicitation provision 52.219-1, Small Business Program Representations, with each offer in order to be considered for award.
Note: Item (4) above is only applicable only to small business joint ventures.
Pre-Quotation Site Visit: A site visit is scheduled for interested contractors. Please submit names of attendees by 9:00am on 20 May 2024.
***The Contract Specialist will not be attending the site visit. No questions will be answered during the site visit. All questions must be submitted in writing to the undersigned Contract Specialists, and will be answered via an amendment to the solicitation.***

All quotations must be submitted via email to the contract specialists below by 30 May 2024 12:00PM ChST.

Hand delivery, postal mail, express mail, or fax submissions will not be accepted. The Contract Specialist will confirm receipt of all quotations within two business days. If the Contract Specialist does not confirm receipt, the quotation has not been received.
If a confirmation of receipt has not been received or the quotation is submitted less than two business days prior to the due date and time for receipt of quotations, it is incumbent upon the quoter to follow up with the Contract Specialist via email and telephone to confirm receipt.
