STATEMENT OF WORK

VUP-19 DET GUAM INTERNET AND TELECOMMUNICATIONS CAPABILITY

I. BACKGROUND/INTRODUCTION

Unmanned Patrol Squadron-19 (VUP-19) DET Guam located at Anderson Air Force Base conducts persistent maritime intelligence, surveillance, and reconnaissance missions for theatre and national tasking. Accomplishing this task requires lines of communication between the local Guam maintenance detachment for the unmanned aircraft (UA), aircrew, and the main base of squadron operations at NAS Jacksonville, FL.

Maintenance keeps the aircrew informed of the aircraft status prior to preflight, while the aircrew submits flight plans, weather briefs, and maintains a real-time line of communication with NAS Jacksonville.

Additionally, the mission tasking and communication from the theatre and national tasking are fed through a fly away kit (FAK) through the SIPR network.

As a result of the persistent operations and need for communication, a constant and dedicated internet connection is used to ensure all stakeholders are made aware in real time the mission status. The connection is required to acquire necessary weather, flight plan, and tasking information for mission execution and it further enables aircrew and maintenance to share data. The risk to a disruption in internet to VUP-19’s detachment in Guam is as follows:

If VUP-19 experiences a delay or failure in receiving NIPR / SIPR services at DET Guam, then VUP-19 aircrews will fail to effectively execute combat reconnaissance operations and support our national and theatre customers. VUP-19 sailors will not have any means to access the required weather products, submit flight plans, and execute the required task force and national customer coordination required to execute combat reconnaissance missions. VUP-19 is also required to participate in regular Flankspeed/Microsoft Teams Video Teleconferences to report to their administrative and operational

ISIC.

II. SCOPE

This scope of work for the above-mentioned project is to support the continuation of the internet and telecommunications system necessary to enable VUP-19 to conduct Persistent Maritime ISR combat missions. The required equipment for the DSTB and FAK are currently in place and in use in Anderson AFB Hangar 7 (Bldg 18104), VUP-19 requires an internet service provider (ISP) connection to maintain continued functionality of the DSTB and FAK. Work items shall occur during normal business hours and must be coordinated with the VUP-19 DET OIC or technical POC Guam.

III. REQUIREMENTS & DELIVERABLES

The Internet Service Provider shall conduct the following:

1. Provide one (1) NIPR internet service capability at Anderson AFB Hangar 7 (bldg. 18104) for VUP-19 DET Guam that can interface with the Deployable Site Transport Boundary (DSTB).

2. Provide one (1) SIPR internet service capability at Anderson AFB Hangar 7 (bldg. 18104) for VUP-19 DET Guam that can interface with the Fly Away Kits (FAK).

3. Verify all equipment and services are operable without defects utilizing vendor and manufacturer procedures. The contractor shall prepare and deliver a copy (electronic and hard copy) the Test/Inspection Procedures for planned maintenance.

4. Provide Technical/Functional training of system to Technical POC(s) upon completion of #3 above.

The following list of services shall be deemed fully-operational by the Technical POC no later than 05 July 2024.

1. Connect one (1) 1GB ethernet circuit to interface with the DSTB currently in place.***

2. Connect the second 1GB ethernet circuit to interface with the FAK currently in place.***

3. Conduct a speed test on each 1GB circuit and confirm the speed is within 1% of the requested speed at each output port.***

4. Confirm internet is available at the output of 16 NIPR ethernet ports.

5. Confirm internet is available at the output of 3 SIPR ethernet ports.

6. Provide required repair services for any outages and restoration of services within 24 hours of initial outage.

7. ***Note: If a 1GB Ethernet circuit is unavailable for the initial 12-month contract, request the 12-month contract provide services at least equivalent to the current ISP solution.

IV. Period of Performance

a. Base 05 July 2024 – 04 July 2025

b. Option Year 1 05 July 2025 – 04 July 2026
