About this file

This statement of work outlines requirements for the replacement of two aging manlift/work platforms at the National Institute of Standards and Technology in Gaithersburg, Maryland. The platforms must have a minimum lifting capacity of 1,500 pounds, safety railings and gates, tie-off points, electrical outlets, anti-slip flooring, and be modular for on-site assembly. Delivery is required within six months to the NIST campus, with installation and training to be completed within two weeks and one week thereafter, respectively. Payment of 100% will be made upon acceptance of the fully installed systems. The Department of Commerce National Institute of Standards and Technology is the contracting agency.

Statement of Work Replacement of Aging Manlift/Work Platforms

I. Background The National Institute of Standards and Technology (NIST) has maintained and operated six

(6) deadweight machines (DWM’s) since 1965. Thousands of measurements, through countless force calibrations, have been performed over the lifespan of these machines. The three largest deadweight machines have movable work platforms built around the platens of the machines to assist in the setup and performance of theses calibrations. These manlift/work platforms are original to when the machines were installed. Two (2) of these manlift/work platforms which are of similar design are being targeted to be replaced as their components are deteriorating and they lack safety features which are now incorporated in modern lifting systems.

Two existing platforms that are to be replaced are u-shaped to go around the actual dead weight machine. Lift-1 is designated as the one that will be used with our 112K dead weight machine. Lift-2 is designated as the one that will be used with our 300K dead weight machine. The original designs used a single scissor type lift with custom built extensions from the main lift to create the U-shape. Since we are increasing the size slightly from the originals, we are unsure that this is the best solution or still feasible. Design options are open to exploration.

II. Scope NIST has maintained and operated six (6) deadweight machines (DWM’s) since 1965.

They are essential to operation of our force generating systems in these laboratories.

III. Minimum Requirements The system shall meet or exceed the minimum requirements identified below. All items must be new. Used or remanufactured equipment will not be considered for award.

Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the Contractor is not acceptable. All line items shall be shipped in the original manufacturer’s packaging and include all original documentation and software, when applicable.

The Contractor shall provide two-lift/work platforms that meet the following minimum specifications:

1. See two illustrations each for lift-1 and lift-2 for general sizing requirements and lifting height requirements. These are not meant to be mobile, but fixed in place apparatus

2. Lift capacity should be at minimum 1500 lbs (680 kg) including operator(s).

3. Controls should be able to be initiated from platform or at the floor level.

4. Safety railings, gates, kickplates meeting OSHA requirements are required

5. Tie off points for safety harnesses are required (2 minimum)

6. Modern fail-safe lifting mechanisms are required (backup protection if component failure)

7. Electrical outlets (120 VAC) on each side of platform required.

8. Fixed stairway leading to the gate on the resting platform is required (Must meet OSHA guidelines)

9. The interior part of the U-shape facing the dead weight machine needs to be accessible for working on the machine and or installing devices into machine. The interior part of the U-shape cannot have permanent railings that would impede this access. Safety chains or some better solution should be able to be in place while lift is operating, but then allowed to be moved while platform is in place and work is being completed.

10. Additional lighting options will be considered if they can be incorporated onto the lift.

11. Lifts and platforms should be painted or powder coated for appearance sake as these are in a laboratory environment that is visited quite regularly.

12. Floor of platforms and stairs should be an anti-slip material and durable.

13. Delivery and installation should be quoted.

14. Lift-1 is accessed through a 6 ft x 7 ft doorway and will have to be modular and final assembled in place.

15. Lift-2 is accessed through a 8 ft x 7 ft doorway and will have to be modular and final assembled in place.

16. Vendor will let NIST know what power is needed at the lift so that it can have any necessary modifications complete before install.

IV. Delivery Delivery shall be FOB Destination (or equivalent terms, such as INCOTERMS Delivered Duties Paid) are required and shall occur not later than (NLT) 6 months ARO.

FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver all Line Items to:

The National Institute of Standards and Technology 100 Bureau Drive, Building 202 Rooms 228 and 230 Gaithersburg, MD 20899-1640

V. Inspection and Acceptance In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Verify all operational, safety, and functional operation of the lifts.

The Government will test, inspect, and accept the equipment onsite within 7 business days of the receipt of the manlift/work platforms. A visual inspection of the platforms will be performed by the NIST Contracting Officer’s Representative (COR) to identify surface defects or any form of indication that the platforms were damaged during transport to NIST.

The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the platforms due to defects and/or nonconformance.

VI. Installation The system shall be installed by the Contractor and meet contract specifications no later than 14 days after delivery. Installation, at a minimum, shall include uncrating/unpackaging of all equipment, rigging, set-up and hook-up of the system, demonstration of all specifications, and removal of trash. Onsite installation and demonstration shall be done at NIST, (Gaithersburg, MD- Building 202, Rooms 228 and 230.)

VII. Training The contractor shall conduct 1 training session for up to 4 users at NIST. The training shall provide a thorough demonstration of all system/solution functions, maintenance, data administration, and basic troubleshooting. The training may be completed at NIST immediately after installation/set-up and on-site measurements demonstrating that no damage or misalignment issues arose during transportation and installation, but shall be completed no later than 7 after installation.

VIII. Warranty The contractor shall warrant the entire system for a period of a minimum of one year after receipt of the equipment and shall be in accordance with terms in FAR 52.212-4.

IX. Payment Schedule The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system.

2. The Government anticipates inspection will occur upon:

a. After the testing procedures set forth in this document have been completed
