About this file
This document contains questions and answers regarding Amendment 01 to Solicitation #1333ND23QNB680262 issued by the National Institute of Standards and Technology. The amendment provides consolidated answers to questions about replacing two aging manlift/work platforms at NIST's Gaithersburg, Maryland campus. NIST will dismantle and remove the existing 1960s platforms prior to installation of the new platforms. The desired height for the fixed stairway is to meet the final retracted platform height. Safety yellow paint is preferred for handrails, gates and safety features. Two tie-off points rated for 500-1000 pounds, one on each side of the stairs, should be included. Bellow skirting and two outlets, one in the middle of each leg of the U-shaped platforms, are required. An electrically-powered lift could be considered if all specifications are met. Gates must be self-closing and interlocked for safety.

Amendment 01 to Solicitation# 1333ND23QNB680262 (Q&A)
The purpose of this amendment is to provide a consolidated list of questions (Q) and answers (A):
Q1. Are we to dismantle the existing platforms, or will those be removed before we get onsite to install the new?
A1. NIST will dismantle and remove the existing platforms prior to installation of the new platforms.
Q2. Where is the fixed stairway and gate located?
A2. In the center of the long dimension (not on the legs of the U) Q2a. What is the desired height of the stairway?
A2a. To meet the final platform height when fully retracted.
Q3. Do you have a specific tie-off point(s) or is that up to our discretion?
A3. At least one on each leg of the U shape.
Q3a. Can you verify exactly where you would like the tie – off points and the exact number?
A3a. Two, one on each side of where the stairs enter would be great for a restraint tie off.
Q3b. What capacity do you need the tie-offs to have?
A3b. 500-1000 lbs.
Q4. Do you have a particular color you want the lift painted?
A4. Nothing in particular.
Q4a. Handrails/Gates/Safety features painted?
A4a. Safety Yellow
Q5. Do you need bellow skirting?
A5. Yes
Q6. Where would you like the (2) outlets located on the lifts?
A6. One on each leg of the U.
Q6a. Where on each leg specifically?
A6a. Middle of the U shape on outside edge (either on railing or mounted to platform)
Q7. Are you interested in an electrical – mechanical lift?
A7. Could be explored as an option as long as all functions meet specs.
Q8. What type of gate do you want on the platform?
A8. Self closing- swing or slide is fine.
Q8a. Do you want it to be interlocked? Or statused? Or both?
A8a. Interlocked is preferred
Q9. What specifically do you not like about the current lifts?
A9. Mainly age (1960) and lack of safety redundancy, nothing to prevent lift from falling if something fails.
Q10. What would you change about them?
A10. The functional improvements are included in the specs. Would like an improved appearance if possible (skirts nice paint or powder coat)
Q11. What type of lighting do you need/want?
A11. Either corner mount work lights (led) aimed toward the center or open to suggestions
Q12. I see the information for the site visit, but the link only discusses COVID protocols. Can you please tell me what the required PPE is for the site visit? I will also need to know the required PPE for installation, in case they are different.
A12. As far as site visit, no special PPE is required. Likely for installation, safety glasses and steel toed shoes.
