RFP No. 025-004 Security Services

ATTACHMENT A SCOPE OF WORK

1. GENERAL REQUIREMENTS

A. The College reserves the right to request the removal of an assigned guard at any time for violating College policies and procedures. A guard removed for such reasons cannot return to or be re-assigned to any College location.

B. The Contractor shall maintain a minimum of two (2) full-time employees to be available at any given time to provide support to the College. This minimum includes security officers who are already scheduled for work. This number of employees will ensure adequate replacement staff in the event of employee call-offs, vacations, and additional coverage needs as necessary.

C. The Contractor shall not supplement its workforce with temporary labor from another company. All personnel provided must be directly employed by the Contractor and on the Contractor's payroll.

D. Additional services may include temporary security coverage for special events at

PGCC. These temporary security services might be required on short notice and have varying coverage needs. Every effort will be made to notify the Site Supervisor appropriately regarding the need for additional security services.

E. A permanent full-time supervisor/coordinator shall be located on the premises to communicate and direct security staff.

F. The Contractor shall provide security guards, with the Site Supervisor standing at a specific post as needed/required.

G. The Contractor shall provide security personnel to patrol the classroom buildings of

PGCC’s main Largo, MD campus and Laurel, MD, ensuring high-level safety and security services to minimize trespassing, vandalism, and liability exposure.

2. PERSONNEL

A. The Contractor shall have the following employees available at any given time to provide support to the College:

1. One (1) supervisor (Monday-Friday)

2. One (1) officer assigned to Academy of Health Sciences, Lanham Hall, 3rd Floor, (8:00 am - 4:00 pm) Monday- Friday

3. Four (4) patrol officers patrolling the Largo campus Day Shift and three (3) patrol officers for the Evening Shift

a. Tuesday- Saturday (6:30 am – 2:30 pm) **Day**

b. Monday- Friday (6:30 am – 2:30 pm) **Day**

c. Monday-Friday (10:30 am – 6:30 pm) **Day**

d. Monday – Friday (10:30 am – 6:30 pm) **Day**

e. Monday-Friday (2:30 pm – 10:30 pm) **Evening**

f. Monday-Friday (2:30 pm – 10:30 pm) **Evening**

g. Tuesday-Saturday (2:30 pm -10:30 pm) **Evening**

4. One (1) officer assigned to the Laurel College Center (Monday-Friday)

2. BILLING HOURS

A. The estimated weekly hours are as follows:

1. Largo: 1300 Hours

2. Laurel Campus Center: 175 hours

B. The hours may be increased or reduced as necessary based on the College's business levels. When possible, any increases or reductions will be communicated with the Site Supervisor in writing at least fourteen (14) days in advance, depending on when the College’s Department of Public Safety is notified.

C. The College shall not pay an overtime billing or a separate holiday rate, except for additional hours added by and only for security guards who worked at a PGCC location beyond forty (40) hours during five (5) consecutive days. PGCC is not responsible for the overtime rate.

D. The College shall pay the holiday rate for security officers who work at a PGCC location, with prior written approval from the College.

E. Any invoiced rates more significant than the agreed-upon rates specified in the Contract require prior written approval from the College.

3. BACKGROUND INVESTIGATIONS

A. Employment history must cover a minimum of five (5) years. Previous employers must be contacted to verify employment records and eligibility for rehire.

B. Character references must be individually contacted to verify the candidate's character and suitability for a position of trust.

C. A police record check must verify that the applicant has never been convicted of a felony or a misdemeanor involving unethical behavior.

D. The Contractor’s employees are not eligible for work at PGCC if they have been convicted of, have charges currently pending, or have been granted diversion by the court for any of the following:

1. felony offense;

2. crime involving force or moral turpitude;

3. offense involving dishonesty or false statements;

4. crime involving a controlled substance; and

5. crime involving sexual abuse.

4. SECURITY GUARD ASSIGNMENT

A. Prior to commencing work, the Contractor shall provide the College with a list of assigned security personnel, including their specific assignments, employment applications, and the following history and documentation:

1. Bonding;

2. Fingerprinting;

3. Drug testing;

4. Security clearance;

5. Credit check;

6. Prior employment discharge;

7. Criminal record;

8. Personal references (minimum of three, unrelated to the proposed personnel);

9. Verified five-year work history and unemployment periods (with notarized statements);

10. Medical history questionnaire;

11. Educational History;

12. Military history with verified honorable discharge (DD 214);

13. Driving record (including parking citations); and

14. Parking.

B. The Contractor shall not assign security guards without approval from the College.

C. The Contractor shall have a random drug screening policy in place for personnel assigned to Prince George’s Community College in Largo, Maryland, and its one

(1) extension center.

D. The Contractor must verify records of criminal convictions, driving history, parking citations, military service, education, and prior employment before assigning any security personnel.

5. TRAINING

A. The Contractor shall provide a comprehensive training plan to ensure the following training requirements are implemented and maintained throughout the duration of the Contract:

1. Initial classroom training must include audio/visual instruction and testing on the following:

a. The College Emergency Operations Procedures Manual;

b. Familiarization with PGCC College Police Emergency

Communications procedures;

c. Premier Customer Service training;

d. Occupational hazards to maintain employee safety;

e. Incident report preparation and submission;

f. Safe and effective patrol strategies;

g. The PGCC Sexual Harassment and Discrimination policy; and

h. Campus Security Authorities' training requirements as per the Clery

Act.

2. Initial post-training shall include at least twenty-four (24) hours of training for each new assignment, with approved trainer or supervisory personnel in attendance.

3. Training verification must include documented results of all training in the employee’s personnel file.

4. The Contract shall document the percentage of current employees trained to this standard.

5. All officers must be Basic CPR and First Aid Certified.

6. Training programs must be designed, administered, and monitored for effectiveness by a full-time training specialist.

7. The initial training program shall be available for review at the College’s discretion.

8. Sample training information shall be provided with the proposal.

B. Training Documentation

1. Before assigning any security personnel, the Contractor shall provide proof of required training for all personnel. This proof shall include an affidavit of training on a form approved by PGCC and signed by both the Contractor and the affected personnel, certifying that each type of training required by this contract has been completed.

2. Falsified training affidavits shall be grounds for the immediate removal and replacement of security personnel.

3. The Contractor shall verify the truth and accuracy of each affidavit.

4. The Contractor agrees that failure to verify training affidavits constitutes a material breach of the Agreement.

5. The Contractor shall provide proof of attendance for at least eight (8) hours of annual training, with attendance sheets signed by all participating security personnel, including the day, time, duration, and subject matter of the training. Proof of attendance shall be submitted quarterly to PGCC.

7. TERM OF CONTRACT

The term of the Contract shall be a one-year base period, with an option to extend one year at the College’s sole discretion.
