About this file
This attachment outlines eVA vendor registration requirements for the Commonwealth of Virginia's electronic procurement system. The document specifies that all vendors seeking to provide construction and/or professional services to Virginia state agencies and public bodies must register through the eVA Internet e-procurement portal at www.eVA.virginia.gov. Registration is free but mandatory; failure to complete eVA registration will result in bid or proposal rejection. Vendors must also pay applicable transaction fees as specified on the eVA website, with fee amounts determined by the date the original purchase order is issued. The registration process can be initiated at https://eva.virginia.gov/register-now.html, and current fee schedules are available at https://eva.virginia.gov/eva-billing.html.
The document clarifies that DSBSD (Virginia Department of Small Business and Supplier Diversity) certifications are equivalent to former DMBE (Department of Minority Business Enterprise) certifications during the ongoing transition period that began January 1, 2014. This requirement applies to the referenced RFP# 247-252293-AE solicitation for architectural and engineering professional services related to dining facility and office space design within state facilities. Prospective A/E firms must be authorized to conduct business in Virginia and comply with the eVA system requirements before submitting proposals for this competitive negotiation procurement.

eVA Requirements (Rev. 5/26)
Attachment A eVA Business-to-Government Vendor Registration, Contracts, and Order:
The eVA Internet electronic procurement solution, web site portal www.eVA.virginia.gov, streamlines and automates government purchasing activities in the Commonwealth. The eVA portal is the gateway for vendors to conduct business with state agencies and public bodies. All vendors desiring to provide construction and/or professional services to the Commonwealth shall participate in the eVA Internet e-procurement solution by completing the free eVA Vendor Registration. All bidders or offerors must register in eVA and pay the Vendor Transaction Fees specified below; failure to register will result in their bid/proposal being rejected.
Registration link: https://eva.virginia.gov/register-now.html
Vendor transaction fees are determined by the date the original purchase order is issued and the current fees can be found on the eVA website at https://eva.virginia.gov/eva-billing.html.
The eVA transaction fees listed above are per the eVA Fee Schedule. Please refer to the eVA website for subsequent fee revisions.
DSBSD is the Virginia Department of Small Business and Supplier Diversity, a new department which went into effect 1/1/2014. The operations of the former Department of Minority Business Enterprise (DMBE) are currently being transitioned into DSBSD. Until such time as the transition is complete, consider “DSBSD-certified” and “DMBE-certified” to be equivalent terms.
