SECTION M –EVALUATION FACTORS FOR AWARD
Evaluation and Basis for Award. The 502d CONS/JBKAD will issue an award to the offeror who is determined to offer the best value to the Government.
1. The Government will perform a general review of each bid, as follows:
a) Only bids that are specific to this effort will be evaluated.
b) Offerors must be a registered Women Owned Small Business in accordance with the set aside.
This RESTRICTED ACQUISITION is set‐aside for Women‐owned small business, prior to the closing date of the solicitation. Status as an EDWOSB concern or WOSB concern eligible under the WOSB Program is determined in accordance with 13 CFR part 127; to be eligible offerors shall:
I. Be registered in the System for Award Management (SAM);
II. Be self‐certified as an EDWOSB or WOSB concern in SAM; and
III. Has submitted documents verifying its eligibility at the time of initial offer to the WOSB Program
Repository.
The "WOSB Program Repository" is a web‐based application used to store and verify eligibility of a business concern for a contract awarded under the WOSB program. Offerors are encouraged to review the eligibility requirements as noted in FAR Subpart 19.1500, and the Women‐Owned Small Business
Federal Contracting program page (https://www.sba.gov/federal‐contracting/contracting‐assistance‐ programs/women‐owned‐small‐business‐federal‐contracting‐program) for assistance on certification and the WOSB Program Repository.
c) Offerors will be checked against the List of Parties Excluded From Federal Procurement and
Nonprocurement Programs. Any offeror who is listed will be eliminated without further consideration.
d) Bids will be checked for minor informalities or irregularities. The Contracting Officer either will give the offeror an opportunity to cure any defect resulting from a minor informality or irregularity, whichever is to the advantage of the Government IAW Far 14.405.
e) Price will be the sole evaluation factor.
f) Offerors shall submit all required bid documentation to be considered responsive (Volume I and
II).
2. Only electronic copies will be evaluated. The response shall consist of two (2) separate volumes:
a) Volume I ‐ Pricing (Contractor Detailed Cost Breakdown): The offeror shall submit a detailed cost breakdown (Attachment #4) displaying the essential elements of work with pricing.
b) Volume II ‐ Contract Documentation (Filled SF 1442): The offeror shall submit the SF 1442 with all required fill ins.

I. Section A: SF 1442 with completed blocks 14, 15,16 (if different than block 14), 17, 20a, 20b, 20c, and block 19 if amendments have been issued. An authorized official of the firm must sign SF 1442 block 20b.
II. Section B: Complete pricing information for all CLINs.
III. Section I: Complete appropriate certifications.
IV. Section K: Complete all appropriate and applicable Representations and Certifications.
V. WOSB Program Repository screen‐shot validating eligibility under FAR Subpart 19.1500.
2. Price Evaluation. Price will be the sole factor evaluated to determine best value for the Government.
3.1 Best Value: The offeror that provides the lowest Total Evaluated Price (TEP) for all items covered in the solicitation will represent the best value and be considered for an award. TEP which will be calculated by multiplying the quantities for CLIN 0001 by the CLIN's unit price to determine the total amount for CLIN 0001. The total amount for each CLIN 0001 will then be summed to equal the TEP.
3.2 Price Reasonableness: The contracting officer will make a determination that a prospective contractor is responsible in accordance with FAR Subpart 9.1 and that the prices offered are reasonable and balanced using one or more of the techniques defined in FAR 15.404‐1. Note that unreasonably high prices, initially or subsequently, may be grounds for the Government not to proceed with award. Additionally, unbalanced pricing poses an unacceptable risk to the Government and may render a bid un‐awardable. The burden of proof for credibility of prices rests with the Offeror.
3.3 Adequate price competition for this acquisition per FAR 15.403‐1(c)(1) is anticipated; therefore, certified cost or pricing data are not required per FAR 15.403‐1(b)(1). If at any time, however, during this competition the CO determines that adequate price competition no longer exists, or if price reasonableness cannot be determined offerors may be required to submit certified cost or pricing data or additional data other than certified cost or pricing data (as appropriate) for the CO to determine price reasonableness.
