Performance Work Statement (PWS)

Task Order 0001

24 August 2020

1. DESCRIPTION OF SERVICES

1.1. General. This Performance Work Statement (PWS) sets forth the requirements for Task Order (TO) 0001 under the Air Base Air Defense (ABAD) Indefinite Delivery Indefinite Quantity (IDIQ).

In this document the term integration will be used to describe the work needed to bring the components for an ABAD system, along with the hardware and associated processes, together on a networked communication system. Some software that supports high-level communications protocols and translations between systems will be developed by the Government in Phase I and made available as GFE to the contractor for logistical support.

Paragraphs listed as Reserved indicate the basic ABAD IDIQ PWS language takes precedence. Paragraphs listed as N/A do not apply to this TO. In the event of a conflict between the two documents, this PWS takes precedence.

1.1.1. While there is not a separate ABAD contract in place currently, a variety of products and analysis services such as Advisory and Assistance Services (A&AS), the MITRE Corporation, and the Massachusetts Institute of Technology/Lincoln Laboratory (MIT/LL), provide the Government with technical expertise necessary to complete some of the current ABAD requirements. This support is expected to continue after contract award. While the contractor will not be directed by any other contracted support, the contractor shall be required to fully cooperate with other contracted support as directed by the COR. Additionally, the Government has already procured a number of products that have been identified in the GFE list and will also be made available to the contractor.

1.3. Scope.

1.3.1. Phase 1. Support for ABAD Development at the Ramstein Air Defense Systems Integration Laboratory (RADSIL). The initial phase will be the support for the Government development systems and facilities of the air defense systems integration laboratory at Ramstein Air Base (the RADSIL). Support will be comprised of the maintenance and documentation of the RADSIL, specifically maintenance of the command and control (C2) information systems, network communication subsystems, and commercial off-the-shelf (COTS) sensor systems.

The RADSIL will use a mix of COTS, Government Furnished Equipment (GFE), and custom software to provide command and control. The computer hardware and software will embody modern techniques for automaton, for both operational C2 and system maintenance. The C2 system will employ techniques for distributed, networked computing to achieve robust and timely response to air threats.

It is anticipated that the RADSIL will incorporate GFE and other sensors, systems and data feeds not purchased through the ABAD contract vehicle. For those systems, the Contractor shall ensure the proper connectivity and integration of those systems, when available.

The Contractor shall participate in the ongoing development activities at the RADSIL to ensure the design of an effective and sustainable ABAD capability to be produced in subsequent phases for Ramstein and across the designated bases within the EUCOM/AFRICOM AOR. This shall be accomplished by the Contactor through the delivery of a documentation package covering the construction and maintenance of the ABAD systems exemplified by those of the RADSIL. Further, the Contractor shall develop and document, in partnership with the Government, the measures of effectiveness, concepts of operation, training, testing, and instrumentation needed to support ongoing, high availability operations of those ABAD systems. Documentation of the facilities and infrastructure required by these systems shall also be delivered.

The RADSIL will provide an initial, limited ABAD capability as new systems are integrated and made available to current base defense personnel. [‘Fight with the prototype.’] Phase 1 work and the RADSIL facility will ultimately deliver end-to-end air defense C2 but may not represent the full and final laydown of material and personnel to support permanent full-scale, 24/7 operations. Any additional systems needed shall be documented as part of this work.

2.15.1. The Contractor shall provide all materials necessary to meet the requirements of TO 0001, except for the Government Furnished Property (GFP) identified in Attachment X. Other material or equipment required for performance of this contract may be procured under the cost reimbursable CLIN, subject to COR approval. 3. PERFORMANCE REQUIREMENTS

3.1. Personnel. The Contractor shall perform all aspects of management, operational, and professional activities as needed to meet the requirements of this TO.

3.1.1. Program Management. The Contractor shall provide a Program Manager with qualifications including but not limited to the following: 1) at least one year experience working knowledge of Status of Forces Agreements (SOFA) requirements, and processes within the AORs identified in this TO; 2) a Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI); 3) current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PgMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management Certification.

3.1.2. Operations Management. The Contractor shall provide a Site Manager to plan, design, integrate, and coordinate ABAD Mission Operations, Mission Systems, and Operations Personnel IAW customer requirements. Site Manager shall possess qualifications including but not limited to the following: 1) manage daily operations in all functional areas, including equipment maintenance, mission operations, and general support activities including, but not limited to Occupational Health and Safety, Facility Management, and Job Control (JC); 2) hold a minimum of five (5) years of Operations Management experience along with a current U.S. TS/SCI security clearance and is eligible for North Atlantic Treaty Organization (NATO) Indoctrination; 3) perform routine qualitative and quantitative analysis, generates reports, and briefs mission system status to Government personnel daily and/or upon request; 4) familiar with Configuration Management (CM) principles and) processes; 5) understanding of domain knowledge sufficient to assess, and document the performance of modern air defense systems (examples: threat characteristics, engagement sequences and timelines; air domain situation awareness and decision support for operators; sensor coverage and measures of effectiveness).

The Contractor shall provide a Mission System Maintainer to apply counter threat defense system maintenance knowledge, to design, build, repair, calibrate, and modify electrical components, circuitry, controls, and machinery for subsequent evaluation and use by Mission Operations personnel.

3.3. Integration of Weapon Systems, Sensors, and Command & Control Elements. The Contractor shall provide an Integration expert with qualifications including but not limited to the following: 1) experience in aerial defense weapon systems and/or network engineering in a large distributed environment with emphasis on military (US/NATO) operations; 2) licensed training/certification or experience in a related field if servicing counter threat weapon systems; 3) qualifications in modern information systems, including computer hardware, data storage, network and distributed systems; 4) in-depth engineering knowledge on developing Interface Control Documents (ICDs) and relevant data products to properly document a DoD Weapon System; 5) experience operating complex data fusion systems, RF hardware, and relevant base defense weapon systems; 6) experience in software coding in relevant programs; 7) Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI).

3.3.3. The Contractor shall assist the government in establishing and maintaining the networking communication between the major functional systems, “nodes”, to include creating the linkages between these nodes, in and peripheral to the RADSIL. These include the data fusion systems, operator consoles, and remote sensors. It is anticipated that the specific layout of these systems will evolve over the course of Phase 1, which may expand the amount of work required to fulfill the intent of this TO.

3.3.3.1. The Contractor shall properly document the system (to include hardware and software documentation).

3.3.3.2. The Contractor shall be able to operate the system during the duty day and during identified exercises and contingency operations.

3.3.3.3. The Contractor shall interface with various stakeholders and contractors to understand their technology/capabilities and how to employ it across the ABAD Weapons System.

3.3.3.4. The Contractor shall develop necessary software code to fuse various systems together to operate within the ABAD Weapon System.

3.4. Systems Engineering, Special Studies, Analyses, and Evaluations. The Contractor shall provide an Integration expert with qualifications including but not limited to the following: 1) thorough knowledge of network design and maintenance, fault isolation, performance monitoring, configuration management standards, principles, and techniques; 2) domain knowledge sufficient to assess, and document the performance of modern air defense systems; 3) Top Secret (TS) clearance with access to Sensitive Compartmented Information (SCI) based on a Single Source Background Investigation (SSBI).

3.4.2. The contractor shall perform the Systems Engineering, Special Studies, Analyses, and Evaluations tasks below that are specific to TO 0001:

3.4.2.1. At the end of Phase 1, the contractor shall provide a documentation package for the RADSIL and its remote systems which shall include: As-built documentation of the layout of the RADSIL ABAD systems including network topology, and a compilation of sustainment metrics based on the operations in Phase I, such as expected failure rates, expected maintenance down-times, and overall availability.

3.4.2.2. The Contractor shall provide a detailed plan of the future architecture of the ABAD system to include but not be limited to the phased approach to deliver capability, the approach to acquire that capability, and the risk/issues associated with the plan.

The Contractor shall provide a Material Controller with qualifications including but not limited to the following: 1) knowledge of the life cycle of a product to include acquisition, distribution, internal allocation, delivery, and final disposal of resources; 2) knowledge of inventory stock control, financial planning, and funds control 3) knowledge how to conduct inventories and perform operations involved in storage, inspection, identification, and receipt of property; 4) knowledge maintaining hardware and software obsolescence program; 8) hold a current U.S. Secret Security Clearance and is eligible for NATO Secret Indoctrination.

4.3. Government Furnished Property

4.3.1. The Government shall provide the Contractor with the facilities, equipment, and information necessary to perform the tasks stipulated in TO 0001. Compliance with all Host Nation and US regulations for the protection of employees is the obligation of the Contractor along with the US Government.

4.3.2. Facilities under TO 0001 include office space in both classified and unclassified work areas. Equipment under TO 0001 includes computers (classified and unclassified), desks, chairs, access to printers, unclassified and classified networks, copy machines, classified destruction equipment, telephones (secure, DSN, commercial access capabilities), basic office supplies, and Government vehicles, if necessary and available. When above resources are not available, the Contractor shall formulate the best alternative and submit for COR approval. These items are incidental to the place of performance and remain accountable to the Government. In addition, the Contractor shall sign a hand receipt for all Information Technology Equipment (ITE) assigned (i.e., all equipment on their desks). This includes laptops for travel or out-of-office use. Contractor employees are not required to sign for multiple user ITE such as network equipment, network printers, and servers. All facilities, equipment, and information used by the Contractor will remain the property of the Government. The Contractor shall return all facilities, equipment, and information to the COR or other designated representative upon the request of the Government or at the end of the TO period of performance.

Contractor receives no more than one CAR or one validated customer complaint (annually per TO), each successfully resolved within 14 calendar days of receipt, 100% of the time.

Provide Qualified Workforce

Contractor personnel shall maintain minimum education and certification requirements outlined in the contract, 100% of the time.

Contractor shall provide a qualified workforce by filling new requirements and vacancies as per the timeframe identified.

Performance is acceptable when:

1) Qualified personnel are on the job at contract start, unless previously negotiated by the CO;

OR

1) For new requirements added after contract award or when employee turnover occurs, vacancies are filled with qualified personnel within 20 business days of vacancy, unless approved in writing or otherwise directed in advance by the CO;

AND

2) There is no mission impact due to vacancy(ies) or employee turnover.

Timely and Effective Communication
Contractor shall provide monthly status reports and hold meetings with the Government PM and CO to discuss contract/task order status to include any issues that may arise on the performance of the contract.
Performance is acceptable when:

1) Monthly status reports are submitted on time with accurate details on activities which occurred during the month being reported;

AND

2) Any issues or questions which occur on the contract are immediately communicated with the Government.

Protection of Classified Information
Contractor shall comply with all Security requirements in the PWS and DD Form 254
Performance is acceptable when:

1) There is not more than 1 classified information security infraction per quarter;

AND

2) There are no classified information violations.

Technical Performance
Contractor shall meet all performance requirements set within each specific task order

2) Any issues or questions which occur on the contract are immediately communicated with the Government.

5. Workload Estimates

5.1. The specific estimated quantities of work for TO 0001 are listed in Appendix 1. The materials and data provided in Appendix 1 are for informational purposes only and shall be used as guide for further analysis by the Contractor. It shall not be interpreted as an upper or lower limit to the services defined in the PWS, nor as the Government directing the Contractor as to how many people or man-hours each task will take. The Government assumes no liability for information that changes, or for errors that may occur due to misinterpretation or calculation.
