ABAD IDIQ Labor Categories

TitlePosition DescriptionEducation/Requirements Level
Business Analyst (PMO)Develops plans including budgets and schedules to meet contractual/project requirements for an assigned major portion of a program. Establishes and defines program plan requirements and performs in-depth studies to determine optimum program plans. Coordinates interdepartmental development of program plans. Interfaces with vendors and customers and performs extensive investigations as required. Monitors and reports performance against plans to ensure that contractual, cost and schedule objectives are met.Bachelors Degree in business administration or equivalent field and 5+ years experience (additional relevant experience may be substituted for degree).
Business Manager (PMO)Provides oversight and management to complex project or multiple project, while working the program Manager. Compiles technical, financial, and other financial data using various database programs, reports, and materials.Bachelors Degree in business administration or equivalent field and 12+ years experience (additional relevant experience may be substituted for degree).
Communications Network TechnicianResponsible for the design, specification and services related to communication systems, such as satellite, line of sight, fiber optic, phone, public address systems, computer network and the transmission of data from supervisory control and data acquisition system. Devises new approaches to problems encountered. Plans, schedules, and conducts work requiring judgment in the independent evaluation, selection, and adaptation of engineering techniques, procedures, and criteria. Provides technical guidance to designers and engineers. Skills are typically acquired through an undergraduate degree in Engineering and a minimum of 4 years related experience, with average experience ranging from 6-10 years.Completion of trade school or AA in relevant field with 7+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.
Configuration Management (CM) AnalystProvide Configuration Management (CM) services within the four main aspects of CM: Identification, Control, Status Accounting and Audits. All Contractor CM related documents are Data Accession List (DAL) items. Create a Configuration Management Plan (CMP) for all aspects of conducting configuration management. Establish a contractor Configuration Control Board (CCB) to control changes to the approved program configuration baseline. Perform status accounting IAW the CMP to provide traceability of changes to controlled items, serve as the basis for communicating the status of configuration items, and serve as the vehicle for ensuring delivered documents accurately describe and represent the associated item. Establish, implement, and maintain an internal surveillance program IAW the CMP to ensure complete, accurate and timely data are submitted to the Government.Level I = Bachelors degree and 10 years of directly related military experience; OR 15 years of directly related military experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience Deployment Coordinator (Technical Expert) Develops, reviews and revises deployment plans. Performs one or more of the following or related activities: 1) Develops deployment plans and contingency operations plans for one or more functional areas. 2) Provides guidance and technical assistance in the development of plans and orders to support real world contingencies and military training exercises. 3) Plans, reviews, coordinates, evaluates, and integrates actions required to support current and future operational missions. 4) Assesses operational readiness and determines capability of units, commanders and staff elements; develops, reviews and revises military training plans and standards.

Develops deployment plans and concepts. Designs data collection requirements to support operational planning. Provides advice and recommendations to high level officials regarding deployment plans and concepts. Level I = Bachelors degree and 10 years of directly related military experience; OR 15 years of directly related military experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Electronic Tech IUnder direct supervision, assigned daily work. May explain instructions and documentation to plan work activities. Helps coordinate movement of materials and equipment to work locations and sets up work site. Completes and reviews records, maintains tools and equipment, and performs various clean up activities. Job may require moderate to heavy lifting. Observes and follows all safety rules and procedures, including wearing required personal safety equipment.Completion of trade school or AA in relevant field with 2+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.
Electronic Tech IIDiagnoses instrument and electrical systems problems. Services, troubleshoots, repairs and/or replaces, aligns, and maintains instrument and electrical instrument systems, system components, motor control circuits, power supplies, and PLCs. Performs analytical troubleshooting, repair, and maintenance. Provides leadership and guidance to lower level technicians. Supervises, coordinates, and fulfills administrative responsibilities such as timekeeping, communications, work reports, and safety programs.Completion of trade school or AA in relevant field with 5+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.

Assures instrument and electrical systems technician work is being performed according to specifications and assists in carrying out the completion of the work as needed. Fulfills administrative responsibilities such as timekeeping, communication, work reports, and safety programs.Completion of trade school or AA in relevant field with 7+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.

Field Service Technician IIInstalls raceway, wiring and cable, junction boxes, power distribution systems, electronic controls, instrumentation, analyzers and analyzer houses, and related switches and fixtures. Terminates, repairs, or replaces electrical circuitry, troubleshoots electrical installation, and performs technical work. Possesses a working knowledge of the national electric code and basic fundamentals of electricity and demonstrates the ability to read and understand electrical schematics, P&IDs, instrument loop drawings, and detail drawings. Provides leadership and guidance to lower-level mechanics. Supervises, coordinates, and fulfills administrative responsibilities such as timekeeping, communications, work reports, and safety programs.Completion of trade school or AA in relevant field with 5+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.
Field Service Technician IIICoordinates, plans, and schedules electrical controls mechanic work and services. Assigns manpower to accomplish the required services, assures electrical controls mechanic work is performed according to specifications, and assists in carrying out the completion of work as needed. Fulfills administrative responsibilities such as timekeeping, communications, work reports, and safety programs.

Completion of trade school or AA in relevant field with 7+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.

Information Assurance SpecialistDeeply involved in the performance of assessments of systems and networks within the networking environment or enclave and identifies where those systems/networks deviate from acceptable configurations, enclave policy, or local policy. Achieves this through passive evaluations (compliance audits) and active evaluations (vulnerability assessments). Deeply involved in the establishment of strict program control processes to ensure mitigation of risks and supports obtaining certification and accreditation of systems. This includes process support, analysis support, coordination support, security certification test support, security documentation support, investigations, software research, hardware introduction and release, emerging technology research inspections and periodic audits. Assists in the implementation of the required government policy, and makes recommendations on process tailoring. Deeply involved in the performance of analyses to validate established security requirements and to recommends additional security requirements and safeguards. Supports the formal Security Test and Evaluation (ST&E) required by each government accrediting authority through pre-test preparations, participation in the tests, analysis of the results, and preparation of required reports. Periodically conducts of a review of each system's audits and monitors corrective actions until all actions are closed.BS Degree in Computer Science, or a related field or equivalent experience. Advanced degree preferred. Typically possesses 4-6 years of experience. Able to communicate effectively and clearly present technical approaches and findings. Able to apply technical expertise, and may have knowledge of other related disciplines. Work is performed under limited direction. Exercises latitude in determining technical objectives of assignment.
Information Technology TechnicianAnalyzes local and wide area network systems, including planning, designing, evaluating, selecting operation systems and protocol suites and configuring communication media with concentrators, bridges and other devices. Resolves interoperability problems to obtain operations across all platforms including E-Mail, file transfer, multimedia, teleconferencing and the like. Configures systems to user environments.Completion of trade school or AA in relevant field with 7+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.
Material Controller (Technical Expert)Provides material control for all ABAB systems hardware. Maintains configuration control for ABAD software, systems, networks, and infrastructure. Duties include assembling, addressing, stamping, and shipping merchandise or material; receiving, unpacking, verifying and recording incoming merchandise or material; and arranging for the transportation of products.Level I = Bachelors degree in a related field and 3 years recent specialized experience; OR 8 years recent specialized experience; OR 10 years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Experieince in DoD life cycle management and material control.

Mission System Maintaner (Techincal Expert) Provides ABAD systems hardware and software maintenance and repair. Maintains ABAD software, systems, networks, and infrastructure. Diagnoses and resolves hardware, software, firmware and network problems. Configures, maintains and upgrades network connection devices, network hardware/software equipment, and automation equipment.

Experience in aerial defense weapon systems and/or network engineering in a large distributed environment with emphasis on military (US/NATO) operations. Shall be fully qualified in accordance with each mission system equipment management requirements, TOs, and/or Commercial Manuals. Must have licensed training/certification or significant experience in a related field if servicing counter threat weapon systems. Have strong qualifications in modern information systems, including computer hardware, data storage, network and distributed systems. Level I = Bachelors degree in computer science, information management or related discipline plus 3 years recent specialized experience; or Associates Degree in computer science, information management or related discipline plus 7 years recent specialized experience, or Major Information Technology (IT) Certification plus 7 years recent specialized experience, or 11 years recent specialized experience. Information Assurance (IA) Technical Level II certification (SEI 264). Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience Mission System Operator (Technical Expert) Operates any and all ABAD mission systems. Provides real time operations of the eapons system and executes minor troubleshooting effort. Level I = Masters degree in a related field and 3 years of recent specialized experience; OR Bachelor's degree in a related field and 6 years of recent specialized experience; OR 10 years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience Program Manager (Technical Expert) Responsible for a professional team of technical experts supporting weapons system acquisition, integration, operation, and maintenance. The technical experts evaluate, design, procure, develop, install, and maintain complicated state-of-the-art Aerial Defense networks and weapon systems. Level I = Ten years of Program Management experience in DoD Programs. Current Project Management Institute (PMI) Project Management Professional, Program Management Professional (PMP), or Defense Acquisition Workforce Improvement Act (DAWIA) Level II Program Management certification. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Experience in DoD technology related Program Management, including hardware and software development, test, and deployment. Desired, but not required, skills are experience in managing large (>100 people) multi-functional organizations working on DoD projects and interfacing with high-ranking Government and military officials.

Safety Manager (Technical Expert)Implements health, safety and environmental policies, procedures and guidelines for the employee and department safety. Creates incident reports and performs inspections to ensure conformity in all areas of HSE. Interacts with services personnel, clients, subcontractors, and regulatory agencies to research and interpret standards, codes and regulations. Determines requisite for and organizes audits of company operated properties. Keeps informed of regulatory requirements and auditing standards. Assists in development and implementation of systems and standards to facilitate the capturing and analysis of HSE statistics.Bachelors Degree in Health and Safety or equivalent field and 5+ years experience (additional relevant experience may be substituted for degree).
Site Manager (Technical Expert)Performs non-administrative assigned site managerial and supervisory duties and supports all work efforts for performance of contract. Manages daily operations in all functional areas, including equipment maintenance, mission operations, and general support activities including, but not limited to Occupational Health and Safety, Facility Management, and Job Control (JC).Level I = Bachelors degree in a related field and 6 years of recent specialized experience; OR 10 years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Software Engineer (Technical Expert)Designs, develops troubleshoots and analyzes software programs for computer based systems. Performs systems modeling, simulation and analysis. Designs and develops compilers, assemblers, utility programs and operating systems. Advises hardware design engineers on machine characteristics that affect software systems, such as storage capacity, processing speed and input/output requirements. As required, provides inputs for documentation of new or existing programs. Excludes those whose primary responsibilities are in applications programming.Bachelors Degree in Computer Science, a related field or equivalent experience. 2 years applicable software design engineering experience.
Software Engineer (Technical Expert)Software Engineers are the top aerial defense software subject matter experts on the USAFE ABAD program. The Software Engineers are responsible for designing, integrating, and implementing highly complex ABAD software to support the USAFE AFAFRICA command. ABAD Software Engineers conduct software analysis, including design and testing. Implement software changes and install upgrades.Level I = Bachelors degree in computer science, engineering, information management or related discipline plus 3 years recent specialized experience; or Associates Degree in computer science, engineering, information management or related discipline plus 7 years recent specialized experience, or Major IT Certification plus 7 years recent specialized experience, or 11 years recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Must have familiarity with a majority of the following disciplines: MS BackOffice programming (Word, Excel, Access, PowerPoint, Exchange, and SQL Database Server); MS SQL; MS Access database management; HTML programming; Java Script programming, Web design concepts, Visual Basic, MS Internet Information Server programming, Cold Fusion Programming, Oracle, Fusebox 3.0 (a standard framework and methodology for building web-based applications), and C and C++ Programming and other relevant sowftware development tools.

Subject Matter Expert (SME) (Technical Expert)
Responsible for the management of the Systems Design Engineering function for the program. Will apply past experience, knowledge and skills to provide recommendations regarding systems development, testing, sustainment and enhancement. Organizes project and task work loads and selects individuals most qualified for assignments on specific projects. Directs technical organization to ensure progress according to technical objectives.Bachelors/Masters Degree or Higher in a STEM Field with 15+ years of experience. Relevant Experience or Higher degree may impact/adjust required years of experience.
System Engineer (Technical Expert)The USAFE ABAD System Engineers are the top aerial defense subject matter experts on the USAFE ABAD program. The System Engineers are responsible for designing, integrating, and implementing highly complex ABAD hardware to support the USAFE-AFAFRICA command. Defines all aspects of a system life cycle from requirement identification and definition, through development, implementation, and verification of system performance, fielding, and maintenance support.Level I = Masterss degree in computer science, engineering, information management or related discipline plus 3 years recent specialized experience; or Bachelors Degree in computer science, engineering, information management or related discipline plus 5 years recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.

Level II = Level I with 3 additional years’ experience Level III = Level I with 5 additional years’ experience

Thorough knowledge of network design and maintenance, fault isolation, performance monitoring, configuration management standards, principles, and techniques. Desired, but not required, is previous experience with LAN transmission, UNIX and Microsoft operating systems, signals processing, and troubleshooting. Must have domain knowledge sufficient to assess, and document the performance of modern air defense systems. For example: threat characteristics, engagement sequences and timelines; air domain situation awareness and decision support for operators; sensor coverage.

Test Engineer (Technical Expert) Designs and develops moderately complex test programs, processes, and systems to measure the functionality and integrity of products and services. May design and build moderately complex test stations. Writes moderately complex test procedures and protocols to assess product reliability and evaluates the ability of products to meet performance standards and specifications. Gathers test data and evaluates the results of tests to determine if product designs and architecture meets customer specifications and performance expectations. Develops moderately complex test simulations to evaluate how products react under different conditions and analyzes product failure to assess the integrity and reliability of product performance. Debugs moderately complex test hardware and software. Analyzes test cases and scenarios and reports results. Collaborates with other engineering groups to improve or upgrade product performance.

Bachelors Degree in Engineering or related technical discipline or equivalent experience. 2 years applicable related experience.

Training Analyst / Facilitator (Technical Expert)Develops, tests, maintains and delivers training programs and related materials in support of relatively complex products and procedures and/or for a major area or customer. Establishes and/or reviews course content and objectives. May provide work leadership for lower level employees, including evaluating the effectiveness of their training presentations and programs. Excludes those with full supervisory responsibilities.Bachelors Degree or equivalent experience. 5 years training experience.
Training Specialist (Technical Expert)Performs one or more of the following or related tasks: 1) Works closely with the forces to provide ABAD tailored training to enhance combat effectiveness. 2) Provides sophisticated military ABAD skills and knowledge in combination with other technical skills to ensure that optimized war and contingency plans are developed. 3) Develops training plans and/or trains US forces in one or more functional areas, or in general combat skills. 4) Evaluates trainees and training plans to ensure training objectives are met.

Trains the forces in specialized areas of military ABAD operations, programs and support functions. Tracks and elevates results of training activities and provides feedback to management for analysis. Level I = Masters degree in a related field and 3 years recent specialized experience; OR Bachelor's degree in a related field and 6 years recent specialized experience; OR 10 years of recent specialized experience. Must have demonstrated practical experience in the area(s) of expertise required in the Task Order, Performance Work Statement.
