General Specifications for Eastern Region Fiscal Year 2021 Vault Toilet Building Contracts

PART 1 – GENERAL

1. Scope:

1.1. Removal of existing vault toilets (as needed), furnishing and installation of a prefabricated precast concrete vault toilet buildings that meet ADA accessibility standards. Excavation for building placement and filling void areas from demolition.

Backfilling of the new buildings and various other site work as described herein.

1.2. Installation sites exist on the following national forest: Superior (MN). See attached maps for specific location information.

2. Manufacturers:

2.1. Manufacturer shall be CXT Inc., Idaho, Texas and West Virginia - 412-398-4286; Huffcutt Concrete, Wisconsin – 715-723-7446; Missoula Concrete Construction, Montana – 406- 549-9682. or pre-approved equal. The salient characteristics used to determine an “or equal” are listed in Part 2 – Building and Installation Specifications. Appearance shall be consistent with the models identified for each bid item. Appearances that differ from the identified model may be submitted as alternate options. At his/her sole discretion, the Contracting Officer will consider whether those alternate options meet the desired appearance for use at a national forest site.

3. Site Visit:

3.1. Bidders are urged and expected to inspect the sites where the work will be performed and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. Some of the sites are only open seasonally, so request for access from the local Ranger District Office may be necessary. In no event shall failure to inspect the site constitute grounds for a claim after Contract award.

4. Measurement of Work and Payment:

4.1. Payment will be made according to the items listed on the bid schedule. No other payments will be made.

5. Site Safety:

5.1. Work under this contract is located at national forest recreation sites. Facilitate all work to ensure the safety of the public and government employees. Provide signage, fencing, barriers, etc. as required to ensure safety.

5.2. The contractor shall have all underground utilities located prior to excavation in accordance with state law.

6. Specifications Included by Reference The Standard Specifications for the Construction of Roads and Bridges on Federal Highway Projects, FP-14, U.S. Customary Units are included by reference. The requirements contained in these specifications are hereby made a part of this solicitation and any resultant contract. The specifications can be obtained from the Federal Highway Administration Home Page on-line at: http://flh.fhwa.dot.gov/resources/pse/specs/

PART 2 – BUILDING AND INSTALLATION SPECIFICATIONS

1. Vault:

1.1. There shall be one vault for each toilet riser.

1.2. The vault shall have a one-piece, seamless liner, suitable for wastewater applications.

1.2.1. Acrylonitrile/butadiene/styrene copolymers (ABS), 752 virgin plastic, initial sheet thickness 0.375”, and final stamped thickness a minimum 0.25”.

1.2.2. Low Density Polyethylene (LDPE), minimum uniform thickness of 0.25”.

1.2.3. Other materials for vault liners may be submitted to the Contracting Officer for approval.

1.3. Liners shall be attached to the concrete walls and the bottom of the vault. Penetration through the liner to attach to the concrete walls will not be permitted.

1.4. Vault liners shall be provided with a 7-year warranty for water tightness.

1.5. The vault shall have a bottom slope of 1 Inch per ft. from under the toilet riser out to the outside cleanout area so that the waste can be more thoroughly removed.

1.6. Plate for vault cleanout cover lid shall be ¼ inch thick diamond plate steel. Cleanout cover lid shall be hinged and configured so that it can be locked with a padlock and held in the open position when cleaning the vault. The vault cleanout shall have a steel angle frame cast into the concrete and the entire assembly slightly raised to allow water to drain away from the opening. The hatch and frame shall be primed and painted on the interior and exterior. Provide gasket between frame and cover for water-tight seal. No unsealed penetrations or openings shall be allowed in the cover lid.

1.7. The capacity of the vault shall be 1,000 gallons.

1.8. The depth of the vault shall be no deeper than 4-1/2 to 5 ft.

2. PCI Certification Requirements:

2.1. Precast concrete manufacturing plant shall be Precast/Prestressed Concrete Institute (PCI)certified. Minimum certification shall be C1A.

2.2. Known qualifying manufacturers are listed in Part 1, 2.1.

3. Building Interior Floor Surface:

3.1. The floor shall be completely sealed to prevent any staining or odor absorption.

3.2. The floor shall have a non-slip surface only in the walkway area.

3.3. The wall to floor surfaces shall have a large radius coving (4 to 6 Inches) and all 90° corners shall be rounded.

3.4. The floor shall evenly join the outside concrete so that there is no lip at the doorway to hinder the people with disabilities from entering.

4. Interior Building Walls and Ceiling:

4.1. The walls shall be nonporous.

4.2. The walls shall be light in color to assist in reflecting available light.

4.3. The walls shall be difficult to write on or designed to be easily cleaned.

4.4. The walls shall be free from ledges, angles, and shelves so that less dirt accumulates and cleaning is easier.

5. Toilet Riser:

5.1. Toilet riser shall be constructed of seamless cross-linked polyethylene, complete with molded plastic heavy-duty open-front seat and cover assembly, designed to fit hole in floor slab. Finish: Smooth. Color: White or off-White. Top of toilet seat must be 18” above the floor, ± ½”. Heavy duty seat and cover assembly as manufactured by Romtec, Inc., 18240 N. Bank Road, Roseburg, Ore. 97470, 541-496-3541, or approved equal.

6. Toilet Paper Dispenser:

6.1 Bar-type toilet paper dispenser shall be constructed of stainless steel with satin finish, designed to hold three standard rolls of toilet paper. Holder shall not prevent the free turning of the paper rolls. The dispenser shall be manufactured by Romtec Inc., 18240 N. Bank Road, Roseburg, Oregon 97470, 541-496-3541 or approved equal.

7. Air Vent for the Building:

7.1. The vent in the building, necessary to supply replacement air for the air drawn out of the vault, shall be around 120 sq. inches of free area for a single unit toilet.

7.2. There shall be only one vent opening in the building. The opening shall be placed only on one side of the building (the side that the prevailing wind blows against). The "side" can be either side, or the front or back of the building.

7.3. The vent shall be located "head-high" on the building if there is a constant prevailing wind hitting that side. For shifting winds, the vent shall be placed as low to the ground as possible and on the side that the wind is most predominant during the use period. If

P a g e 4 | 6 there is an up canyon wind In the morning and a down-canyon wind during the afternoon, then the vent shall be placed on an adjacent wall surface as low to the ground as possible so that the wind has the least effect of aspirating air out of the building.

7.4. The vent shall be constructed of a heavy-duty material, such as expanded metal, In order to prevent vandalism.

7.5. There shall be no screen in the vent opening unless the size is 1/4-lnch mesh (least dimension).

8. Air Vent for the Vault:

8.1. Each vault shall have its own vent.

8.2. The top of the vent pipe shall be a minimum height of 3 ft. above the highest point of the roof.

8.3. Vault vent pipe shall be polyethylene (PE) plastic pipe, 12” nominal size, 12.75” outside diameter, minimum 0.392” wall thickness, 32.5 standard dimensional ratio (SDR), PE 3408 high density, black color, UV stabilized, Driscopipe 1000 as manufactured by CP Chem Performance Pipe, 800-527-0662, or approved equal.

8.4. The top of the 12-lnch pipe shall have a ¼ - inch mesh screen or some equivalent method to prevent accidental entry to the vault by wildlife. If a top cover is provided, it shall be a flat plate placed 12 inches above the top of the pipe and supported by three thin metal rods so as not to interfere with the aspiration aspects of the wind flowing over the open top pipe.

9. Installation:

9.1. Contractor is responsible for the removal of the existing vault toilets, clearing and grubbing, excavation and backfill, installation of new vault toilet, and minor site grading around the new vault toilet.

9.2. Excavation shall be a minimum 2 feet wider and longer than the vault toilet, and to a depth as such that the bottom of the floor slab is at grade with the existing ground surface after the placement of the bedding.

9.3. Compact bottom of excavation with vibratory or plate compactor prior to placement of aggregate base. Make 3 passes minimum with compacting equipment to firm up the subbase.

9.4. Place a minimum 1.0 foot (compacted in place) depth by 2 feet wider and 2 feet longer than the vault of granular bedding material. It shall consist of washed sand or 3/8” minus crushed or screened aggregate from a private or commercial source. Sand or aggregate shall be used as a leveling course beneath the concrete vault. Place in 6-inch lifts and compact with a vibratory compactor.

9.5. Backfill shall be of a well graded, compactable, mineral soil material free of excess moisture, muck, frozen lumps, roots, sod, or other deleterious material, with maximum particle size of 3 inches.

9.6. Backfill shall be placed evenly around the vault. It shall be placed in eight-inch loose lifts and each lift compacted with a minimum of two passes with a whacker-type mechanical compactor or equivalent.

9.7. Place select topping material free of excess moisture, muck, frozen lumps, roots, sod, or other deleterious material with a 3-inch maximum particle size around the sides and back of the vault toilet up to the top of the floor slab. Grade in such a way that moisture and runoff shall slope away from the vault toilet building once the anticipated backfill settlement has occurred.

9.8. Topsoil shall be removed from the area to be excavated and from the area where excavated material shall be piled prior to excavating. Topsoil shall be kept separate from excavated material.

9.9. All surfaces and slopes shall be shaped to blend with the original ground line, mounded over or smoothed off, and raked, and left in a uniform and neat condition. Stockpiled topsoil shall be smoothly distributed over disturbed areas and hand raked to blend with ground line. Final grade shall be flush with top of front slab to provide accessibility.

Surface drainage shall be diverted away from the area. All work sites shall be left free of debris.

9.10. Seed all disturbed areas around the new toilet building. Seed mix shall be as listed below in the “Site Specific Specifications” section. Lightly rake the site following the seeding operation to incorporate the seed into the topsoil.

10. Concrete Pads and Sidewalks

10.1. Concrete mix shall meet an overall minimum compression strength of 5,000 psi.

10.2. Saw cuts (control joints) on sidewalk to be placed at even intervals not to exceed 5’.

10.3. Saw cuts to be made between 3/8" and 1/2"deep.

10.4. Top of concrete to match existing top of grade.

10.5. Minimum concrete thickness shall be 4”.

10.6. Finish and cure concrete according to FP-14 requirements.

PART 3 – DEMOLITION/REMOVAL OF EXISTING VAULT TOILET BUILDINGS

1. Vault Clean Out:

1.1. The contractor shall have toilet vaults pumped by a licensed septic pumper at the contractor’s expense. Upon completion of this pumping the contractor shall secure the buildings so that no further use occurs after pumping. It will be the contractor’s responsibility to re-pump the vault (s) if it is not empty on the day of removal therefore it is important to schedule pumping to be done as near to the time of removal as possible.

1.2. Provide additional rinsing, cleaning and pumping as necessary to properly empty the vaults in a manner such that no potentially harmful materials are released onto the ground during the demolition/removal process.

2. Demolition/Removal:

2.1. The existing toilet buildings and vaults listed for removal shall become the property of the contractor and unless otherwise indicated below in “Site Specific Specifications” shall be removed from Government property. The contractor may elect to move the entire toilet building from the site in one piece.

2.2. All demolition debris shall be removed from the site prior to completion of the contract.

2.3. Dispose of all demolition debris and any other waste generated as a result of this work in accordance with all federal, state and local requirements.

2.4. Contractor shall provide invoices, photos, and/or other documentation for pumping the vault, disposal of the sewage, and disposal of demolition debris to the Contracting Officer.
