1.0 Contract Title. Chapel Worship Musicians Provider

2.0 Scope of Responsibilities. The Contractor shall provide qualified individuals to support F. E.

Warren AFB Chapel religious services and programs as specified in this Performance Work Statement (PWS) in each musician position section. There will be two positions consisting of the following: Catholic Service Musician and Protestant Service Musician. The Contractor shall ensure individuals meet all required qualifications for their respective position, effectively communicates with the Contracting Officer to ensure individuals who fill the positions meets the education/experience requirements for the religious service or program for which they are performing services. The Contractor shall ensure all individuals understand their respective responsibilities outlined in this PWS.

3.0 Education and Experience Requirement. The Contractor and all individuals assigned to specified position(s) must:

3.1 Be at least 18 years of age and hold a high school diploma.

3.2 Have at least 2 years of experience and familiarity with responsibilities outlined in their respective positions.

3.3. Be able to effectively communicate verbally and in writing.

3.4. Be able to work cooperatively in an interfaith setting with chaplains, staff and parishioners of varied and diverse religious backgrounds.

4.0 Absences. The Contractor shall provide a qualified substitute when absent or otherwise unable to perform for the scheduled service and shall notify the Contracting Officer one week in advance of the name and the dates the substitute will perform. Substitute work should not exceed 30 days within a year, during the period of the contract. Long term situations should be discussed and determined with 90 CONS, 90 MW/HC and the Contractor period or as close to the absence as possible.

4.1 Absences of Individuals Assigned to Religious Positions. With the exception of emergencies or sudden illnesses, the Contractor shall provide a qualified individual to perform services when an individual assigned to a specified religious position is absent or otherwise unable to perform for the scheduled service and shall notify the Contracting Officer one week in advance of the contact information of the fill-in individuals as well as dates he/she will perform.

5.0 Government Provided Equipment. The Wing Chaplain will provide each position with music materials, instruments such as piano, organ, keyboard and other equipment deemed necessary to perform service described in this PWS. Provided equipment are to be used only in the facilities in which the individual will perform services. A back-up should be no more than two consecutive weeks and no more than five times per quarter.

6.0 Period of Performance. The contract will be in effect for 12 months with 4 option years

7.0 Payment. The Contract will submit monthly invoices to the Wide Area Work Flow (WAWF) IAW FAR Clause 252.232-7006 WAWF Payment Instructions.

7.1 Units. A rehearsal or performance is equivalent to one (1) unit. There are 52 regular rehearsal units and 52 regular performance units (totaling 104 units) for each position during the 12-month period of the contract. In addition, there are 10 special events rehearsal/performances units during the 12-month period of the contract that may be performed by any of the individuals serving in a musician position. The 10 special event units can be used as either a special rehearsal or special performance during the 12-month period of the contract.

8.0 Religious Position and Title. Catholic Service Musician

8.1 Scope of Responsibilities. The Musician shall provide lead instrumental (organ or piano/keyboard) accompaniment for the Catholic Worship Service. A back-up of a guitar is allowed but must be BACK-UP ONLY. Our definition of back-up should be no more than two consecutive weeks and no more than five times per quarter.

8.2 Education and Experience Requirement. The Musician must:

8.2.1 Be an accomplished musician with solo and accompaniment experience in a range of music styles and traditions that include classical and traditional music. Experience in church music, education, and background in vocal and instrumental music instruction, hymnology, and Catholic liturgical music is desirable.

8.2.2 Have at least 2 years of experience in Catholic music.

8.2.3 Furnish resume including academic and work related references (i.e. military chapels, churches).

8.3 General Responsibilities. The Musician shall:

8.3.1 Perform music selections for the Catholic worship service and special music for the performance and/or coordinating guest performers.

8.3.2 Be able to work cooperatively in an interfaith setting with chaplains, staff and parishioners of varied and diverse religious backgrounds.

8.3.3 Recruit volunteers for the Choir (vocalist and musicians).

8.3.4 Coordinate with the Catholic Priest for the selection of proper music for the week's services to ensure that musical selections are appropriate to the theme, season of the church year, and/or purpose of each service. The music selection is to be determined by the Priest and Musician.

8.4 Specific Responsibilities. The Musician shall:

8.4.1 Conduct rehearsals and performances in an F. E. Warren Chapel facility except when authorized by the service Chaplain or the Wing Chaplain and agreed upon by all members.

8.4.2 Lead a rehearsal each week in advance of a scheduled worship service. Rehearsals will last at least one (1) hour, but no more than two (2) hours.

8.4.3 Attend music worship for the Catholic worship service. Performances will last at least one (1) hour, but no more than two (2) hours. This unit shall include a 15-minute pre-service

Page | 5 warm-up session no later than 0915 or time designated by the Catholic Priest. The warm up is considered a part of the performance and is not a separate unit of pay.

8.4.4 Ensure that all set-up (printed materials, stands, sound equipment, instruments, multimedia presentations, etc.) are completed at least 15 minutes before the start of each rehearsal and service. Ensure that all slides, music and video using copyright protected music are clearly marked with the Chapel's Church Copyright License (CCLI) number.

8.4.5 Wear attire appropriate for a family worship event while performing units.

8.4.6 Handle any/all music equipment with proper care.

8.4.7 Set up, take down and store all necessary items for their rehearsal and performances.

The Musician will ensure that the areas used will be properly secured upon completion of rehearsals and performances. The Musician will ensure that the areas used will be properly secured upon completion of the worship service.

8.4.8 Inform the Catholic Priest if the instruments need tuning or repair.

8.4.9 Coordinate any request for music orders through the Catholic Priest.

8.4.10 Coordinate with the Catholic Priest for special services (e.g., Christmas Eve or funeral) before performing at the special services. Primary focus of this position is to provide music for the Catholic Service. Priority of resources (Chapel- owned equipment) shall be to the worship service. The Catholic Priest will receive notice of a special event performance no less than 7 days in advance and will have the chance to support the event for short-notice events (e.g., memorial service music). Such events will constitute one (1) unit of performance and a unit of practice as determined by the contractor and 90 MW/HC on a case by case basis.

8.4.11 Coordinate, with the Catholic Priest, the F. E. Warren AFB Chapel Facility Request Form (local form) to schedule the use of chapel facilities for all activities within the facilities.

Ensure that all facilities used are properly maintained and secured upon departure.

9.0 Religious Position and Title. Protestant Service Musician

9.1 Scope of Responsibilities. The Musician shall provide lead instrumental (piano, organ, and/or keyboard) accompaniment for the Protestant Worship Service under the direction of the Protestant Worship Service Chaplain. A back-up of a guitar is allowed but must be BACK-UP ONLY. Our definition of back-up should be no more than two consecutive weeks and no more than five times per quarter.

9.2 Education and Experience Requirement. The Musician must:

9.2.1 Be an accomplished musician with solo and accompaniment experience in a broad range of music styles and traditions that include classical, contemporary, gospel, and traditional music. Experience in church music, education, and background in vocal and instrumental music instruction, hymnology, traditional religious music, and contemporary religious music is desirable.

9.2.2 Have at least 2 years of experience in church music.

9.2.3 Furnish resume including academic and work related references (i.e. military chapels, churches).

9.3 General Responsibilities. The Musician shall:

9.3.1 Provide piano, organ, or keyboard accompaniment for the Protestant Worship Service and provide special music through performance or coordinating guest performers. A back-up of a guitar is allowed but must be BACK-UP ONLY. Our definition of back-up should be no more than two consecutive weeks and no more than five times per quarter.

9.3.2 Recruit volunteers for the Praise Team (vocalist and musicians).

9.3.3 Coordinate with the Service Chaplain for the selection of proper music for the week's services to ensure that musical selections are appropriate to the theme, season of the church year, and/or purpose of each service. The music selection is to be determined in conjunction with Service Chaplain.

9.4 Specific Responsibilities. The Musician shall:

9.4.1 Organize rehearsals and performances in an F. E. Warren Chapel facility except when authorized by the service Chaplain or the Wing Chaplain and agreed upon by all members.

9.4.2 Lead a rehearsal each week in advance of a scheduled performance. Rehearsals will last at least one (1) hour, but no more than two (2) hours.

9.4.3 Provide weekly performances for the Protestant Worship Service. Performances will last least one (1) hour, but no more than two (2) hours. This unit shall include a 15-minute pre-service warm-up session before each service beginning no later than 1045 or time designated by the service Chaplain. The warm up is considered a part of the performance and is not a separate unit of pay.

9.4.4 Wear attire appropriate for a family worship event while performing units.

9.4.5 Set up supplies and equipment (printed materials, stands, sound equipment, instruments, multimedia presentations, etc.) 15 minutes prior to rehearsals and performances and take down and store all items utilized upon the conclusion of the service. Work with the Service Chaplain to ensure that the areas used are properly secured upon completion of rehearsals and performances. Ensure that all sides, music and videos using copyright protected music are clearly marked with the Chapel's Church Copyright License (CCLI) number.

9.4.6 Inform the Service Chaplain if the instruments need tuning or repair.

9.4.7 Coordinate any requests for music orders through the Service Chaplain.

9.4.8 Coordinate with the Service Chaplain for special services (e.g., Christmas Eve or funeral) before performing at the special services. 10.0 Quality Assurance. The Government will evaluate the contractor’s performance by appointing a representative(s) to monitor performance to ensure services are received. The Government representative will evaluate the contractor’s performance through on-site inspections and receipt of customer complaints. The Government will inspect each task as completed. The Government will investigate complaints received from customers. The Government representative shall make final determination of the validity of customer complaint(s) in cases of disagreement with customer(s). Remedies for non-conforming services will be resolved IAW the applicable Inspection/Acceptance clause attached within the contract.

10.1 The Contracting Officer is the authorized Government representative(s) who will perform assessments of the contractor’s performance. Subsequent to contract award, the identity of the Contracting Officer, with a letter defining their duties and authority will be promptly furnished to the successful bidder/offeror. Any matter concerning a change to the scope, prices, terms or conditions of this contract shall be referred to the Contracting Officer.

11.0 Recognized Holidays. The services to be performed by the contractor during the period of this contract shall (at all times and places) be subject to review by the Contracting Officer or authorized representative(s). Recognized Holidays. The following is a list of standard federal holidays. Those listed with an asterisk (*) may have a corresponding AFGSC family day: *New Year’s Day, Martin Luther King Day, Presidents Day, *Memorial Day, *Independence Day, *Labor Day, Columbus Day, Veterans Days, *Thanksgiving Day and *Christmas Day. If the holiday falls on Saturday, it is observed on Friday. If the holiday falls on a Sunday, it is observed on Monday.

12.0 Base Shutdown/Inclement Weather. The Contractor will follow guidance of the installation containing their place of performance to determine reporting schedules whether due to a base closure or inclement weather. If the base remains open and the contracted employee cannot attend due to inclement weather that would endanger the driver, this would be communicated with the chapel as soon as possible and may not be invoiced against. This would not impact the contractor performance unless it is occurring on a regular basis, and therefore would be discussed with 90 CONS, 90 MW/HC and the contractor when the issue occurs.

13.0 Services Summary. The services summary captures the measurable service requirements in the contract that are important to the overall operational requirements. The services summary includes performance objectives that describe the desired end result or outcome the Contractor shall achieve. The performance thresholds state the Government’s minimum acceptable level of the performance in terms of quality, timeliness, and quantity in realistic and achievable standards. These thresholds are critical to mission success. The PWS paragraphs reference the details of the performance objective in the PWS. The performance objective is merely a reference point for Government personnel and does not relieve the Contractor of any contractual requirements.
