About this file
This is a federal contracting form template—specifically the Buy American Certificate (FAR 52.225-2, October 2022 revision)—used by offerors to certify compliance with domestic content requirements in federal procurements.
The certificate requires offerors to certify that all end products are domestic end products, except those explicitly listed as foreign end products in the form. Offerors must identify any foreign end products manufactured in the United States that do not qualify as domestic, and for non-iron/steel foreign end products (excluding COTS items), indicate whether they exceed 55 percent domestic content. Offerors must also separately list line item numbers for any domestic end products containing critical components as defined in FAR 25.105. The form provides structured tables for foreign end products (requiring line item number, country of origin, and domestic content percentage) and for domestic end products with critical components. Government evaluation of offers follows the policies and procedures outlined in FAR Part 25, which governs foreign acquisition and domestic content requirements.
