The Government reserves the right to select a quotation other than the lowest price if it provides additional benefits and meets minimum requirements. Three evaluation factors are specified: (1) Price, calculated as the total sum of all line-item prices; (2) Technical or Quality, assessed on the quotation's ability to meet or exceed Government requirements as outlined in the solicitation, with a requirement that authorized distributors of brand-name equipment provide an authorized distributor letter from the Original Equipment Manufacturer (OEM); and (3) Speed of Delivery, evaluated based on estimated delivery date and delivery speed. All responses must meet the minimum requirements of the solicitation. The Government will not request or accept alternate quotations.

ATTACHMENT 2: TAILORED 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
Effective Date: 02/01/2022
NOTE: 41 USC Public Contracts uses the term “Quotes” interchangeably with and encompassing bid, or quote, or proposal so it is not necessary to revise the title of the provision, but the content of the body is tailorable if identified as an Addendum.
ADDENDUM to 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND
COMMERCIAL SERVICES
(a) Basis for Award. The Government will issue a purchase order to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered.
(b)The following factors shall be used to evaluate quotations:
1. Price
2. Technical
3. Speed of Delivery
(c) Evaluation Approach. The Government will evaluate quotations using the comparative evaluation process outlined in FAR 13.106-2 (b) (3), where quotations will be compared to one another to determine which provides the best benefit to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s).
Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation. The Government is not requesting or accepting alternate quotations. The evaluation will consider the following:
(1) Price: The Government will evaluate the price by adding the total of all line-item prices. The Total Evaluated Price will be that sum.
(2) Technical or Quality: The quotation will be evaluated to the extent to which it can meet and/or exceed the Government’s requirements as outlined in the solicitation and based on the information requested in the instructions to quoters section of the solicitation.
Authorized distributors of brand name equipment shall provide an authorized distributer letter from the Original Equipment Manufacturer (OEM).
(3) Speed of Delivery: The Government will evaluate the estimated delivery date of the procurement and the speed at which it can be delivered.
