6. DOES THE SUBCONTRACTING PLAN CONTAIN THE FOLLOWING ERRORS:
a. Percent of subcontracting to other than small businesses and small businesses does not add up to 100%.
b. Percent subcontracting to SDVOSB’s is greater than VOSB percent.
c. Subcontracting dollars listed in different parts of the subcontracting plan do not match.
d. The total amount subcontracted to small business is less than amounts listed for socioeconomic categories.
e. Is the subcontracting plan consistent with the Small Business Participation Commitment Document (SBPCD)?
I have reviewed the submitted plan for adequacy, and I recommend the Contracting Officer determine the proposed contracting plan to be acceptable based on each of the required elements discussed in Section 5 above.
The Small Business Subcontracting Plan evaluated here contains a small disadvantaged business goal of less than five percent. I have provided a detailed reasoning for recommending approval in the remarks field, above. I understand DFARS 219.705-4(d) requires approval one level above the contracting officer.
The Small Business Subcontracting Plan evaluated here contains a zero goal. I have: (1) obtained advice and recommendations from the cognizant Contract Administration Office (e.g. DCMA, SUPSHIP), if applicable (2) have provided a detailed reasoning for recommending approval in the remarks field, above. I understand NMCARS 5219.705-4(d) requires approval one level above the contracting officer.
