About this file

This Statement of Work (SOW) details a water management plan (WMP) for the Fort Yuma Health Center (FYHC), a healthcare facility serving approximately 5,000 Native Americans in Winterhaven, California. The contract requires a contractor to develop and maintain a comprehensive water management plan compliant with multiple standards, including ANSI/ASHRAE Standard 188-2021 and CDC Legionella Prevention Toolkit. Services include initial WMP development, ongoing maintenance, and verification, with specific requirements for water testing across five contract years, including three cooling tower samples and four domestic water samples annually, as well as quarterly and semi-annual verification site visits.

The WMP must comprehensively document system identification, hazard analysis, management team responsibilities, standard operating procedures, task scheduling, and action plans for scenarios like Legionella presence, water disruptions, and temperature control problems. The facility contains extensive water-related equipment, including 3 cooling towers, 6 air handlers, 125 sinks, 42 toilets, and various pumps and water heating systems. Work must be performed during normal business hours (8:00 AM to 5:00 PM, Monday-Friday), with site visits pre-approved by the government point of contact, and contractors must comply with FYHC visitation policies.
