About this file
This statement of work outlines requirements for an active shooter mitigation control bypass system for the National Museum of the United States Air Force. The system must allow remote unlocking of egress doors and closing of fire curtains during an active shooter event while notifying the Base Defense Operations Center without activating the fire alarm. It must include installation of activation buttons and programming of the current fire panel to close doors, unlock egress doors, play an announcement, and notify authorities. Additional requirements include security cameras, fire doors, a gunshot detection system, and exit lanes. The contractor must deliver, install, integrate and set up the system within 90 days of award at the museum address provided. The contractor shall be paid upon submission of an invoice after final inspection and acceptance. The Department of the Air Force Materiel Command Lifecycle Management Center solicits proposals under solicitation number FA860123Q0087 for this work.

STATEMENT OF WORK
FOR
ACTIVE SHOOTER MITIGATION - CONTROL BYPASS SYSTEM
Revised, 08 August 2023
National Museum of the United States Air Force, Wright-Patterson Air Force Base, Ohio
I. SCOPE OF WORK: The National Museum of the United States Air Force (NMUSAF) requires of an access control bypass system to protect the public during an Active Shooter event. We require a system that allows for remote, immediate, unlocking of our egress doors while simultaneously deploying the fire curtain doors. This system would also notify the Base Defense Operations Center (BDOC) of an active shooter event without activating the fire alarm.
II. TECHNICAL REQUIREMENTS: This document covers the purchase, installation, service, warranty, training, and commissioning of a brand-new control bypass system. NMUSAF is proposing the installation of emergency buttons/switches which would unlock zone specific egress doors and close all fire curtains while notifying BDOC and occupants of an active shooter event. This could be accomplished by tying into the current fire alarm system without affecting how the normal fire alarm system currently works. In addition, there is a need for the implementation of additional measures to assist in mitigating the threat. They include reflective window film at the entrance, additional camera’s and monitor at the entrance, additional fire doors (1 at main entrance and 1 at Hangar 2), door lock override button at main entrance, gunshot detection system with monitoring in the Security Office, and Speed lanes at Atrium exit doors.
2.1 Furthermore, the control bypass system conforms to the following specifications, such as an Installation of 6 activation buttons within a tamper proof box:
(1) ea. in the F/20487 break room
(1) ea. in the F/20494 building info desk closet
(1) ea. in the F/20497 building break room
(1) ea. in the F/20489 mezzanine next to the alarm panels
(1) ea. in the F/20489 security office next to the alarm panels
(1) ea. in the F/20489 delivery entrance next to alarm panels
(1) ea. in the F/20489 main entrance
2.2 Programming of current fire panel to allow:
Fire doors within the galleries to close.
Unlock zone specific fire egress doors.
The playing of an active shooter announcement.
Notification to BDOC of active shooter event.
2.3 Security Camera’s at Main Entrance:
(1) exterior fixed dome camera (1080p or better) facing North towards Atrium
(1) exterior fixed dome camera (1080p or better) facing West towards Memorial Park
2.3 Fire Doors at Main Entrance and Hangar 2:
(1) fire door measuring 12’6” x 11’0” between Link hallway and Hangar 2
(1) roll-up door measuring 15’5” x 8’6” inside main entrance innermost door
2.4 Gunshot Detection System
(12) gunshot sensors placed in Main Entrance Hall, Kettering Hall, Gift Shop, Atrium, and Movie Theatre
(1) Gunshot detection software installed on computer in Security Office
2.5 Speed lanes at Atrium exit
(4) sets of doors at least 63” tall and 36” wide.
2.6 Installation of six active shooter duress buttons for 88th Security Forces BDOC:
(1) ea. in the F/20487 break room
(1) ea. in the F/20494 building info desk closet
(1) ea. in the F/20497 building break room
(1) ea. in the F/20489 mezzanine next to the alarm panels
(1) ea. in the F/20489 security office next to the alarm panels
(1) ea. in the F/20489 delivery entrance next to alarm panels

This inspection will be conducted at Gate 26A located off State Route 235.
The following are exemptions to vehicles utilizing the CVDG: 8.3.1. If the vehicle has the product inside (concrete and asphalt trucks) and timely delivery is necessary due to product deterioration it does not need to enter the CVDG. To bypass the CVDG, the contractor shall submit a list containing drivers’ names, social security numbers and the state in which the driver's license is held for those drivers who will be entering the base. This shall be accomplished 24 hours prior to requested entry time. If entry is requested on Monday, this list must be submitted by Friday at 1630 hours. All lists shall be submitted to the 88th ABW/CE Directorate contract inspector. The only gates that may be used under this exemption shall be 15A, 26A, 38A, and gate 1B. If the driver's name is not on the list, he/she will not be allowed access to the installation through these gates and the base will not assume liability for denied access.
If a delivery vehicle must exit, and then re-enter the base to complete its route, the vehicle shall be resealed upon exiting the base. After initially passing through the commercial vehicle delivery gate, trucks shall be resealed at Gates 15A, 38A and 22B. The resealing of the trucks will allow them to continue to any other area of the installation (Areas A, B, or Kittyhawk) without reprocessing through the CVDG. To receive resealing assistance, the drivers shall physically stop at one of the three authorized gates and request the installation entry controller to reseal their truck and provide the next location of their delivery. The controller will reseal the truck and give the delivery driver a pre-clearance form. The driver shall present the pre-clearance form to the entry controller at the next point of installation entry.
This reentry can be through any base gate.
Vehicles may be subject to an inspection at any of installation entry control points during a directed random antiterrorism measure (RAM.) Any commercial vehicle, regardless of size, can be directed to the CVDG at the discretion of the installation entry control.
