Justification and Approval for Other Than Full and Open Competition

This document is a Justification and Approval (J&A) for a sole-source procurement under 10 U.S.C. § 3205. The Department of Homeland Security, United States Coast Guard (USCG), Aviation Logistics Center (ALC), Medium Range Surveillance (MRS) Division in Elizabeth City, North Carolina seeks to procure spare Light Emitting Diode (LED) Landing Lights (part number 900-12-100-A, National Stock Number 6220-01-HS3-7955) in support of the HC-144 Maritime Patrol Aircraft. The procurement is structured as a Firm Fixed-Price Purchase Order funded through Fiscal Year 2026 Operations and Support funds, with solicitation number 70Z03826QL0000081.

The USCG justifies the sole-source award to AeroLEDs Holdings, LLC (located at 8475 W Elisa Street, Boise, ID 83709-3615, Cage Code 6NDS0) based on the spare parts' designation as Critical Safety Items with an Acquisition Method Code of 3, requiring procurement directly from the Original Equipment Manufacturer. The USCG conducted market research from January through February 2026, reviewing AMMIS history, GSA, FEDLOG, FEDMALL, and DHS Strategic Sourcing databases, confirming no alternative sources or distributors exist. Without approval, aircraft will be grounded for extended periods, jeopardizing operational maintenance and scheduled Programmed Depot Maintenance, directly impacting the USCG's maritime patrol and search-and-rescue missions. A Sources Sought Notice (70Z03826IL0000006) was posted on SAM.gov on February 19, 2026 with a February 27, 2026 response deadline, yielding no responses. The J&A will be posted to the Government-wide Point of Entry (GPE) via SAM.gov with an estimated publication date of April 30, 2026. The Buy American Act applies to this requirement.
