About this file

This PDF is a detailed presentation defining NASA's Commercial Low Earth Orbit (LEO) Development Program's Initial Operating Capability (IOC), Continuous Crew (CC), Full Operating Capability (FOC), and Full Operating Capability+ (FOC+) stages for commercial space station development. The document outlines progressive capability requirements from December 2029 to December 2031, with increasing complexity in crew capacity, research investigations, and baseline laboratory capabilities across four tier groupings (A-D).

Key specifications include: maintaining a four-person crew with two NASA crewmembers, supporting six-month increments, and progressively expanding research capabilities from 7-20 initial investigations to approximately 100 investigations by FOC+. The tiers cover research areas including human research, life sciences, physical sciences, and technology development, with estimated middeck locker equivalent (MLE) volumes increasing from 12 MLE at IOC to 114 MLE at FOC+. NASA emphasizes that providers can propose capabilities beyond minimum requirements and may accelerate capability development, with no mandatory external payload requirements at any stage.

D E V E L O P M E N T P R O G R A MClarifications on CLDS Requirements / Assumptions

• CLDP-REQ-1130 Requirements were intended to be applicable at Full Operating Capability (FOC), not Initial Operating

Capability (IOC)

– IOC is required by Dec 2029, Continuous Crew (CC) by Dec 2030, FOC by Dec 2031

– A significant majority of Baseline Laboratory Capabilities (BLC) are commercially available now (ex: COTS, modified COTS, or with

Implementation Partner / Commercial Service Provider / Payload Developer for ISS)

– Space Station Research Explorer on NASA.gov (can select 'List All Facilities', then can perform search for specific hardware/facility types)

• Within this presentation, NASA is providing the following information to clarify utilization capability needs.

– Additional expectations for each phase (Min IOC, CC, FOC) along with including an additional new category called FOC+ for a subset of

Utilization capabilities that will not be required by FOC but are desired for the future.

– A Tiered Grouping of BLC capabilities to reflect phased groupings of BLC capabilities to enable various scientific investigations, o The Provider can propose providing more capabilities than the minimum requirements for any given Phase (i.e., min IOC, CC, FOC, FOC+) o Offerors can accelerate and minimize incremental phasing of capabilities based on their approach

– For example, Offerors can directly go to FOC based on vehicle capability as long as timing requirements are met.

– External payloads are not required as part of the initial capability o No minimum number of external payload sites will be required for any stage (IOC/CC/FOC/FOC+) o If external capabilities are offered, NASA would be interested in procuring. Pre-priced option will be requested if available.

All information is considered draft and subject to change prior to final RFP release.
