About this file

This is a Functional Requirements Response Matrix and Cost Proposal template for RFP 26-26-214617, an Electronic Payment Solution procurement by the Alaska Resource Development Council (ARRC). The RFP seeks a comprehensive electronic payment platform to support secure customer authentication, self-service payment portals, invoice management, and multi-payment processing capabilities. The solution must support mandatory requirements including secure customer authentication, customer self-service portals, invoice viewing and payment history tracking, email payment confirmations, and multiple simultaneous invoice payments, alongside high-priority features such as mobile-responsive interfaces, saved payment methods, and account statement downloads. The RFP closing date is August 13, 2026, with the contract term spanning five years from the implementation date.

The cost proposal requires vendors to provide pricing across eleven distinct cost categories including software licensing, implementation services, integration services (particularly with Oracle JD Edwards EnterpriseOne), training, and ongoing support services. Critical payment processing requirements include mandatory support for ACH payment processing, credit card payment processing, secure tokenized payment transactions, and PCI-compliant workflows, with optional integration capabilities for Wells Fargo Merchant Services and payment gateway systems. The pricing structure accounts for transaction fees, gateway fees, processor fees, and one-time migration costs across a five-year performance period, with vendors required to include all direct and indirect costs—including employee compensation, overhead, applicable taxes, and profit margins—in their submitted pricing with no allowance for additional charges beyond the grand total proposal amount.
