About this file

This Request for Proposals (RFP 26-26-214617) is issued by the Alaska Railroad Corporation (ARRC) seeking a qualified vendor to provide, implement, integrate, and support a secure, customer-facing Accounts Receivable (AR) Payment Portal solution fully integrated with Oracle JD Edwards EnterpriseOne (JDE E1). The solicitation seeks an electronic payment solution that enables customers to view invoices and account balances, make ACH and credit card payments, access payment history, manage payment methods, and reduce manual AR processing effort. The solution must integrate directly with ARRC's existing JD Edwards EnterpriseOne environment on IBMi infrastructure with IBMi DB2 database. Proposals are due by 3:00 PM local time on Thursday, August 13, 2026, via Dropbox submission. The project start date is August 19, 2026, with project completion targeted for November 1, 2026. A pre-proposal conference will not be held. The initial contract term is two years, with up to three additional one-year renewal options exercisable at ARRC's sole discretion, and ARRC may establish the solution as a long-term standard for up to ten years.

ARRC is open to alternative payment processors and gateways where vendors can demonstrate meaningful operational, technical, or financial advantages, though ARRC currently utilizes Wells Fargo Merchant Services and processes credit card payments manually. The solicitation strongly prefers solutions that minimize middleware complexity, utilize native JD Edwards integration methods, support real-time synchronization, minimize PCI scope, utilize tokenized payment processing, support SaaS or cloud-hosted deployment models, and avoid proprietary payment processor lock-in. Offerors must demonstrate a minimum of five years' experience providing similar services and provide at least three customer references for production JD Edwards-integrated AR payment portal implementations. All proposals must include a signed cover letter, Service Bid Form with acknowledged addenda, Software Scoring Matrix, and notarized Bidders Questionnaire. The evaluation criteria weighting is as follows: Firm Experience & Schedule (10%), Solution (10%), Solution Architecture & Integration (15%), Payment Processing Commercial & Operational Considerations (15%), Functional Requirements Response Matrix (20%), and Cost Proposal (30%). Alaska bidders who meet specified criteria qualify for a 5% price reduction. ARRC reserves broad rights to reject proposals, negotiate terms, conduct oral presentations with selected firms, request Best and Final Offers, and cancel the solicitation at its discretion.

SECTION A

STATEMENT OF SERVICES

1.0 INTRODUCTION

The Alaska Railroad Corporation (“ARRC”) is soliciting proposals from qualified vendors to provide, implement, integrate, and support a secure, customer-facing Accounts Receivable (AR) Payment Portal solution fully integrated with Oracle JD Edwards EnterpriseOne (JDE E1).

1.1 Purpose

ARRC seeks a focused AR payment and invoice presentment solution specifically designed for and proven in Oracle JD Edwards EnterpriseOne environments. The preferred solution shall specialize in:

• JD Edwards-integrated AR workflows

• Customer invoice presentment

• ACH and credit card payment processing

• Automated payment reconciliation

• Customer self-service account management

• PCI-compliant payment processing

• Direct/native JD Edwards integration

ARRC is not seeking a generalized eCommerce platform or broad customer engagement suite.

1.2 Background

ARRC is Alaska’s statewide railroad, providing freight, passenger, real estate, and related business services across a broad customer base. As part of these operations, ARRC manages a high volume of customer billing and receivables activity that requires secure, accurate, and efficient payment processing. ARRC is seeking a solution that supports customer self-service, improves payment visibility and reconciliation, reduces manual effort, and integrates reliably with its existing Oracle JD Edwards EnterpriseOne environment.

1.3 Current Environment and Existing Payment Processing Environment ARRC currently utilizes on-premise Oracle JD Edwards EnterpriseOne on IBMi infrastructure utilizing IBMi DB2 database as its enterprise resource planning (ERP) platform for finance and operational processes.

ARRC currently utilizes Wells Fargo Merchant Services for payment processing. ARRC currently processes credit card payments manually

2.0 SCOPE OF WORK

Under this contract, the selected contractor shall provide the software, implementation services, technical expertise, documentation, training, and support necessary to deliver a secure, customer-facing Electronic Payment Solution for ARRC. The contractor shall work collaboratively with ARRC project staff throughout planning, configuration, integration, testing, deployment, and knowledge transfer activities. The solution shall enable customers to view invoices and account balances, make ACH and credit card payments, access payment history, and manage payment methods, while integrating with Oracle JD Edwards EnterpriseOne for customer, invoice, payment, and reconciliation data. The contractor shall provide implementation guidance, system configuration, deployment support, and post-go-live support necessary for ARRC to place the solution into operational use.

2.1 The solution shall modernize and streamline current customer payment operations through implementation of a secure, PCI-compliant online payment portal that allows customers to:

• View open invoices and account balances

• Make ACH and credit card payments

• Access payment history and statements

• Manage payment methods

• Reduce manual AR processing effort

• Improve customer self-service capabilities

The solution must integrate directly with JD Edwards EnterpriseOne Accounts Receivable modules and customer master data.

2.2 ARRC is open to alternative payment processors, gateways, or merchant service models where vendors can demonstrate meaningful operational, technical, or financial advantages.

Vendors proposing alternative payment processing solutions shall clearly identify:

• expected transaction fee impacts or savings,

• gateway and processor licensing costs,

• migration requirements,

• reconciliation and settlement workflow impacts,

• PCI and security considerations,

• processor portability limitations,

• and any contractual or operational dependencies.

ARRC prefers solutions that preserve long-term flexibility and avoid unnecessary processor or gateway lock-in.

2.3 Preferred Architecture Principles

ARRC strongly prefers solutions and implementation approaches that align with the following architectural principles:

• Minimize middleware complexity and operational overhead

• Utilize native or direct Oracle JD Edwards EnterpriseOne integration methods wherever possible

• Avoid duplicate customer, invoice, and payment repositories.

• Support real-time or near-real-time synchronization between the payment portal and JD

Edwards

• Minimize custom code ownership and long-term maintenance burden for ARRC

• Minimize PCI scope and exposure to ARRC systems, infrastructure, and personnel

• Utilize tokenized payment processing and secure hosted payment workflows

• Support future JD Edwards upgrades with minimal integration rework

• Provide strong auditability and reconciliation capabilities

• Support scalable SaaS or cloud-hosted deployment models

• Provide resilient, supportable, and commercially mature architectures

• Reduce dependency on third-party integration platforms wherever feasible

• Support modern API-based integration approaches and/or JD Edwards Orchestrator capabilities

• Provide clear operational ownership boundaries between vendor-managed and ARRC-managed components

• Support maintainable and well-documented deployment architectures suitable for long-term enterprise support

• Support Wells Fargo Merchant Services integration or provide alternative commercially supported processor/gateway architecture

• Avoid proprietary payment processor lock-in that would limit ARRC’s future flexibility

ARRC strongly prefers commercially mature solutions with proven production deployments in JD Edwards EnterpriseOne environments on IBMi and IBMi DB2.

2.4 Out of Scope/ Non-Goals

ARRC is seeking a focused Electronic Payment Solution integrated with Oracle JD Edwards EnterpriseOne. The following initiatives are considered outside the scope of this procurement unless explicitly proposed as optional services:

• Full eCommerce platform replacement

• Customer Relationship Management (CRM) replacement

• Retail point-of-sale (POS) systems

ARRC reserves the right to determine that proposed services will meet ARRC requirements. ARRC reserves the right to withdraw this RFP, reject any and all proposals, advertise for new proposals, or accomplish the work by other means including issuing only some of the tasks defined in the Scope of Services above, that ARRC in its sole discretion, determines to be in its best interest. However, at its sole discretion, ARRC may require the highest ranked firms to make an oral presentation to the evaluation committee. In this event, oral presentations will be scheduled and held via video conference. The selected firms will have an opportunity to summarize the information provided in their written proposals, expand on their capabilities, experience and proposed approach and work plan and answer questions from the selection committee. Upon completion of the oral presentations, the evaluation committee will review the material presented and determine a ranking order for the firms interviewed.

DESCRIPTION WEIGHT

1. Firm Experience & Schedule 1. Weight: 10

Offerors shall demonstrate their firm’s experience delivering commercially mature, production-ready Electronic Payment Solution solutions integrated with Oracle JD Edwards EnterpriseOne. ARRC will evaluate the extent to which the firm has successfully implemented comparable solutions in production environments, the relevance and quality of that experience to ARRC’s requirements, and the firm’s demonstrated ability to provide long-term implementation, support, and operational continuity.

Due to ARRC's aggressive implementation schedule, Offerors shall also provide a detailed project schedule that identifies major tasks, milestones, deliverables, required ARRC involvement, testing activities, training, and go-live dates. The schedule shall demonstrate the Offeror's ability to successfully implement the solution within ARRC's desired timeframe and identify any assumptions, dependencies, or constraints that could affect project completion.

ARRC will evaluate the realism, completeness, and feasibility of the proposed schedule, as well as the Offeror's demonstrated history of delivering similar implementations on schedule.

CONTRACT AWARD

Once ranking has been established, ARRC will begin negotiations with the highest ranked firm. SECTION E

SELECTION PROCESS

Evaluation of Proposals

Proposals will be evaluated by a committee. Evaluation of responses to criteria set forth in Section D results in a numerical score for each proposal. Each criterion has an assigned weight for this RFP which demonstrates its relative importance. The total of all weights is 100 (100%). Each one- percent weight equates to a range of 0-5 points per Evaluator. The maximum points (score) obtainable for any proposal is equal to the product of 500 multiplied by the number of Evaluators.

1. Scoring of proposals will be accomplished as follows:

1.1 Each Evaluator will individually read and rate each Offeror’s response to each criterion described in Section D - Technical Proposal. Ratings will be based solely on contents of proposal and in compliance with the ARRC’s Instructions for Evaluation Committee. Except as may be stated within any criterion description, a rating of “5” = Best Response from all Offerors; “4” to “1” = Progressively Less Responsive; “0” = Non-Responsive. Ratings are multiplied by the assigned weights for each criterion to obtain criteria scores.

1.2 After completion of individual ratings, the Evaluation Committee will meet to discuss proposals. Evaluators may then alter their ratings; however, any changes shall be based solely on the criteria set forth in Section D.

1.3 After scoring Section D - Technical Proposal, criteria scores - Cost (if applicable), will be calculated based on criteria descriptions.

1.4 The total score for each Offeror will be obtained by summing the scores determined for each criterion in Section D. The order of ranking for negotiations shall be as follows: highest scored Offeror will be ranked first, next highest scored second, and etcetera.

2. Evaluators may discuss factual knowledge of, and may investigate Offerors’ and proposed Subcontractors’ prior work experience and performance, including projects referenced in proposal, available written evaluations, etcetera, and may contact listed references or other persons knowledgeable of a Contractor’s and/or a Subcontractor’s past performance. Factors such as overall experience relative to the proposed contract, quality of work, control of cost, and ability to meet schedules may be addressed. If any issues of significant concern to the proposed contract are discovered, the Committee may:

2.1 Provide written recommendations for consideration during contract negotiations;

2.2 Conduct discussions in accordance with paragraph 3, below.

3. The Committee may decide to conduct discussions (or “interviews”) with responsible Offerors whose proposals are determined to be reasonably susceptible of being selected for award for the purpose of clarification to assure full understanding of, and responsiveness to, the solicitation requirements. Offerors selected by the Committee for discussions may be permitted to submit Best and Final Offers (BAFO) for final Committee Evaluation. After discussions and any BAFO’s, Evaluators will determine the final scoring and ranking for contract negotiations by evaluating written and oral responses using only the criteria set forth in Section D.

4. All Offerors will be advised of the Offeror selected for negotiation and, after completion of negotiations, a Notice of Intent to Award will be provided to all Offerors. If contract negotiations are unsuccessful with Offeror(s) selected for negotiation, the Contracting Agency may either cancel the solicitation or negotiate with other Offerors in the order of ranking.
