Attachment 2, 12639522R0030

Statement of Work Rehabilitation of Sewage Lagoon #2 April 2022

1.0 Title: Sewage Lagoon #2 Rehabilitation

2.0 Location: U.S. Department of Agriculture (USDA), Animal and Plant Health Inspection Service (APHIS), Plant Protection Quarantine (PPQ) Moore Air Base, 22675 N. Moorefield Road, Edinburg Texas 78541.

3.0 Background: Moore Air Base (MAB) has its own self-contained Wastewater Treatment Plant (WWTP) with two side-by-side sewage lagoons/evaporation ponds. These ponds hold the treated effluent water. The existing ponds have been in operation since 2010. Pond #3 was relined in 2020.

The ponds are artificial with very large surface areas designed to efficiently evaporate water by exposure to sunlight and ambient temperatures. The existing High-Density Polyethylene (HDPE) liner and underlay liner have degraded and exceeded their useful life to the point that the liners are no longer functional. The old WWTP did not remove solids from the effluent and suspended them though an agitation and aeration process. This process has resulted in the sewage lagoons accumulating about 24 inches of sludge buildup on the liner. In an earlier attempt to remove the sludge, personnel determined that the liner was installed on a subgrade that had not been properly graded and leveled. Consequently, the Government must rehabilitate Pond #2.

4.0 Description: The purpose of this Statement of Work (SOW) is to procure contractor services to rehabilitate evaporation pond # 2 and provide a fully functioning sewage treatment pond system. Evaporation Pond #2 is approximately 415 ft x 250 ft x 8 ft. Reference attached plan and profile drawings “Evaporating Pond #2 Rehabilitation” dated March 30, 2022, for exact pond measurements and construction requirements. Note: “Provide” as mentioned in this SOW means to provide and install.

4.1 Contractor shall furnish all plant, labor, materials, services, and equipment, etc. to effectuate completion of this project. Material and equipment used shall be rated for the environment in which installed.
