About this file

This document contains questions and answers regarding a sewage lagoon rehabilitation project. The project involves rehabilitating an existing sewage lagoon liner and underlay liner that have degraded beyond usefulness at a Department of Agriculture Animal and Plant Health Inspection Service Marketing and Regulatory Programs Business Services facility. The solicitation number is 12639522R0030. Key details include that the previous contractor for a similar pond rehabilitation project was Jimenez Engineering Solutions under contract 1274DF19F0013, potable water would be available from the facility at rates of $0.05 per gallon for the first 6,000 gallons and $0.08 per gallon up to 15,000 gallons daily, and spoils from the project would be disposed of approximately 500 feet from the pond. The document provides specifications for the geotextile membrane under the new liner and notes the permit manager is the COR and water plant operators, with the permit located in Building 3702.

Text version

1. What was the contract number and awarded vendor for the pond number 3 (south pond) which was completed in 2020/2021?

1274DF19F0013, Jimenez Engineering Solutions

2. Was there Geotech performed when Pond 3 was done, if so, can it be released?

No Geotech was performed. However, soil boring results for the nearby wastewater treatment plant are post here on SAM.

3. Construction water will be required for subbase compaction, is there water onsite for this requirement?

Potable water is available but not for compacting. That usually takes a great amount.

4. Can contractor be issued temporary badges after background check for employees?

Employees are not required to have temporary badges. Foreman or superintendent will be on site at all times.

5. What is the subbase composition?

Regular soil.

6. The full permit book can we inquire as to the location for it since it is required to maintain onsite.

TCEQ was called and we do not fall under that category of a book all we are required to have is the permit which was available and provisions of chapter 26 of the Texas water code which are on the SOW an on our local water plant binder.

7. The TCEQ permit will dictate the notification requirements (60 day or a general letter notification) is the original permit available. This permit was written and filed in 2014. It was issue November 2020 and expires in 2025. It was retroactive/reclassified from 2014 by TECQ.

This IS NOT available online as it was disclosed during the site visit meeting. It is available online on the TCEQ website as it is part of public record.

8. It was mentioned that if water was needed then the facility would have to put a meter on the hydrant and charge the contractor for the water. At what rate would the water be charged at (per gallon).

We make our own potable water, which is limited, so we would have to cap use at 15,000 gallons per day at a rate of .05 for the first 6,000 gallons and 0.8 for up to 15,000 gallons.

9. What if any is the SWP3 requirement for the facility to ensure compliance during this project?

Don’t really understand this question completely but this pond will be out of commission during construction and will not affect the process of the facility or Wastewater treatment Plant as it has a shut off valve and another pond will be in operation. APHIS Environmental has reviewed this project for compliance with all EPA requirements. A SWP3 is not required.

10. CPR / first aid / PPE … is there any requirement for the contractor to have certified personnel onsite at all times?

The only requirements are what OSHA requires for construction site work.

12639522R0030

11. Reseeding and repairing damaged property, it was stated during the site visit that that was not required. Is that true?

Any damage property should be repaired as it was originally found as stated in the contract.

What was said on the site visit is that no reseeding will be needed on the area where you are dumping the excess silt sedimentation or if ruts were created on the disposal area.

12. Spoils disposal, how far from the pond is that pile located?

About 500 feet from the northwest end of the pond.

13. What was the reason for the rehabilitation age / damage?

The existing High-Density Polyethylene (HDPE) liner and underlay liner have degraded and exceeded useful life to the point that the liners are no longer functional. The old WWTP did not remove solids from the effluent and suspended them though an agitation and aeration process. This process has resulted in the sewage lagoons accumulating about 24 inches of sludge buildup on the liner. In an earlier attempt to remove the sludge, personnel determined that the liner was installed on a subgrade that had not been properly graded and leveled.

14. The specification on the geotextile membrane under the liner, what is the standard / specification on this membrane?

Contractor shall provide and install both geotextile underlay and HDPE 60 mil membrane liner per the manufacturer’s recommendation and installation requirements for this type of lagoon.

15. The SOW calls for coordination with TCEQ for permit, who is the permit manager / inspector / designated representative for the facility and where is the permit located?

COR/Water plant operators, and the permit is located in Building 3702.

16. Is price the determining factor for this project or is it past performance / technical capability?

See the proposal evaluation factors for award on pages 24 and 25 of the solicitation.
