About this file

This document contains responses to contractor questions regarding solicitation number 12639522R0030 for the rehabilitation of a sewage lagoon at Moore Air Base in Texas. The lagoon is an active permitted facility with the most recent permit issued in 2021. No records are available for the previous liner installed in 2010 or any geotechnical reports. While soil borings are not required, the contractor is responsible for verifying utility locations. There is a four-inch discharge pipe on the east side of the lagoon below the drivable berm. Drawings will be provided prior to construction. The solicitation, statement of work, drawings and attachments provide additional details for the rehabilitation of the sewage lagoon.

Contractor Questions & Responses

1. Is the lagoon currently permitted (active or inactive)?

Lagoon is permitted and active. Permit was issued in 2021 and is renewed every five years.

2. We will need to review the original to follow the specifications required contained in it.

Provided.

3. When was the previous liner installed?

4. Does the facility have any geo boring reports of the subbase?

No records available.

5. Is boring and geotesting required as part of this project?

This is an existing lagoon and a permanent structure is not being constructed. Soil borings/geotesting are not required at this time unless some unforeseen condition exists that would trigger soil boring.

6. Is there an engineering report from the previous liner installation available?

No records available.

7. Texas 811 location services will not mark inside the property. Is there a plan of what is on the facility from previous work and installation of elec/water?

There are no live utilities under the sewer lagoon. However, there is a four-inch discharge pipe on east side of the lagoon below the drivable berm. If available, drawings for this area will be provided prior to commencing construction. However, contractor is responsible for providing whatever equipment is required to verify utility locations. Coordinate with the facility manager/COR.
