Question 1: Describe the Entity’s experience providing parenting time services, including the number of years of experience, history and capability.

Offeror Response:

Burns Family Services (BFS) has a diverse staff with an array of experience which contribute to our capability and success. Founded in the valley, we operate a statewide network of resources, providing a state-of-the-art information system to manage and track a large and unified database to address the management of our client families and resources throughout the state. Our staff and leadership have been servicing the Department of Child Safety, the State of Arizona, and the families in cities and communities statewide for the last 10 years and through the last three consecutive contracts for supervised visitation and parenting time related services. In doing so, we have enjoyed progressively escalating success and growth in meeting both the expectations of the Department of Child Safety and the needs of the families engaging in supervised visitation services.

Our professional staff consist primarily of Case Aides, therapists, social workers, and other social support service-related specialists which serve as the framework for our demonstrated capability in service excellence. Families services by Burns Family Services are assigned a designated point of contact, readily available to fulfill all of their referral, intake, staffing, other evidence-based service needs, which we have demonstrated to be a successful model throughout our history with the Department of Child Safety. We realize that not all families share the exact same needs and that there are associated intricacies for all. Our approach has proven to be successful in supporting the families as individual entities with specific needs in the most efficient and effective methods of doing so.

Through our unique approach, and from the beginning of our relationship with the Department of Child Safety, we have grown to establish six additional visitation centers and field offices throughout the state to more efficiently meet the needs of the families serviced. We have enjoyed the successful outcome of implementing new service-driven technologies such as a real-time communication network with integrated transportation information to facilitate effective proficiency of maintaining visitation schedules. There has also been a realized expansion of our documentation management services wherein we have streamlined the timeline associated with visit occurrence to submission of documentation supporting the provided service. We have expanded our child transportation fleet to include vehicles which better accommodate the needs of larger families. Burns Family Services anticipates continued success in supporting and supervising visitation services and welcomes the opportunity to continue to demonstrate the capability to do so.

Question 2: Provide a detailed plan of how your agency will be ready to serve cases on the go‐live date, after award. The response shall at a minimum describe and provide a response for each of the following bullet points listed below:

Question 4: Describe your agency's experience in partnering with Child Welfare entities and/or other related fields, including examples that required collaboration and coordination.

Offeror Response:

Our experience partnering with Child Welfare entities include working with entities in each county to help our families find the resources they need and to assist us in providing a variety of family settings for supervised visitation and parenting time. For example, Burns Family Services has established a partnership over the years with Grace Assembly of God and Players 9th Street Youth Center in Parker, AZ with the goal of providing additional opportunities for safe and secure acceptable family interaction and other service-related needs in a rural area that generally lacks opportunities for such engagement.

Burns Family Services routinely communicates and collaborates with the contracted NPP and FCC in each county statewide. We work with Arizonans for Children in Phoenix and Mesa, learning their facilities, orienting staff to their rules, policies, and procedures to better serve our families and to provide this safe place as a center used for options in the community for supervised visitation where parents can practice parenting time. Burns Family Services collaborates with the Boys and Girls Clubs of America statewide for pickups, drop-offs, and safe visitation centers, as well as Crisis Care centers for the children. Burns Family Services also coordinates with the Baptist Church in Winslow to act as a liaison for resources for families. Burns Family Services has established a rapport with Catholic Churches in Cochise County for resources and visitation sites.Burns Family Services collaborates daily with school systems in each county of service through the coordination and collaboration of logistics for pickups and drop offs directly with front office staff, coordinators, directors of their schools and pre/after-care programs. This creates and establishes a trusted working relationship through constant communication and consistent interaction.
