Offerors shall use this SOO with applicable portions of a Request for Quote (RFQ) as the basis for preparing their quotation. Offerors shall ensure that all aspects of the SOO are thoroughly addressed in the quotation.
1.0 Purpose
This SOO describes the objectives USCG / ALC expects regarding the Windows 10 upgrade; or most recent version available, replacement and installation of the water-based dynamometer, and technical support for one (1) base year and four (4) one-year option periods. The primary goal is for the Engine
Test Cell to properly function for testing the General Electric (GE) T700 and the CT7-9C3 aircraft engines and to conform to safety parameters affecting both personnel and the environment.
2.0 Scope
The USCG ALC’s objective is to install engine specific software and instrumentation to upgrade the existing software and hardware to be Windows 10 compliant and replace / install the current water – based Dynamometer to a “turn-key” operational status. The Contractor shall provide all labor, materials, equipment, transportation, supervision, and accessories necessary to complete this requirement. The Test Cell shall be brought up to compliance by utilizing, but not limited to, Federal
Aviation Administration Advisory Circular, SAE International, Aviation Logistic Center instructions, and Occupational Safety and Health Administration (OSHA) standards for operation. Where applicable, ALC personnel and/or Base Facilities Engineering Department may provide facilities modifications should assistance arise and be pre-approved. This SOO addresses activities to be accomplished as follows:
1. Develop a proposed solution to include detailed drawings depicting the work to be accomplished.
2. Develop a list of equipment / parts required to accomplish the work.
3. Prepare and submit an implementation plan with a timeline to accomplish the work to include but not limited to: Windows 10 software and hardware required, brand and specifications of water-based Dynamometer and technical support details.
4. Initial operation training on turn-key system.
3.0 Period and Place of Performance
Upon contract award, work shall only commence as scheduled by both parties and once the contractor has all components to include software, hardware, dynamometer, qualified personnel and any other
Dynamometer Purchase and Replacement and items required to perform the tasking in this SOO. After work begins, the upgrade and Dynamometer installation is expected to be completed within sixty (60) calendar days.
