About this file

This document contains an amendment to a solicitation and statement of objectives for upgrading an engine test cell to comply with Windows 10 and replace a dynamometer. The United States Coast Guard seeks to award a firm-fixed price requirements contract for one base year and four option years. Services required include upgrading operating systems, software, hardware, sensors, and interface equipment to current standards and replace obsolete components like throttle systems to interface with test engines. The solicitation also seeks replacement of a water treatment system depending on the proposed dynamometer. Questions are due by June 16th and quotes by July 27th, with anticipated award by September 6th.

AMENDMENT 4 – WINDOWS 10 UPGRADE - QUESTIONS AND ANSWERS -

70Z03822QK0000004

The below questions and answers are not intended to change the original scope of this requirement but to answer questions received on the Statement of Objectives (SOO) scope. The requirements of the SOO remain unchanged with two primary objectives:

Upgrade the Engine Test Cell to WINDOWS 10 (or most recent available) compliance Install a new Dynamometer as a turn-key solution with the upgrade.

1. QUESTION: Please clarify the scope of the upgrade in reference to: SOO Section - 5.1.10 “Anytime during performance of the contract, the contractor shall notify the USCG to the maximum extent possible of any hardware and/or software obsolescence/non-supportable issues with the ALC Engine Test Cell configuration.”

AND

“5.1.3 The upgrade to Windows 10 compliance shall include but may not be limited to:

A. Test Cell Operating System (to include all associated software and hardware)

B. Have current access to General Electric’s (GE) Data Reduction Program (DRP) or proof demonstrating it will be obtained within sixty (60) calendar days after award. Incorporate the GE DRP for both the CT7-9C3 and T700-401 C/D to include upgrade using the Enhanced Digital Engine Control Units (EDECU) and Digital Engine Control Units (DECU) utilizing the following manuals:a. T700 Engine; Army Depot Maintenance Work Requirement (DMWR) 1-2840-248-1 through 4; b. CT7 Engine; GE Shop Manual SEI-578 72-00-00 TESTING 002 CT7-9, c. Test Cell Engine Standard Operating Procedure (SOP), C. Identify and propose any other software programs that may be required …”

QUESTION: Should the below items be included in the upgrade:

1. T700 Dyno

2. Dyno controller

3. Test stand with required T700 interface equipment

4. Data acquisition system (from integrator)

5. Computer

6. All “front-end” hardware due to obsolescence

7. Monitors

8. Printers

9. PLC for engine & facility control

10. Interface to the dyno controller

11. Interconnecting cabling and miscellaneous items needed for this equipment

12. CT7/T700 specific software and obtaining and installing the GE software

13. Training/installation/warranty

ANSWER: Yes, in addition to and not limited to the above items, the following will also need to be addressed and included in the Windows 10 upgrade:

1. MDS Throttle system is obsolete and needs to be replaced from operators console to engine to including the engine interface with T700 and CT7-9C3 HMU’s.

2. Bellmouth, depending on proposed test stand, the Bellmouth and engine interface adapters may need to be modified or replaced depending on test stand OEM and GE recommendations to meet or exceed GE DRP performance standards.

3. Current Pressure and temperature sensors may need to be replaced as required to meet or exceed GE DRP performance standards and tolerance limits.

4. Pressure sensors may be required to be added to monitor facilities and atmospheric conditions included but not limited to:

a. Building Air supply pressure

b. Starter Air Supply Pressure and temperature

c. Weather conditions, wind speed and direction, humidity (Wet and Dry bulb), Barometric

Pressure, etc.

d. Exhaust Augmenter pressure (4 each or as required for engine performance calculations)

5. Temperatures as may be required to be added to monitor facilities and atmospheric conditions included but not limited to:

a. Building Inlet and exhaust

b. water reservoir

c. Starter Air Supply

d. Exhaust Augmenter pressure (4 each or as required for engine performance calculations)

6. Other pressure and temperature as may be required by dynamometer system or other test cell components to meet or exceed the DRP performance requirements.

2. QUESTION: Please clarify “Cooling tower and water treatment controller are obsolete and may be replaced”

ANSWER:

The water system requirements will greatly depend on the proposed Dynamometer. The Kahn dynamometer as advised by Kahn required 50 +/- 2 psi for operations. In the upgraded and current configuration (2010-2011) the new lift pumps, the new filter and new accumulator tank were added as part of the last system upgrade. The dual lift pumps feed through a single strainer, to a single filter, to a single regulator and a single accumulator, then it enters the test cell to an overhead flow meter and comes down from the ceiling and feeds the dynamometer inlet valve.

This was barely able to maintain the systems pressures required during very low or very high loads, the following limits and water system pressure envelope were established with Kahn, the contractor and the USCG COR: 30 – 85 psi during operation. The test cell limits were agreed upon and set accordingly. The water treatment controller, pumps and storage systems are obsolete.

The cooling tower and water system requirements will greatly depend on the proposed Dynamometer.

The original cooling tower may have been sized just for operation of a dynamometer capable of running the LTS-101 engine. The T58/T700 test cell dynamometer that was originally installed was an Air Dynamometer and the cell did not require any cooling water at that time. Later the LTS-101 dynamometer was removed as part of the first T700/CT7-9C3 test cell upgrade. Test cell 2 is currently being used for engine and gearbox cleaning station and some engine shop storage.

The Intake and Exhaust baffles are not part of the scope for the WINDOWS 10 upgrade for TEST CELL 2 at this time.

THE CLOSING DATE FOR QUOTATIONS IS EXTENDED TO JULY 27, 2022.
