About this file
This document is Attachment 1 - Terms and Conditions for DHS acquisition of commercial items under solicitation 70Z03826QJ0000280, effective as of July 2023 with various updates through August 2025.
The solicitation applies to the U.S. Coast Guard's acquisition of a Coupling Half, Quick (Part Number 3305-4, National Stock Number 4730-00-819-9162) manufactured exclusively by Eaton Aeroquip, LLC (Cage Code 00624). Evaluation will be based on technical acceptability and lowest price, with award made to the lowest priced, technically acceptable offeror. The contractor must accept FAR 52.217-6 pricing terms and indicate willingness to honor pricing for one year after award or provide a final pricing date. At the time of award, USCG intends to place an initial order for 25 items with an option to order up to 20 additional items (45 total maximum) at the same price and lead time within 365 days of award. Delivery is F.O.B. Destination to USCG Aviation Logistics Center in Elizabeth City, North Carolina. Items must include Certificate of Conformance per FAR 52.246-15, full traceability documentation, and appropriate packaging to prevent damage during shipment and one-year warehouse storage. All invoices should be submitted electronically to ALC-Fiscal@uscg.mil, with payment made electronically per FAR 52.232-33.
The terms and conditions incorporate numerous FAR clauses and deviations addressing security prohibitions, covered telecommunications equipment, Iran sanctions compliance, Sudan restrictions, FASCSA orders, sustainable products, DEI discrimination prevention, whistleblower rights, child labor certification, and information system safeguarding requirements. Contractors must report any non-compliant products or services within 72 hours and conduct reasonable inquiries regarding FASCSA orders at least quarterly. Quality assurance requirements mandate immediate notification of supply changes, defects, or non-conforming conditions, with all changes subject to USCG approval before implementation.
