About this file

This Technical Specifications document details a chiller system for the National Renewable Energy Laboratory (NREL) to support hydrogen production in a MultiMegawatt (MMW) electrolyzer project. The specification requires an outdoor air-cooled chiller system with a total cooling capacity of at least 30 tons, utilizing multiple units (minimum 2) to cool glycol process fluid for hydrogen drying. The system must use 50/50 propylene glycol and water, maintain a flow rate of 90-120 gpm, and operate at fluid temperatures of 35-37°F with supply pressures between 60-100 psi.

The technical requirements include outdoor rating, NEMA 3R enclosure, operation at 6,000 feet elevation, ambient temperatures of 0-95°F, wind speeds up to 80 mph, and survival capabilities at -20-104°F with wind speeds up to 155 mph. Electrical specifications call for 480 VAC 3-phase power, remote on/off control, and OSHA-approved NRTL listing for electrical components. Two configuration options are provided: one with two independent chillers and a passive buffer tank, and another with a single chiller featuring two independent refrigeration loops. The delivery timeline targets March 2026, with NREL responsible for process piping and connections to the drying equipment and heat exchangers.

"MMW Chiller for Balance of Plant"

11/19/2025

BACKGROUND

The National Renewable Energy Laboratory (NREL) is the U.S. Department of Energy’s (DOE) primary national laboratory for energy systems research and development. As the energy systems laboratory, NREL’s unique strength lies in developing and integrating a broad array of energy technologies into robust, resilient systems - bridging foundational research with practical applications to lower energy costs, drive economic growth, bolster national security, and deliver abundant and reliable energy.

Chiller to cool glycol process fluid for the function of cooling and drying the hydrogen that is produced by the MultiMegawat (MMW) electrolyzer project.

OBJECTIVE

This chiller is part of the process of creating dry gaseous hydrogen with a proton exchange membrane (PEM) electrolyzer. As part of the PEM process hydrogen is created saturated with water. In order to use this hydrogen in fuel cells and other equipment the hydrogen must be dried. This chiller will provide cooled glycol to condense the water out of the hydrogen stream as the bulk reduction of water step of the process. NREL will be responsible for process piping to connect the chiller(s) to the drying equipment and heat exchanges. This purchase request is for chiller, glycol pump, and glycol buffer tank system with process port connections for glycol.

SPECIFICATIONS:

REQUIRED CAPABILITIES

• Outdoor air-cooled chiller system that uses multiple (minimum 2) units to reach a total cooling capacity of at least 30 tons of cooling.

o Request is for self-contained units with and process fluid inlet and outlet.

Process connection and process heat exchangers will be NREL’s scope.

o Required process cooling will be variable. Chillers will need to be able to accommodate variable cooling demand (VFD controlled refrigeration compressor preferred) o R410A refrigerant is preferred but not necessary.

• Process side (cooled fluid) specifications o 50/50 propylene glycol and water o Flow rate 90-120 gpm total flow o Expected fluid temperature 35-37F o Supply pressure of 60 psi up to 100 psi are acceptable o Please see diagrams below for initial process flow diagram options.

• Ambient operating conditions o Entire unit must be outdoor rated o NEMA 3R rated enclosure minimum (rain/snow/blown dust) o Fan motors should have provision to be able to operate in rain and snow.

o Elevation 6,000 feet above sea level o Operation in following conditions

0 – 95 F ambient temperature Wind speeds up to 80 mph o Survivability (system operation will be paused (chiller/pumps off) and then manually restarted at above ambient operation conditions) -20 – 104 F ambient temperature Wind speeds up to 155 mph (wind breaks can be installed by NREL if necessary)

• Utilities and Controls o 480 VAC 3 phase o Remote control input for on/off o Remote temperature control is not necessary if local settings remain through power cycles o Entire unit should be as OSHA approved NRTL listed (UL, CSA, etc.) for the electrical components. If entire unit is not listed, any electrical component above 50 volts must be individually NRTL listed.

TECHNICAL OR SAFETY REQUIREMENTS

• Entire unit should be as OSHA approved NRTL listed (UL, CSA, etc.) for the electrical components. If entire unit is not listed, any electrical component above 50 volts must be individually NRTL listed.

TIMELINE

• TM: Delivery needed by 3/2026
