The contractor is required to provide all necessary equipment, operators, supervision, and support functions to perform dust abatement operations, ensuring a uniform spread of material on roads without over-spray into ditches or waterways, and complying with specified quality standards.

Key contract terms include delivery of task orders at least 2 weeks in advance, with the Contracting Officer's Representative (COR) confirming delivery 48 hours prior. Payment will be based on actual quantities accepted, with quantities in the Schedule of Items serving as estimates. The contractor must develop a Quality Control Plan and is responsible for managing quality control, while the government will perform quality assurance. STATEMENT OF WORK

Scope This contract requires the Contractor to furnish and apply Calcium Chloride dust palliative materials on Forest roads. The Contractor shall provide all equipment, operating supplies, operators, supervision, and support functions necessary to perform the work in compliance with these terms, specifications, and provisions.

Location and Description The work is located throughout northern Idaho and western Montana on the Lolo, Flathead, Kootenai, Bitterroot, and Idaho Panhandle National Forests (See Attached Vicinity Maps), and other adjacent forests. Maps describing in detail the roads and vicinities of the project will accompany task orders issued for the work.

Site Visit No site visit is planned for this project. Per FAR 52.237-1, contractors are encouraged to inspect the sites where services are to be performed and local conditions that may affect costs.

Existing Facilities In addition to the requirements of the Use of Premises Clause of this contract, all existing facilities such as signs, cattleguards, and culverts damaged by the Contractor shall be replaced or repaired by the Contractor at no additional cost to the Government.

End Product Description After performing Dust Abatement operation, the roadway:

- Shall have a uniform spread of abatement material on the road.

- Shall have no over-spray running into ditches or waterways.

- Shall have a product that complies with SPS 412.

- Shall have an Application Rate as listed in the Schedule of Items.

- Shall not have been contaminated by other products hauled in the distribution equipment.

- Shall have been accomplished within the requirements of the solicitation.

Contractor’s Quality Control Plan The Contractor, not the Government, is responsible for management and quality control actions to meet the terms of this contract. The role of the Government is quality assurance to ensure contract standards are met.

Records of quality inspections shall be kept and made available to the Government throughout the performance period and for the period after contract completion until final settlement of any claims under this contract.

As part of the quote submitted, the Contractor shall provide a Quality Control Plan that outlines, in part, a performance strategy and addresses all major points contained in the Quality Assurance Plan, Exhibit 1.

Government’s Quality Assurance Plan See attached Quality Assurance Plan (Att. 2) for full understanding of all tasks required and acceptable quality levels.

Delivery Time The Contracting Officer's Representative (COR) will inform the Contractor of the proposed delivery date and issue task orders for each subitem at least 2 weeks in advance. The COR will confirm the delivery order by telephone, in writing, or by FAX a minimum of 48 hours prior to the desired time of delivery.

If the Contractor fails to deliver the product by the specified time, the Contractor may be assessed actual damages to the Government, including but not limited to all costs incurred in road surface watering and blading, as well as administrative costs.

Delivery Locations Specific delivery locations will be identified in the task order. Projects will be combined when advantageous and practical. Due to steep grades, narrow roads or lack of an adequate turn around location, tractor trailer and truck trailer hauling units may have to be off loaded to distribution vehicles adjacent to the state highway. Contractors should inspect all road systems to ensure that their hauling and distribution vehicles are suitable for use.

Basis of Payment

(a) Quantities stated in the Schedule of Items are estimates only and will be used for evaluation of quotes. Delivery of quantities in excess of those estimated will not be required unless agreed to by the Contractor. When each hauling/distribution vehicle cannot be readily weighed to determine quantities, the actual weight of material in vehicle tanks shall be determined at the start of the project. Thereafter, the number of vehicle loads applied to the road surface shall be used for quantity determination, provided each load is filled to the same level, each load is completely emptied on the project, and material lost from the load is deducted. The COR may direct additional check weighing of loaded and empty vehicles at any time.

(b) Payment will be made at the contract unit prices, for actual quantities accepted in accordance with the Quality Assurance Plan of this contract, less any adjustment for sub-standard materials. Pricing for Option Years will go into effect at time of renewal, should the options be exercised.
