STATEMENT OF WORK
FOR
Parade Ground Public Address System 24 June 2020
1. GENERAL: This is a Firm-Fixed Price Commodity contract (with incidental install) to purchase (with installation) of a new Public Address System on JBSA-Lackland Air Force Base Texas.
1.1 Description of Project: The contractor shall furnish all labor, supervision, materials, supplies, tools, equipment, and expertise necessary to perform the installation of a public address system. Performance under this Purchase Order shall be performed in accordance with the terms, conditions, and specifications stated herein until government acceptance occurs.
1.2 Objectives: Final Public Address System shall be tested to ensure system operates effectively and efficiently meets industry wattage and decibel level standards for spectators to hear from all seating positions. System shall also be tested to ensure audience is not exposed to hazardous noise levels in accordance with industry standards, AFI 48-127, Occupational Noise and Hearing Conservation Program, and DoDI 6055.12, Hearing Conservation Program, guidance. All materials and accessories shall be installed in accordance with industry standards and manufacture’s recommendations. The contractor will coordinate all delivery times with the customer.
1.3 Project Management: The Contractor shall identify and provide a single Point of Contact (POC) to provide overall management and supervision during the term of this project. The single POC will serve as representative for the customer representatives to ensure the delivery and installation of public address system awarded by 502 Contracting Squadron (CONS). It is necessary to ensure public address system is successfully delivered and installed on time. All pertinent communications should be written or confirmed in writing.
1.4 Location: This project requires purchase, delivery, and installation of public address system at 2254 Bong Ave, JBSA Lackland, TX 78236.
1.5 Interactions: Interaction between the contractor and their personnel with Basic Military Training (BMT) students (“Trainees’ / ‘Airmen’) is prohibited. The contractor shall be responsible for off-loading items from delivery vehicles and shall provide any additional equipment to accomplish the task.
1.6 Damages: The Contractor shall be responsible for any damage to the site which occurs during delivery and installation. It is incumbent upon the contractor to identify any existing damage to the site by means of a Pre-Installation and Delivery Walk-Thru, and submissions of checklists to the designated agency representative on site.
1.7 Disposal/Clean-up: The contractor shall clean up and dispose of waste materials or rubbish in accordance with this paragraph and all applicable federal, state & local regulations, standards, codes & laws. The contractor will remove and dispose all old public address systems being replaced. The contractor will be responsible to have any roll-off dumpsters delivered and removed as necessary to complete this project. Unless directed

Parade Ground Speaker System otherwise, the contractor shall remove all packing materials, debris, and cartons from the project site to include any defective product or material that has been delivered to the site in error. Do not dispose of or discard recyclables, packing materials or trash in any recycling or trash containers or dumpsters located on the installation.
1.8 Contractor Staging: Contractor will stage in the main parking lot, east of the bleachers and not drive on the “Bomb Run” or on the grassy area unless the Contractor provides a form of protective barrier preventing any damages. Contractor will be responsible for securing their equipment and supplies needed to perform the work task.
2. SECURITY:
2.1 Security Requirements: The contractors shall comply at all times with base security requirements to include base pass requirements. As appropriate, the Contracting Squadron will offer Level I – Antiterrorism (AT) Awareness Training to all contractors IAW DoDIO-
2000.16 V.1_AFI 10-245. Coordination for training should be done by the requiring unit after contract award. For non-Common Access Card (CAC) holder personnel training can be accomplished at https://jkodirect.jten.mil/atlas2/page/login/login.jsf.
Contract modifications shall be forwarded to the installation AT Office org box 802SFS.S5X.Antiterrorism@us.af.mil to ensure AT considerations and measures are included and all AT standards are compliant.
2.2 Entry Requirements: The contractor shall obtain base identification and any required vehicle passes for all contractor personnel who make frequent visits to or perform work on the Air Force installation(s) cited in the contract. The contractor shall, within 3 working days after receiving award, submit a written request on company letterhead to the contracting officer listing the following: contract number, location of work site, start and stop dates, hours of required access, and names of employees and subcontractor employees requiring installation access. The letter must include the employee Name, Date of Birth, Driver License (or State issued ID) number, and State of Issuance for the purpose of background vetting. The Contracting Officer (or Contracting officer Representative) will endorse the request and submit to Security Forces for processing. For contracts lasting 180 days or more, the CO or will forward the request to the 802sfs.s5.passregistration@us.af.mil org box. For contracts lasting less than 180 days, the CO will forward the request to the Lackland.VRC@us.af.mil org box. Submission of late, inaccurate or incomplete information could delay issuance of access credentials. During performance of the contract, the contractor shall be responsible for obtaining required identification for newly assigned personnel and for prompt return of credentials to the CO, for any employee who no longer requires access to the work site. Upon completion, termination of employee, termination of the contract or expiration of the identification passes, the prime contractor shall ensure that all base identification passes issued to employees and subcontractor employees are returned to the CO Officer. The CO will notify 802 SFS Pass and Registration at 802sfs.s5.passregistration@us.af.mil org box or in person to turn in credentials after completion or termination of employees.
2.3 Entry Requirements for Controlled or Restricted Areas: In the event the work will take place within an Air Force Controlled or Restricted Area (i.e. airfield, aircraft parking areas, classified areas, armories, pharmacies, funds facilities, etc.), access into the area will be denied unless contractor employees, to include sub-contractors, are identified on an approved Entry Authority List (EAL). The contractor is responsible for providing the names, date of birth, driver’s license number and state of issue for each employee to the CO, at least 30 days prior to the first day of performance. The request must also include the

Contract Number, the specific location of the Controlled/Restricted area where work will be accomplished, and inclusive dates required for contract performance. This is a separate requirement from the entry credentials as identified in the previous paragraph. All requests for Entry Authority List inclusion must be on Company letterhead. The CO will in turn provide the information to Security Forces Installation Security Section, (802 SFS/S5S) for processing. Any EAL requests submitted to the Visitor Control Center or Pass & Registration will not be processed. The submission of employee information for EAL purposes is a separate requirement from the submission of information for Installation Access Passes and must be on separate letters.
2.4 Traffic Laws: Contractor and employees shall comply with base traffic regulations. Use of handheld devices/phones, radar detectors, or dash-cameras are prohibited. Speed limits are strictly enforced. All large commercial vehicles must be inspected at the Commercial Vehicle Inspection area. Any sub-contractors and delivery drivers (i.e., concrete, asphalt, construction materials, etc.), must be properly sponsored by a Government employee and must be credentialed prior to entry.
2.5 Weapons, Firearms, Ammunition: Contractor employees are prohibited from possessing weapons, firearms or ammunition, on themselves or within contractor-owned or privately-owned vehicles while on JBSA-Lackland.
2.6 Physical Security: The contractor will comply with Force Protection Condition (FPCON) procedures, Random Antiterrorism Measures (RAMS) and local inspection/identification requirements. The contractor shall safeguard all government property, including controlled forms, provided for contractor use. At the close of each work period, government training equipment, ground aerospace vehicles, facilities, support equipment, and other valuable materials shall be secured. Areas controlled by contractor employees shall comply with base Operations Plans/instructions. The contractor shall safeguard all keys issued by the government and ensure they are used only by authorized contractor personnel. The contractor shall not duplicate issued keys and shall report lost keys to the contracting officer immediately. The contractor will be charged for lost keys, re-keying, and lock replacement as applicable. Contractor must submit the proposed access/haul route for coordination and approval by 802 SFS Installation Security Section.
