STATEMENT OF WORK (SOW)
Project: NCSL Mechanical Repair
Rev 0 dated November 8, 2023
Location: Northern Crops Science Lab 1307 18th Street North Fargo, ND 58102
GENERAL INFORMATION
1.0 Scope of Work: Provide DDC controls and Mechanical work to replace failing steam coils, valves, fittings and controls to Northern Crop Science Laboratory. All work must be completed in accordance with manufacturers specifications, current codes, and standard trade practices.
2.0 Background: Repairs and upgrades are necessary for the proper functioning of HVAC mechanical equipment at the NCSL.
Items to be addressed by this contract:
• Replace all four steam coils leaking in Air Handler #3 in the West Penthouse.
• Replace all four steam gate valves and two pneumatic controlled steam valves currently leaking.
• Replace the existing controls on Unit #3 which are Pneumatic and in need of upgrade.
• Replace pneumatic controllers with DDC actuators on Air Handler #6.
• Replace leaking steam coil in air handler #BP-AH-1.
• Replace original team traps, strainers, isolation valves, check valves, and vacuum breakers.
• Install check valves on discharge side of two (2) glycol pumps for refrigeration equipment and install two (2) VFD drives.
CONTRACTOR REQUIREMENTS
3.0 Technical Requirements
A. Steam Coils and Associated Components to be Replaced:
• (4) Steam coils and controls on Air Handler #3 and #6 in west Penthouse.
• (1) Steam coil on Air handler #BP-AH-1 in Seed Cleaning.
• (4) Steam traps and strainers shall be replaced on AHU 1 below deck in east penthouse.
B. Air Handler #3 and #6:
• Isolate four steam coils and gate valves on air handler #3, then remove and replace four steam coils and four steam gate valves at coils.
• Install all new parts and materials in accordance with manufacture’s specifications.
• On condensate drain side, remove and replace six steam traps (new ones remain), eight strainers, eight isolation gate valves, eight check valves, and four vacuum breakers. Re-pipe as necessary.
• Replace pneumatic components on air handler #3 and corresponding air handler #6 to include two steam valves, a chilled water valve, and seven damper actuators with DDC components. All components to be labeled and controllers in panels to be labeled.
• Install new insulation where insulation is damaged, missing, or cut out for work.
• Clean up work area and remove trash.
• One-year parts and labor warranty.
C. Air Handler #BP-AH-1
• Isolate steam coil on air handler #BP-AH-1, then remove and replace steam coil.
• Install all new parts and materials in accordance with manufacture’s specifications.
• On condensate drain side, remove and replace two steam traps, two strainers, four isolation valves and one vacuum breaker. Re-pipe as necessary.
• Install new insulation where insulation is damaged, missing, or cut out for work.
• In Seed Cleaning mechanical room and related air handlers and below, replace all pneumatic steam valves, actuators, a chilled water valve, a reheat valve, update controls, complete programming, and verify operation.
• Clean up work areas and remove associated trash.
D. Domestic Hot Water Steam Converter
• Install all new parts and materials in accordance with manufacture’s specifications.
• Replace two steam gate valves, one before and one after steam valve actuator.
• Remove and clean incoming steam strainer and reinstall.
• On condensate drain side, remove and replace two steam traps, two strainers, four isolation valves and one vacuum breaker. Re-pipe as necessary.
• Install new insulation where insulation is damaged, missing, or cut out for work.
E. Glycol Pumps Check Valves and VFD Drives
• Install check valves on discharge side of two pumps and complete re-pipe.
• Refill and bleed air from glycol circuit and verify leak free and full.
• Install new insulation where insulation has been damaged, missing, or cut out for work.
• Properly size and install two drives for pumps, wire and program into BAS System
• One-year parts and labor Warranty.
4.0 Government Furnished: N/A
5.0 Deliverables / Schedule:
• Submittals (must be received no more than 30 days after award):
o Provide cutsheets on all mechanical equipment to be replaced. Ensure that dimensions are included.
o Provide work schedule, including schedule for delivery of materials, no more than
60 days from the date of the award.
• Testing:
o USDA shall be notified in advance of equipment startup upon completion of repairs. USDA will be present to witness and assist in verification of operation.
o Contractor at completion of project will do a walk through with USDA personnel to address any deficiencies.
• Provide all operation and maintenance manuals in both hard copy and digital formats (Adobe Acrobat PDF file is appropriate).
6.0 Travel: Not Applicable
7.0 Contractor’s Key Personnel: Contractor must have staff experienced in steam piping and controls. Lead man on job must have Journeyman’s License in their respective trade.
8.0 Security Requirements: Contractor shall meet with the Maintenance Staff on 1st day of construction to coordinate temporary parking permits, badges and keys as necessary. All contractors shall have a U.S. photo ID, such as U.S. Driver’s License or U.S. passport.
9.0 Data Rights: Not Applicable
10.0 Section 508 – Electronic and Information Technology Standards: Electronic submittals and manuals are to be in Adobe file format.
11.0 Period of Performance: The performance period for this task is 120 days with 30 days allotted for submittals and approvals and 90 days allotted for construction and testing.
