Statement of Work – Video System
Minot Air Force Base North Dakota
Minot CCTV Flight Line and Gates Camera System Statement of Work (SoW)
1.0. DESCRIPTION OF SERVICES:
The contractor shall install an installation and gate video management, distribution and archiving system at Minot AFB. The system must be on Air Force Approved Product Listing (APL) and must meet Air Force Authority to Operate (ATO) on Air Force network. Additionally all system components must be sourced from the current version of the IDS Equipment List maintained by the Air Force Security Forces Center. The system shall be capable of the management, distribution and archiving of live and on demand content. The primary/over-ride control of the system and cameras shall be through the 5th Security Forces Squadron (5 SFS) control center, located at building 547. A secondary control/viewing unit capability shall be located in building 475. The system shall provide visual surveillance capability of identified flight line locations and at each of Minot’s 3 installation gates positioned so the inbound lane camera is capable of reading license plates and viewing drivers in the identification check areas. The out bound lane camera shall also be positioned so as to read vehicle license plates and view driver’s as they depart the base adjacent to the identification check area, as identified in Air Force Instruction 31-101, Integrated Defense, paragraphs 3.6.1.4. through 3.6.1.4.2.
and UFC 4-022-01, Entry Control Facilities Access Control Points. The contractor will install a system as described below.
2.0. WORK QUALITY:
After any maintenance, adjustments or repairs are accomplished, the video system shall operate as inspected demonstrated by the initial performance test and the manufacturer's recommendations. All work will be certified by representatives from the 5th Security Forces Squadron (5 SFS) and the 5th Communications Squadron (5 CS).
3.0. VIDEO SYSTEM REQUIREMNENTS:
3.1. Video Management System (VMS). The VMS shall be Air Force approved for use on Minot’s local area network (LAN). The VMS shall be sized & licensed for a minimum of (15) FULL HD 1080P CCTV cameras, with the capability of expansion for additional cameras. The VMS will be rack mounted with the displays, keyboard, mouse, and joystick's being remoted to the monitoring location.
System shall record all camera streams and recordings shall be held for a minimum of 30-days. The primary user location will be within 300 cable foot length of the equipment rack.
3.2. VMS Workstations. 2 workstations shall be included in this project and installed at user identified locations (Bldg 547 and Bldg 475). The main VMS in Bldg 547 shall be programed as the master system with user identifying the type of access granted to each individual client workstation.
3.3. System Cameras.
3.3.1. All 15 cameras shall be FULL HD 1080P color pan-tilt-zoom cameras.
3.3.2. All cameras shall be in a protective housing to protect the cameras from the North Dakota environment and shall comply section 889(a)(1)(A) of the National Defense Authorization Act for Fiscal Year 2019
3.3.3. All cameras will be mounted to the side of the facilities identified by the user.
3.3.3.1. Currently (9) camera locations have existing cameras. If possible, use the existing facility camera mounts in place.
3.3.3.2. Six (6) cameras will be mounted to new facilities, no camera mounts exist in these locations.
3.3.4. All camera mounted locations shall be within 100 to 300 cable foot length of the sever equipment rack for the facility.
3.4. System Expansion. System shall be capable of adding additional cameras to be placed at a later time at multiple location throughout the installation. System must also be able to add additional system monitoring/viewing systems that can be granted all or limited VMS controls as identified by or controlled by the main VMS in Bldg 547.
3.5. System Batteries/UPS.
4.0. TRAINING.
- Provide hands-on training for up to 15 system operators
- Provide hands-on training for up to 4 system administrators
- Provide training guide (electronically & printed copy) for system administrators and operators
- Provide training/user guides for remote viewing locations
- Provide minor maintenance training to system administrators
- Provide maintenance guide for minor maintenance/system trouble shooting
5.0. SYSTEM MAINTENANCE/SUPPORT. System installation should provide a 1 year maintenance/support of the installed system. Coverage should include;
- A telephone maintenance support for user trouble shooting issues
- Response by a technician when telephone maintenance can’t resolve system issues
- Replacement of defective components
- System software updates that occur within the year
6.0. VIDEO SYSTEM INSTALLATION/PREPARATION:
The contractor will conduct a sight survey of the proposed camera locations for the purpose of identifying areas where camera installation requires minimum or no additional infrastructure support.
Identify existing user installed camera systems that can be incorporated into the new video management system.
7.0. SECURITY REQUIREMENTS
7.1. The contract holder will complete a listing of all personnel needing regular access to the base in association with this contract within 15 calendar days following the start date of the contract. The following items required are as follows:

7.1.1. This is required of all personnel and must be kept current as changes occur. After review and approval, the 5 SFS Visitors Center will contact the company informing them that their employee can come to the Visitors Center to be issued an identification card.
7.1.2. Visitor Pass. Minot Air Force base is a closed base. All personnel entering must have a specific permission of the installation commander for entry. This permission is granted when the contractor and employees are issued an AF Form 75, Visitor Pass.
7.1.3. Any employees with pervious felony arrests will be denied access to the base, any employees with multiple misdemeanor arrest may also be denied base access.
7.2. Contractor Access to Worksite. The contractor must be prepared to be reasonably delayed to process into the work site area and reasonably delayed prior to departing the work site area.
7.3. Reporting Requirements. Contractor personnel shall report to the appropriate authority any information or circumstances of which they are aware may pose a threat to the security of DoD personnel, contractor personnel, resources, and classified or unclassified defense information.
Contractor's employees shall be briefed by their immediate supervisor upon initial on-base assignment.
7.4. Physical Security. The contractor shall be responsible for safe guarding all government property and controlled forms provided for contractor use. At the end of each work period, all government facilities, equipment and material shall be secured.
7.5. Compliance with Laws and Regulations. The contractor shall be knowledgeable of and comply with all applicable federal, state and requirements regarding environmental protection to include AFI 32-7080, pollution Prevention Program, AFI 32-7042, Solid and Hazardous 133, North Dakota Administrative Code 33-24-02-06, and base Hazardous Waste Management Plan (September 2005) 5 BW-32-7043. In the event environmental laws/regulation/requirements change during the term of this contract, the contractor shall comply with such regulations as changed. The contractor shall comply with the base Hazardous Waste Management Plan (September 2005) when turning in wastes generated from the spill.
7.6. Security Requirements. All contractor employees shall be required to have in their possession an identification pass at all times while on the installation. The contractor shall obtain passes by an application at the Base Contracting Office.
7.7. The SFS representative will provide an orientation briefing for all contractor employees designated to work at the range booth preparation area before performance of this contract. This briefing will include security requirements associated with working at the site and contractor actions during security responses.
7.8. The contractor and his employees shall be subject to all base regulations.
7.9. Traffic Laws. The contractor and its employees shall comply with base traffic regulations.
7.10. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms or ammunition on themselves or within their contractor-owned or privately owned vehicle while on Minot Air Force Base.
7.11. Damage to Government Property. The Contractor shall notify the government when damage to government property is discovered. Any damage to government property caused by the Contractor shall be repaired or replaced by the Contractor at the Contractor’s expense. The Contractor shall annotate on the inspection report, the damage, the cause of damage (if known) and a proposal for repair.
7.12. Fire Extinguisher. The Contractor is responsible for providing sufficient-fully charged and operable fire extinguisher at each job site.
7.13. Fire and Emergency Reporting. Dial 911 from a standard phone. Dial 723-2461 from a cellular phone.
8.0 GOVERNMENT FURNISHED PROPERTY:
8.1 The Contractor shall not use property provided by the Government for any purpose other than in the performance of this contract.
8.2. Availabilities of Utilities. All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be used required or removed by the contractor will be at the contractor's expense. Temporary connection shall follow existing lines of the building and shall be installed safely IAW standard commercial practices.
8.3. For locations where cameras currently exist, there is no need for contractor to provide network switches as GFE network infrastructure is in place and available for the camera system. Existing network infrastructure supports 1GB bandwidth at each workstation or server, and 100MB bandwidth to each camera. Installation needed video cable between the camera and facility network remains contractor responsibility.
8.4. There is space available to install equipment rack at the head end location.
8.5. There is space available to install desktop monitors for system camera view displays.
9.0. STORAGE OF MATERIAL.
9.1 The Contractor shall not store material and equipment in the work area without the approval and coordination with 5 SFS. Material and equipment approved for storage shall be placed to provide continued facility use, neat in appearance and shall assure safety.
10.0. GENERAL INFORMATION
10.1. Hours of Operation. Work shall be performed in a manner to create minimum disturbance and in convenience to the use of the facility. Contactor personnel will be limited to work areas. Personnel access or escorted entry will be coordinated through the 5 SFS/S5.
10.2. Base Closures. Work scheduled but not accomplished because of base closure due to weather, exercises or actual alert, will be accomplished as soon as possible after the reopening the base.
11.0. RECORDS
11.1. All records, files, documents, regardless of media (e.g., paper, electronic, etc.), as described in the SOW, that are the responsibility of the contractor are the property of the Government and shall remain so upon termination or completion of the contract. The contractor shall keep these items current and maintain and dispose of them in accordance with the requirements established in Air Force Instruction (AFI) 33-322, Records Management Program, and the Air Force Records Disposition Schedule, or retention directed by AFI 31-101. Records shall be turned over to the Government upon completion of the contract unless otherwise stated. All records are subject to the Freedom of Information and Privacy Act. The Minot AFB Records Management Office (5 CS/SCXR), 723- 7542/2084, will provide assistance and training to the contractor to ensure compliance with Federal record keeping requirements.
