San Juan Island National Historical Park

Attachment 1 – Scope of Work (SOW)

Cedar Strip Tribal Canoe Exhibit for Visitor Center at American Camp

1. BACKGROUND

The National Park Service (NPS) at San Juan Island National Historical Park (SAJH) located in Friday Harbor, WA, is opening a new visitor contact center to the public by Summer/Fall 2022. The state-of-the-art interpretive facility will be the primary visitor contact point to the American Camp unit of the park. Approximately 425,000 people visit SAJH annually. The park seeks to acquire custom-made interpretive exhibits and displays created by Native American Tribal members of park-associated Coast Salish Tribes to enhance the public’s understanding of traditional lifeways of indigenous people of the Salish Sea. Major components of the exhibits will be Native American culture-themed interpretive panels and replicas. The central Native American-themed interpretive scene, “Lifeways of the Ancestors,” will include a contemporary fashioned, cedar strip model of a Coast Salish ocean traveling canoe. Additional exhibits planned include artistic canoe paddles created by Tribal members from each of the 6-participating park-associated Coast Salish Tribes, archeological replicas, an interpretive mural of a precontact Tribal village, and an interactive reader rail with recorded audio in indigenous languages.

2. OBJECTIVE

To design, fabricate, and deliver a custom-built cedar strip model of a Coast Salish ocean travel canoe by a Tribal member from the Lummi Nation, one of the 6-participating Tribes collaborating with the NPS on the visitor center exhibits. The canoe will exemplify Tribal canoe culture and highlight the cultural significance of the Salish Sea. The canoe will enhance the public’s understanding of traditional and contemporary lifeways of the Lhaqtemish (Lummi) people who have traditionally lived on San Juan Island since time immemorial.

3. SCOPE AND DESIGN SPECIFICATIONS

The contractor will provide all services including materials, facilities, travel, and transport necessary to design and fabricate a museum-quality interpretive exhibit for the visitor center at American Camp.

Work performed on exterior and interior design shall be completed in accordance with the specifications detailed in this scope of work. The canoe model will be constructed in a manner allowing for installation and positioning from the visitor center’s existing interior structure beams.

A. Canoe Size, Dimensions, Weight

The contractor shall build to dimensions physically extending to a maximum length from beam to beam and an approximate minimum height that aligns with bottom of window jamb.

i. Length Maximum length from bow to stern extending to a minimum of 17 feet long to a maximum of 18 feet long (respectively)

Note: Canoe size shall be conceptually large enough to fit seven (7) paddlers (or 6 “pullers” and 1 “skipper”).

B. Design

Canoe design shall be in the style of a cedar strip Coast Salish Tribal ocean travel canoe. The canoe model will be constructed to include suspension grip hooks or rings, mounts, or other griping attachments allowing for suspension by cable or other mechanism from interior structure beams by an exhibit installer. The canoe shall display a Tribal name given to it by a Lhaqtemish Tribal member that exemplifies Tribal canoe culture and highlights the cultural significance of the Salish Sea.

C. Documentary Information As part of this contract, the contractor will provide a narrative description, including photos and other documentary information, detailing canoe style, materials used, construction methods and build process, and other information to assist the National Park Service with interpretation objectives for exhibits that enhance the public’s understanding of the Lhaqtemish (Lummi) people who have traditionally lived on San Juan Island since time immemorial.

4. POST-FABRICATION PAINTING AND ARTISITC DESIGN (OPTION A)

The contractor may choose, as an option of this contract, to add additional design, paint, and/or Tribal artistic design elements or motifs to the exterior canoe model prior to delivery. If the contractor chooses to add this additional work, the contractor shall provide design graphics/visual elements to the park personnel for discussion prior to pre-production. The contractor is required to provide a quote for Option A (at solicitation) if the contractor chooses this additional service.

5. PERIOD OF PERFORMANCE

The period of performance is anticipated to begin on the date of award to December 1, 2021. Within 4 weeks after award, a pre-production meeting (virtual or conference call) will be held with the Contractor, Contracting Officer and/or Government Point of Contact (POC) for this contract.
