STATEMENT OF OBJECTIVE
PURCHASE FOR INSTALLATION SERVICES FOR
BUILDING 8 LAUGHLIN AFB FUELS POL LAUGHLIN
AFB, TX
1 DESCRIPTION OF SERVICES: The Contractor shall furnish all materials, labor, tools, equipment, transportation, supervision, and all other incidentals necessary to complete the work outlined in this Statement of Objectives (SOO) at Laughlin Air Force Base in Building #8 Fuels POL.
A total of 1,600 sq ft of carpet will be replaced. The Contractor shall ensure management oversight throughout the accomplishment of this contract. The Period of Performance for this work shall be 30 working days from the Notice to Proceed (NTP)from the time material is delivered.

3 PERIOD OF PERFORMANCE: The contractor shall notify the government 14 days before they start the project. The total number of days it should take to complete this project after the material has been delivered is 30.
4 PLACE OF PERFORMANCE: Installation of all products to occur in Building 8. Contractor will be able to bring materials and stage materials in a designated area agreed upon with project point of contact (POC).
5 LOCATION, STORAGE, AND PARKING: Storage for the new carpet shall be available in breakroom area.
6 PROJECT SCHEDULE: Contractor shall ensure installation is scheduled with the POC. The work shall be performed during normal duty hours (7:30 A. M. to 4:30 P. M., Monday thru Friday) except Federal Holidays and scheduled with Government Representative. Any deviation from the hours of operations shall be approved by the CO in writing.
7 WORK REQUIREMENTS:
1. Demolish all existing carpet from all 8 listed areas. Remove all the permanent adhesive from ground before installing new carpet.
2. Install new carpet tile in all 8 areas. The Government will provide all the square feet needed of carpet for the facility. All other material shall be provided by contractor.
3. The existing cove base will remain in place.
4. The Contractor is NOT required to move any furniture. The customer will be responsible for this.
5. Repair any damage to the property caused by the contractor at no cost to the Government.
6. The Contractor shall investigate the existing condition at Building 8 and obtain all necessary information and engineering design data through on-site investigation, reconnaissance, and surveys, as required to complete the scope of work. However, the use of Government furnished data does not relieve the Contractor from
4 | P a g e performing thorough site investigations in order to obtain all the information necessary to provide complete and fully functioning systems.
7. Dispose all old carpet and debris at an off-base location. Laughlin will not provide any trash for contractors.
8 PRE-INSTALLATION INSPECTION: No pre inspection will be needed.
9 QUALITY ASSURANCE: The government shall inspect all work performed by the Contractor.
Work performance shall be deemed satisfactory and acceptable to the government when the Government representative have reviewed the installation for accuracy, declares the project satisfactory, and signed the installation paperwork. The contractor shall repair or replace damaged items at no additional cost to the government.
10 BASE FIRE REGULATIONS: All work shall be in strict compliance with NFPA-101, Air Force Occupational Safety & Health (OSHA), Air Force Occupational Safety and the Fire Prevention and Health Program. Compliance with OSHA and other applicable laws and regulations for the protection of employees is exclusively the obligation of the contractor, and the government will assume no liability or responsibility for the contractor’s compliance or noncompliance with such responsibilities.
11 COMPLIANCE WITH LAWS: The Contractor shall comply and ensure that all subcontractors comply with all applicable federal, state, and local laws, regulations, ordinances, and standards.
12 SITE-MAI N T E N A N C E The Contractor shall protect adjacent property, offices and their contents from dust, dirt or other materials. Work areas shall be maintained in a neat, clean, safe condition and shall, at a minimum, be cleaned with all waste and packing materials removed at the end of each shift. Contractor shall maintain clearances through corridors for occupants to pass.
Once installation is complete, contractor shall be responsible for any warranty and service calls throughout the manufacturer’s warranty period. Once warranty and service calls have been requested, contractor shall follow manufacturer’s warranty terms and conditions, and work with a government representative until issues are resolved.
13 SPECIFIC CONDITIONS/DEFINITIONS:
a. Installers shall have an emptied environment for each phase carpet installation. Installers will work around electrical outlets in floor, taking care not to cover any of the outlets.
b. Contractor shall provide the full names, birth dates, social security number and driver’s license numbers of each installer associated with this installation as required for sponsorship onto Laughlin AFB Del Rio TX. Work time schedules and the number of installation crews must be provided to the Contracting Officer prior to the start of work. Such information shall be submitted to the contracting office two weeks prior to the start of work. Base access will be granted to those listed on the above-mentioned document for the duration of the project.
c. At no time shall the contractor accept direction or changes in type of product obtained, configuration or installation without the written approval of the Contracting officer.

14 OSHA PUBLIC LAW 91
Comply with the OSHA Public Law 91-596, Occupational Safety and Health Act of 1970 and the resulting standards (e.g., 29 CFR 1910, Occupational Safety and Health Standards, 29 CFR 1926, Safety and Health Regulations for Construction), national consensus standards of the United States (e.g., National Fire Protection Association and National Electrical Codes), and all applicable federal, state, local, and Department of Defense, environmental, safety, and occupational health statues, policies, and regulations). It is the contractor’s responsibility to make certain that all safety requirements, equipment, and training are met and provided to their employees. Additionally, the contractor is responsible to ensure compliance with safety and health standards by all sub-contractor employees. Air Force Safety, Fire Protection, and Bioenvironmental Engineering officials may periodically enter a contractor’s workplace to verify working conditions of personnel or to make inspections for protection of Government facilities, personnel, and equipment. If an improper procedure or unsafe condition exists, the contractor shall notify the applicable Wing Representative/CO and immediately correct the unsafe condition within 24 hours after occurrence. Department of Labor OSHA inspectors are authorized right of entry to inspect any place of employment operated by an Air Force contractor. They are, for the most part, “NO NOTICE” inspections. Notify the COR if an OSHA inspector visits the site unescorted by Air Force Safety Personnel.
